    Cash Transfer Programing for Work Program Officer

    Location: Damboa, Borno

    Program/Department Summary

    • Mercy Corps Nigeria’s humanitarian program aims to provide assistance to populations affected by the crisis in Northeast Nigeria.
    • With funding from humanitarian donors including OFDA, FFP, EU, and ECHO the humanitarian programs engage in several interventions including but not limited to food assistance, non-food items (NFI), protection, livelihoods, cash transfers, WASH and capacity building of humanitarian response actors.
    • Mercy Corps is scaling-up and expanding its humanitarian response in Northeast Nigeria to reach more beneficiaries with additional assistance in a wider geographic area.

    General Position Summary

    • The Cash Transfer Programming (CTP)/Cash for Work (CFW) Program Officer is responsible for assisting in the implementation of CTP and CFW activities in the intervention communities of southern Borno State. With support from the Senior Program Officer - Cash & Vouchers, s/he will supervise all projects, project selection and planning, project assets, local government and community liaison work, monitoring and payment.
    • The CTP/CFW Program Officer will report to the Cash & Vouchers Senior Program Officer and work collaboratively with fellow program and MEL staff.
    • S/He may also support other livelihood sector interventions including unconditional cash transfers, livelihood grants and VSLAs.

    Essential Job Functions

    • Plan and ensure the effective implementation of CTP/CFW.
    • Contribute to all CTP/CFW related field work, including community mobilization, beneficiary identification/registration, distributions, and monitoring.
    • Ensure that beneficiaries are effectively targeted according to established vulnerability criteria.
    • Review labor and time-line requirements for CFW activities, determining staffing requirements.
    • Coordinate payment procedures, including documentation, approval and actual payment.
    • Oversee procurement of all materials for CFW projects.
    • Maintain all documentation relating directly to CTP/CFW activities required to ensure accountability to the donor, particularly where labor is concerned.
    • Oversee administrative matters relating directly to CFW activities: time-sheets, payment schedules, required paper-work and liaison with finance department.
    • Maintain all documentation relating directly to cash transfer activities required to ensure accountability.
    • Oversee administrative matters relating directly to cash transfer activities including reconciliation with cash-out agents following distributions.
    • Contribute to effective program reporting, monitoring and evaluation systems for both internal and external use in coordination with the other program staff.
    • Work with the Senior Program Officer - Cash & Vouchers to prepare monthly cash requirement forecast for CFW activities, including the purchase of materials at site and CFW labor payments.
    • Provide information on CTP/CFW activities as requested by the Team Leader, Deputy Team Leader, Senior Program Officer - Cash & Vouchers or MEL team.
    • Support orientation for all new staff on CTP/CFW.
    • Report on any problems encountered in the field such as project participant complaints, local authority interference, and security threats to MC staff and activities. Coordinate with MC Security Officer and Livelihoods Manager on any threats to MC staff and activities; follow up on incidents/security threats in areas of operation.
    • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
    • Other duties as assigned.

    Knowledge and Experience

    • BA/S in relevant field required;
    • 3 years of experience working on the development, implementation, administration and compliance of a field-based international development or humanitarian program; general program management experience required.
    • Prior experience implementing distributions is required, preferably in a non-camp setting. Experience with CTP/CFW or other community micro-projects strongly preferred.
    • Experience working with multiple stakeholders to identify beneficiaries according to criteria required.
    • Experience with running assessments, monitoring and evaluation and other learning efforts required.
    • Experience representing the organization and its interests to a diverse range of local and international government officials, local civil society organizations, other international organizations, the media and the public.

    Program Coordinator, ISING

    Location: Maiduguri, Borno

    Program / Department Summary

    • I-SING project is a 2 year funded project by the EU- Trust fund.
    • The position is based in Maiduguri with travel to Gombe and Biu on a regular basis.
    • The main office that houses majority of the staff is based in Biu thus the need to travel.
    • The project’s focus is on adolescent girls and boys using the safe spaces model.
    • The project works with IDPs, returnees and the host community.
    • The overall objective of the program is to improve the safety, livelihoods and personal agency of adolescent girls in North East Nigeria.

    General Position Summary

    • The Program Coordinator supports the ISING Program Manager and the Deputy in the day-to-day implementation of project activities in the Gombe and Borno states of Northeast Nigeria.
    • S/he will work closely with the ISING project MEL officer, Gender & Protection officer and Livelihoods officer to ensure smooth project implementation and delivery of project objectives.
    • In the absence of the Program Manager, the Deputy Program Manager with support from the coordinator will act on their behalf, managing the project and work closely both with management and support staff (including finance, administration and program) in Maiduguri to ensure the day to day activities are implemented according to schedule, budget and required quality.
    • The Deputy Project Manager reports directly to the ISING Program Manager.

    Essential Job Responsibilities
    Strategy & Vision:

    • Recognize opportunities for innovative action and create an environment where alternative viewpoints are welcomed.
    • Develop and organize activities to secure resources for programs and convince stakeholders to provide support.

    Program Management:

    • Directly support the Program Manager in managing all operations and activities related to the ISING project in Maiduguri according to the work plan, project document and implementation strategy.
    • Troubleshoot, as needed, to prevent disruptions in daily program activities and liaise with Program Manager/Deputy as necessary.
    • In close collaboration with the Program Manager build the ISING Program Officers capacity ensuring that there are fluent communication channels that the reporting schedule is timely met and that projects objectives are achieved.
    • Participate and facilitate coordination and collaboration with other agencies.
    • Contribute to the design and implementation of trainings in any areas related to the ISING activities for staff, communities and project beneficiaries.
    • Closely coordinate and share information with the various sectors of the ISING project staff including gender and livelihoods and general program support with regular program meetings and activity plans.
    • Coordinate closely with the Program Manager and relevant administrative and finance staff to ensure proper logistics, administration, human resources and transport needs of the project are conducted within MC policy and with the maximum benefit to the project.
    • Support the ISING Program Manager in forecasting expenditure surpluses and deficits to enable adjustments to be made to the project in a timely fashion.
    • Ensure establishment and maintenance of relationships with communities, and local government in the target locations.
    • Support the Program Manager in overseeing the project filing system for all ISING related activities and ensure that information is organized accordingly to the reporting and auditing needs of the project. Ensure required levels of confidentiality.
    • Mobilize communities to participate in the design, implementation and maintenance of projects as well as design viable strategies that are both respectful with the local culture and are gender sensitive and effective in engaging women in the activities of the project.
    • Provide direct and ongoing supervision and managerial support to all national ISING program officers
    • Provide written and oral translation and report writing for program staff, as necessary;
    • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.

    Finance & Compliance Management:

    • Ensure compliance with donor and Mercy Corps regulations related to emergency programming.
    • Responsible for expenditure tracking of activities carried out in the field

    • Identify, build and manage collaborative partnerships with the community, government and other stakeholder’s
    • Communicate effectively to ensure overall project targets are met.

    Knowledge and Experience

    • Bachelor Degree in relevant field or equivalent Master's Degree is preferred.

    • Fluency in English; fluency in Kanuri other local languages is highly recommended.

    Monitoring, Evaluation & Learning Officer

    • The Monitoring, Evaluation & Learning (MEL) Officer will support the program teams with technical oversight and direction on all monitoring and evaluation needs across implementing area. S/he will support the MEL manager in ensuring timely and quality reporting.
    • The MEL Officer will support the provision of program staff with the information and training to capture monitoring metrics regularly and efficiently.
    • S/he will coordinate and support data collection and analysis activities facilitated by MEL Assistants and regularly providing technical oversight, problem-solving and support. S/he will report to the MEL Manager.

    Essential Job Responsibilities

    • Contribute to adapting existing M&E systems to monitor and evaluate project activities and impact, in accordance with existing Mercy Corps DM&E guidelines.
    • Support data capture across program interventions and analyze data collected during monitoring and evaluation activities.
    • Oversee data tracking and analysis on regular basis and ensure that data and metrics in field reports are accurate.
    • Write, edit, and summarize field reports to develop quality and informative monthly and quarterly reports for donors and internal teams.
    • Work with the program team to identify opportunities to innovate M&E systems.
    • In partnership with program team document lessons learned and best practices for dissemination within Mercy Corps, to donors, other agencies and interested parties
    • Support pre and post monitoring, need assessments, survey, focus groups and evaluation or verification as well as other studies at the project and program levels.
    • Utilize standard Mercy Corps assessment tools and help in developing new tools.
    • Provide input on the design and implementation of baseline studies, mid-term evaluations and final evaluations.
    • Conduct regular field visits to meet the beneficiaries, coordinate with project officers, to capture data correctly and efficiently to ensure regular and accurate information.
    • Track and report lessons learned, prepare success stories about the program and share with MEL manager for inputs and wider circulation.
    • Work closely with program teams for filing/archiving documentation both softcopies and hardcopies.
    • Maintain relevant program and correspondence files related with DM&E.
    • Contribute to developing other reports as requested by management (this may include research for new projects or programs or information requested by the donors, among other things)
    • Adherence to all MC policies and procedures as outlined in MC policies and procedure manuals;
    • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission in country of operation;
    • Other duties as assigned.

    Monitoring, Evaluation & Learning Assistant

    Essential Job Responsibilities

    • Assist in data collection, illustrating project activities progress and impact
    • Conduct beneficiary names verification, ensuring they meet agreed project target criteria
    • Assist in monitoring of program activities, including distributions, trainings, to ensure that intended assistance is delivered to registered beneficiaries as scheduled,
    • Ensure all the activities are conducted in full respect to the humanitarian principles and in organized and dignified way

    • Assist in designing data entry tools and monitoring tools, as required

    Knowledge and Experience

    • Preferably a Bachelor's Degree in Social Sciences, Development Studies, Education, etc. with at least one year of work experience in a related discipline.
    • Experience in community work with previous experience in project monitoring, preferably with an NGO within Borno States.
    • Demonstrated skills in planning, organizing, analyzing and reporting.
    • Ability to interact effectively with various community members, conducting him/herself with sensitivity and respect towards others
    • Willingness, ability to perform field work and work under pressure.
    • Excellent computer skills – Word and Excel are required;

    • Fluency in English and Hausa is a must
