Introduction to Alimat Care Foundation (ACF)

Alimat Care Foundation (ACF), is a youth-led NGO established and incorporated in 2022. The organization actively advocates for the rights, welfare, and empowerment of women and girls in Northeast Nigeria, particularly in disadvantaged regions. Through comprehensive and evidence-based programs that is built on the principles of Accountability to Affected Population (AAP) and Gender Equality and Social Inclusion (GESI), ACF aims to, increase access to quality education for girls, end violence and harmful practices against women and girls, and provide an enabling environment for girls to thrive and contribute to their communities.

ACF's mission is to improve the lives and future prospects of girls, believing that educated, protected, and empowered girls can transform their communities and break the cycle of poverty. 

Our vision is a society where every girl, regardless of background, is valued, respected, and empowered to contribute positively to her community and society at large.

Purpose and Objective of the EoI

ACF is currently undertaking an update of its vendor and service provider database in compliance with its Procurement Policy. The objective of this Call for Expression of Interest (EoI) is to pre-qualify a list of reputable and reliable vendors, contractors, and firms who can provide high-quality goods and services in various categories.

The primary goals are to:

1. Establish a Roster: Create a database of pre-qualified suppliers that can be called upon for future solicitations (Request for Quotations, Tenders, etc.) over a [Specify Duration, e.g., two-year] period.
2. Streamline Procurement: Expedite the procurement process for future projects by having a list of verified and compliant service providers.
3. Ensure Compliance: Confirm that vendors meet ACF’s ethical, legal, and operational standards prior to engagement.

Business Areas for Goods and Services

ACF invites Expressions of Interest from established and qualified vendors in the following categories (but not limited to):

Eligibility Criteria

To be considered for pre-qualification, prospective vendors must submit valid documentation proving compliance with the following mandatory criteria:

1. Certificate of Incorporation/Registration from the relevant government authority.
2. Tax Identification Number (TIN) or equivalent.
3. Evidence of up-to-date tax compliance (e.g., Tax Clearance Certificate).
4. Detailed company profile, including core business area and physical address.
5. Evidence of relevant experience in the specified category (e.g., list of at least three (3) similar assignments/clients over the past three (3) years).
6. Proof of Deliveries (Delivery Notes or Job Completion Notification) in areas of business endeavour from reputable organizations, preferably NGOs or other reputable organizations attesting to active or past business relationship and level of performance (the letters or lists must have relevant addresses, contact persons, telephone numbers and emails) for due diligence confirmation.

ACF is committed to operating with the highest standards of ethics, integrity, and social responsibility. All pre-qualified vendors must confirm their adherence to the following:

Additional Information

• ACF is Value Added Tax (VAT) exempted but deducts Withholding Tax (WHT) incompliance with relevant Nigeria Tax Laws.
• As part of the pre-qualification process, ACF will visit the location(s) of prospective suppliers or service providers to assess their physical presence, capacity, and capability.
• Only successful pre-qualified suppliers would be invited to participate in ACF’s routine Request for Quotation (RFQ) or bidding/tender processes over the next one (1) year.
• You are expected to limit yourself to the category where you have demonstrated experience, required documentations and operational presence.
• Any unsolicited attempt to influence ACF’s internal selection process in Favor of any company(s) will result in immediate disqualification.
• A company cannot express interest in more than three (2) categories and must be guided by the following: (a) must have an operational presence for each category, (b) must actively operate the business.
• ACF will ensure information that is received from companies and individuals is treated with the utmost confidentiality and shall be for the sole use of the organization.
• The pre-qualified suppliers are required to immediately advise the organization of any significant change in its financial, technical capacity, ownership, or holdings it may have.
• Failure to submit any of the mandatory requirements for each category will lead to automatic disqualification from the exercise.
• Potential suppliers/contractors will be pre-qualified based on satisfactory information given.
• ACF may request for additional documentation (e.g., organizational structure, financial stability, quality control policies etc.).
• Female, youth and disability-owned business/firms/companies who posses the eligibility criteria are strongly encouraged to express their interest. 

Note: This EoI is an invitation to submit information for pre-qualification purposes only and does not constitute a commitment or obligation on the part of ACF to procure any services or goods, or to enter into a contract with any firm or individual.

Important Notice

Existing vendors should consider this EOI as a revalidation exercise and are required to participate. All hitherto existing vendors will be delisted and relisted again through this exercise.
