    Consultancy to Facilitate a Training Workshop on Forecasting & Quantification of Safe Abortion Commodities for Twelve Procurement/ Logistics Officers in Jigawa State

    Ipas is a non- governmental organization that works globally so that women and girls have improved sexual and reproductive health and rights through enhanced access to and use of safe abortion and contraceptive care. We believe in a world where every woman and girl have the right and ability to determine her own sexuality and reproductive health.

    Ipas Nigeria is currently implementing a project tagged” Improving Government Capacity to Implement Comprehensive Abortion Care in Jigawa State”. Key objectives of the project are:

    1. The Jigawa State health system is responsive to a dynamic environment that meets women’s and girls’ sexual and reproductive health (SRH) needs
    2. Women and girls in Jigawa State have access to accurate information about abortion and contraception and are supported to make their own reproductive health decisions.
    3. Women and girls have increased access to CAC services through an improved enabling environment in Jigawa State

    One of the WHO recommended pillars of effective health services provision is steady availability of the necessary drugs, supplies and technology. In order for this to happen and assure uninterrupted availability of CAC and FP services to women and girls in Jigawa state, there is need for the right investments to strengthen state system for managing the supply chain of CAC and FP commodities and technologies. As part of support to the state under implementation of the ANON2 project, Ipas plans to support training on Commodity Forecasting, Quantification, Procurement and Logistics Management for relevant personnel involved in the state commodity logistics process.  

    To this end, Ipas Nigeria seeks to engage the services of a consultant, with cognate competence and experience to conduct a 10 days’ consultancy focusing on delivering  training on – Public Sector Procurement and Commodity Logistics for CAC commodities for 12 Procurement/ logistics officers in Jigawa State.

    Scope of Work:

    The overall aim of the consultancy is to lead a training process that will deliver comprehensive knowledge that covers theoretical aspects, modern methods & trends as well as good practices in Evidence-driven Forecasting, Quantification, Public Procurement and Commodity Logistics. The specific objectives include:

    1. To review current supply chain and logistics management system for CAC and FP commodities in the state; identifying challenges and recommend suggestions for improvement (series of meetings with the state officials to understand the process in place, meet with the FMoH at the national level to understand the national concept and action. Also meet with other Ips who support procurement i.e. UNFPA, CHAI etc)
    2. To develop relevant training content to deliver the training aim indicated above
    3. To deploy the training content in conduct of a 2 days’ training to strengthen the capacity of state and/or LGA level officials involved in CAC and FP commodities’ logistics on use of data for commodity forecasting, quantification, procurement and logistics management

    The participants are officials of State Ministry of Health and Jigawa State Primary Health Care Development Agency, saddled with the responsibility of making relevant decisions or actual procurement and or logistics management of abortion commodities and supplies.

    Specific tasks include:

    • Develop tools for conducting a review of current supply chain and logistics management system for CAC and FP commodities in Jigawa state with a view to identifying challenges, gaps and recommend suggestions for improvement
    • Development of training content – slides, training agenda, session format/methodology, relevant tools for trainee assessment (pre & post training)
    • Facilitate a 2 day’s training for identified participants
    • Submit a comprehensive report (findings of assessment and training) using appropriate format provided by Ipas focal person

    Deliverables:

    1. Conduct 2 days’ training using the agreed training curriculum
    2. Analysis of current CAC commodities logistics system in Jigawa state highlighting gap and recommended actions
    3. Analysis of participants’ pre and post training performance and key training achievement
    4. Final training report
    5. Presentation of training report and recommendation to SMOH & PHCDA Leadership

    Consultancy Duration: 10 days between Monday 23rd November and Wednesday 9th December

    Consultant Competencies, skill requirement and Experiences

    • Bachelor's degree in Pharmacy, Public Health, Medical Laboratory Science, Supply chain operations or equivalent is required. Master’s degree is an added advantage
    • At least 5 years of experience in contraceptive or reproductive health commodities forecasting, quantification, and supply chain management.
    • Seasoned facilitator with extensive knowledge on public sector commodity forecasting and supply chain management.
    • Excellent inter- personal communication, presentation and facilitation skills
    • Excellent writing skills in English.

    Compensation

    A daily consultancy fee of N150,000 will be paid for the 10 days. In addition, Ipas Nigeria will cover costs of travel and accommodation for the days of visit to Jigawa for background check and discussions with government officials, as well as logistics during the 2 days training. Payment of consultancy fee will be made in 2 – 3 tranches negotiated and agreed with the consultant and tied to specific milestones. The payment of consultancy fee is subject to deduction of 5% withholding tax.

    Deadline and Submission of expression of interest:

    Ipas invites interested individuals with relevant skills to submit the following document on or before 10th November 2020.

    Method of Application

    Expression of interest should outline how the consultant meets selection criteria and their understanding of the TOR. A summarized description of the SOW and intended methodology to deliver the SOW. The EoI should also include:

    • Name of 2 recent professional references (previous client) for whom similar work has been conducted
    • Curriculum Vitae outlining recent quantification and experience itemized financial proposal
    • 750 words (max) cognate experience summarizing any previous work done.
