    Institutional /Policy Reform Advisor (IPRA)

    Summary
    RTI International in collaboration with Plan International and other partners are implementing a 4-year USAID funded Effective Water, Sanitation, and Hygiene (E-WASH) program. E-WASH will provide technical assistance to and will work in collaboration with state governments to improve urban water service delivery by strengthening the governance, financial, and technical viability of six (6) state water boards (SWBs) in Nigeria. The overall goal is improvement of urban water and sanitation service delivery.

    Responsibilities

    • The IPRA will be a strong and strategic institutional, policy and reform specialist (IPRA) and will be part of a dynamic team implementing the ambitious 4-year USAID-funded E-WASH project in Nigeria. The IPRA will be component lead and will be the Chief Advisor and have overall responsibility for supporting the state teams in the implementation of policy, regulatory and institutional reform in support of more effective, responsive and commercially viable water and sanitation services. The IPRA will have a prominent role in articulating, drafting, research, analysis, and support for implementation of urban WASH sector reforms. The IPRA will be based at the E-WASH main office in Abuja.
    • The IPRA will report directly to the Chief’of Party of the E-WASH program. The IPRA should support efforts to conduct research activities for building political support at the highest federal government level for reform. The IPRA will also provide guidance on not only the content of appropriate state water and sanitation policies, but also institutional, legal and regulatory reforms. The IPRA will be an advocate of the policies, institutional and regulatory frameworks that promote appropriate tariffs leading to financial viability for sustained improved water services, believe in a sector that can be self-sustaining in Nigeria and SWB being able not only to attract but also retain highly qualified and experienced personnel into its employment. This is a full-time position with possibilities of being engaged up to the end of 2021/early 2022.

    Qualifications and Experience

    • At least a Master's degree in either Engineering, Policy, Institutional Development, Water Governance, International Development and such related fields.
    • At least 12 years proven experience working in policy and institutional development in Nigeria. Experience in legal matters of the state-owned enterprises will be an added advantage.
    • Experience with governance of the urban WASH sector is a great and added advantage which will be strongly considered.
    • Must have demonstrated capacity to build relationships and consensus across state- and federal-level stakeholders to institute policy reform.
    • Additional experience in organizational review of effective governance frameworks for public utility sectors (i.e. water and power), including policy formulation and advocacy, regulatory and tariff framework design.
