ZOA’s Programme in Nigeria
- ZOA started operations in Nigeria December 2016, supporting IDPs and returnees of Boko Haram affected states. In the selection of the beneficiaries, we pay careful attention to include the most vulnerable households.
- ZOA currently provides lifesaving food security and livelihood and WATER Sanitation and Hygiene (WASH) support to individuals affected by the ongoing Boko Haram insurgency. These activities target both IDPs and host community population in Borno State.
Purpose of the Position
The conflict analysis will focus on in-depth, up to date and contextualised information about topics and causes of conflicts between IDP and host communities, and among IDPs, central actors related to conflict and peacebuilding and their interests and attitudes, and conflict dynamics over time. The conflict analysis will focus on a deeper understanding of three community and households level conflicts namely: 1. Conflicts between Internally Displaced People (IDP) and host communities, 2. Conflicts across ethnic divides and 3. Family conflicts on sharing scarce resources i.e. land, water, schools etc.
It aims to obtain deeper understanding of the conflicts and tensions and develop a ZOA strategy for future grassroots peacebuilding interventions .The conflict analysis provides a foundation for future peacebuilding activities envisioned to build social cohesion and trust, to develop enforceable conflict resolution mechanism and clear systems for prevention and referral support for gender based violence victims.
The analysis will also provide quality inputs for ZOA to effectively engage or mainstream peacebuilding and conflict transformation at the community level. In addition to that the analysis will identify the required capacity gap and training needs within ZOA for delivering effective conflict sensitive programmes in the targeted communities, to maximize its positive impact on the current conflict. This will lead to development of a grassroot peacebuilding strategy.
Scope of the analysis
- The consultancy work will be focused on; in-depth examination of the conflict, its characteristics, causes and dynamics, its impact on ZOA programmes and its target groups, identify potential opportunities for peacebuilding initiatives within the current programs including the organization capacity assessment and the training needs analysis for design and delivery of a conflict-sensitive programming, with comprehensive conflict analysis report and strategy with all the annexes indicated under the output / deliverable.
- The analysis will be carried out in Biu, Monguno and Jere Local Government Areas. (LGAs) and will involve gathering of information from key actors i.e. Religious leaders, community leaders, Government and security actors, IDPs, Members of host communities (Men,Women,Boys and Girls and vulnerable groups like PWD), NGOs and peace building committees.
Main Objectives
- To collect in-depth, up to date and contextualised information about topics and causes of conflicts between IDP and host communities, and among IDPs, central actors related to conflict and peacebuilding and their interests and attitudes, and conflict dynamics over time. To identify peacebuilding opportunities that can be used to inform design and development of conflict and peace building projects in ZOA Nigeria.
- To understand how key actors (religious leaders, community leaders, government and security actors, conflict resolution committees, IDPS and host communities contribute to conflict and peace building process.
- Identify the best practices and tools for making conflict analysis an on-going process within reasonable frequency as per-the needs and requirements of the organization and develop a strategy.
Methodology
The consultant with the guide of ZOA Peace Building Expert and Program Quality Manager will develop a detailed methodology, including the design of data-collection tools and formulation of specific questions. This will include Key Informant Interview guides (KII), Focus Group Discussion guides (FGDs) both of which will be administered to Religious leaders, Community leaders, Government, and security actors. The consultant will also design a questionnaire to be administered at the household level to IDPs and Host communities. The conflict analysis workshop will also provide opportunity for the consultant to further enrich his data as the participants invited will validate and further provide more elaborate views on the information collected during field work.
The consultant will also conduct a literature review of ZOA’s internal report on Peacebuilding options for ZOA Nigeria. Review of ZOA internal report on the workshop “Do No Harm and Conflict Sensitivity” (2020), Project progress reports, Other reports and documents to be consulted are but not limited to:

Outputs / Deliverables:
- Inception report containing a detailed conflict analysis methodology with accompanying analysis workplan and tools;
Timelines and working schedule:
- Will be between 1st May 2021 to 31st May 2021 for a duration of 30 days.
Proposed schedule
Activity - # of days:
- Documentary review and preparation of methodology - 2 days
- State Level, meetings, Interviews in Maiduguri: ZOA, SCG, Government agencies, other organizations - 2 days
- Training of data collectors and Fieldwork - 14 days
- Data cleaning, data analysis and PPT for preliminary findings for validation - 2 days
- Presentation of findings and validation Workshop in Monguno, Jere and Biu-3 days + 1 day in Abuja - 4 days
- Draft report to be submitted no more than 3 days after completion of fieldwork - 3 days
- Final report to be submitted within 3 days of receiving feedback and comments from ZOA - 3 days.
Qualifications and Experience
- The conflict analysis consultancy assignment is open to individual National expert consultants, with specialist knowledge and research expertise in conflict analysis and peacebuilding as well as development practice and theory.
The consultant will have the following experience and qualifications:
- Significant experience of conducting conflict analysis and / or research on conflict and its causes or approaches to conflict transformation.
- Sound theoretical knowledge of development theory and / or experience of project management for an NGO or UN agency in delivering development projects.
- Previous experiences of practicing participatory methods for conducting research and planning; Considerable professional experience of working in North East Nigeria at the community, village and ward levels, with a clear understanding of traditional forms of social organization and systems of local governance, as well as official systems of local administration;
- High level of competence in the English language, particularly in writing and be fluent in both Hausa and Kanuri.
- Strong communication skills, with the ability to communicate detailed concepts clearly and concisely both in writing and verbally.
