RTI International in collaboration with Plan International and other partners is implementing a 4-year USAID funded Effective Water, Sanitation and Hygiene (E-WASH) project. E-WASH will provide technical assistance to state governments to improve urban water service delivery by strengthening the governance, financial, and technical viability of six (6) state water boards (SWBs) in Nigeria. This is part of the United States Government’s (USG) efforts working with the Federal Government to address the heart of the challenges faced by the urban water, sanitation, and hygiene (WASH) services. The overall goal is improvement of urban water and sanitation service delivery.
The Effective Water, Sanitation and Hygiene (E-WASH) project, is seeking to identify 12 dynamic and technically strong Consultants to support the undertaking of baseline studies to identify the gaps for water service delivery in the urban areas of three (3) states. The consultants must be willing to spend up to 3 weeks (15 working days) during the first part of November i.e. from Monday November 5, 2018. OBJECTIVES OF THE BASELINE SURVEY
The overall objective of the baseline study is to establish a benchmark against which the E-WASH will design interventions to bring the urban water service providers to the level of being professionally managed and commercially viable. The baselines will for a start be conducted in 3 states – Abia, Delta, and Taraba states.
Further baselines will be conducted in 3 additional states either later in the year or early in 2019.
The baseline study teams will comprise of 3 (one team per state) and each team shall comprise of about 6 professionals. E-WASH is now looking for Consultants with experience in the following fields:
Organizational and Capacity Assessment tool to be used on urban water services providers in this respect we are looking for people with expertise and experience in the following fields:
1. Financial management and commercialization
2. Technical
3. Organizational development/Management and HR
1.0 Governance/Management and HR Specialist - 3 positions
One of the key objectives of the EWASH is the creation of professionally managed SWBs. The main objective of this position is to undertake baseline studies in governance, organizational development/HR and management activities of the SWB, identify gaps and develop action plans for filling the gaps in line with the objectives of the E-WASH program. In this respect the consultant will be part of a team that will finally develop a baseline report and program of action based using the organizational capacity assessment tool (OCAT) and also working on governance and HR KPIs. The baseline information to be collected will include but not limited to current organizational structure and arrangement, human resources practices on staff training, performance management, Board of Directors – arrangements and performance.
Qualifications and Experience:
2.0 Financial and Commercialization Specialist (3 positions)
The main objective of this position is to undertake baseline studies in financial and commercial activities of the SWB, identify gaps and develop action plans for filling the gaps in line with the objectives of the E-WASH program. In this respect the consultant will be part of a team that will finally develop a baseline report and program of action based on the of an organizational capacity assessment tool (OCAT) and also working on financial KPIs. The baseline information to be collected will be used to design the transformation agenda for the urban water service delivery in the respective state to move the SWB to a commercially viable entity. The information to be collected will include but not limited to the current financing arrangements (budgeting process, allocations and releases) from the state Government, financial management including reporting by the SWB, billing, collection and other revenue generation ventures.
Qualifications and Experience:
3.0 Utility Technical Specialist - 3 positions
The main objective of this position is to undertake baseline studies related to the technical operations of the SWB, identify gaps and develop action plans for filling the gaps in line with the objectives of the E-WASH program. In this respect the consultant will be part of a team that will finally develop a baseline report and program of action based on the administering of an organizational capacity assessment tool (OCAT) and also working on technical KPIs. The baseline information to be collected will include but not limited to the current state of the technical operations of the SWB -production, treatment, distribution and Non-Revenue Water. Also develop a baseline on urban sanitation in the main city of the state– fecal sludge management.
Qualifications and Experience:
4.0 Policy and Economic Analysis Specialist - 3 positions
One of the key objectives of the EWASH is the creation of enabling environment for the SWB to achieve financial sustainability, professional management and generally operational and governance autonomy (based on good corporate governance principles). The objective of this assignment is therefore to undertake baseline studies in policy, institutional, legal and regulatory framework for urban water services for the state government, identify gaps and develop action plans for filling the gaps in line with the objectives of the E-WASH program. In this respect the consultant will be part of a team that will finally develop a baseline report and program of action using the Political Economic Analysis (PEA). The baseline information to be collected will include but not limited to current policy, institutional, regulatory and legislative framework on urban water services.
