    Security Advisor/Coordinator

    Job Purpose

    • To serve as an advisor to the Country Director on safety and security related issues.
    • Ensuring that country Security Management Plan as well as Standard Operating procedures is developed, implemented, monitored and reviewed regularly; Support and help the in country Safety and Security Coordinator with the day to day management of safety and security for Oxfam in Nigeria.

    Reporting lines:

    • Post holder reports to: Program Manager North East / Country Director.

    Budget Responsibility:

    • Safety and Security budget and all costs related to guards and other security related functions or work

    Dimension:

    • The position is based on the need to build and sustain long-term safety and security risk reduction capacity within the Oxfam's programmes in NE Nigeria.

    Key Responsibilities
    Analysis:

    • Reports, analyses and communicates current socio-political context and the security situation and the wider context (country, region, global trends as applicable).
    • Advise on up-to-date context analysis and risk assessment.
    • Develops an incident reporting system and ensuring that the incident register is updated regularly.
    • Undertakes regular and ad hoc security assessment missions as necessary, in order to gather information and to analyze the overall security situation in existing and potential areas of Oxfam intervention.
    • Conducts ongoing threat assessments and compile s daily/weekly situation reports/monthly security analysis and ensures that the information is shared on a timely manner.

    Security Management and Support:

    • Design/update reliable safety and Security Management System/Standard Operating Plans/Contingency Plans
    • Manages the implementation of a comprehensive security and business continuity management system taking cognizance of the evolution of situations.
    • Ensures that all safety and security management systems are in line with existing Oxfam security policy, protocol and approach.
    • Supports the Program Manager, Country Director and Security Officer to determine and address security issues as they arise
    • Supports in planning and implementing risks mitigation strategies (acceptance, deterrence, protection) in order to improve safety and security.
    • Ensures that appropriate safety and security systems are in place to provide timely and accurate security information to all staff members and visitors.
    • Supports on incident management, lessons learnt and any follow up actions/ changes to procedures.
    • Supports in the case of crisis management (support to the Crisis Management Team).
    • As the security expert in the Region, provides strategic and operation leadership in the management of security.
    • Provides crisis management support (evacuation and hibernation) as required.

    Capacity Building:

    • Review induction documents with respect to security; identifies organizational training safety and security training needs and coordinates required training's for staff, security officers and third party security personnel's.
    • Ensures that there is system in place to enhance security skills and awareness that are required for effectiveness especially in areas of accident prevention, safety, health and occupational hazards by planning and facilitate appropriate learning and development opportunities.
    • Assists and leads security and emergency related training.
    • Facilitates / provides learning & development as well as exchange experiences at all levels.
    • Identifying staff security training, learning and development needs and ensuring access to the training across the region (including appropriate planning and resourcing).

    Networking:

    • Builds and maintains close contacts with all relevant stakeholders to gather reliable security information, facilitate the sharing of best practices and the adoption of an integrated approach where possible.
    • Attends security & emergency related briefings and meetings and share security related information accordingly.
    • Interfaces with, and coordinates the support of, third party security and risk management service providers.
    • Collaborates with Field Office and Field Operations teams to determine and address security issues in the field as they arise.

    Educational Qualification and Experience

    • University Degree in in Social Sciences, International Relations, Political Science or related discipline.
    • At least 5 years INGO/UN safety and risks management experience and proven leadership experience of security assessment, planning and implementation of procedures in the context of UN or NGO humanitarian operations.
    • Familiarity with operational and security practices for high threat environments.
    • Experience in liaising with communities, civilians, police and/or military government authorities as well as with regional institutions preferred.
    • Experience in humanitarian operations, preferably within the field of information management as related to security management and operational planning.
    • Proven experience of capacity building and field based training's.

    Skills and Competence

    • Proven practical experience of security management in a complex, conflict, humanitarian context.
    • Proven influencing and negotiating skills with internal and external audiences including in complex and stressful circumstances.
    • Ability to advice and support in a consultative manner.

    Public Health Engineering Team Leader

    Location: North Eastern States, Nigeria

    Project Background

    • Violence across the Lake Chad basin as a result of the emergence of the group Boko Haram in Nigeria and military operations against it over the past 7 years has escalated in recent months exacerbating an already dire humanitarian situation.
    • Oxfam has been responding with Water-Sanitation-Hygiene Promotion (WASH) services in an emergency response in the North Eastern part of Nigeria since October of 2014.
    • The project is expected to provide services to the Internally displaced people, host communities, and returnees in constructing and restoring WaSH facilities in those areas with high influx of Internally Displaced People and newly accessible areas to promote return to place of origin with the emphasis on construction of sanitation facilities and rehabilitation and construction of boreholes equipped with solar powered submersible pumps either hand pumps concomitant with a public health promotion/education program.

    Team Purpose

    • To protect public health of IDPs and host communities in Borno, Adamawa, Gombe and Yobe States in North East Nigeria through delivery of an integrated WASH response

    Job Purpose

    • To co-lead with an International PHE team leader a PHE water and sanitation team and to develop the implementation of planned activities and contributing to Oxfam PH strategies for the Lake Chad Basin emergency response in North East Nigeria

    Key Responsibilities

    • To lead and carry out assessments and surveys for water, sanitation, solid Waste disposal, drainage situation in the planned camps! host communities. This includes preparing ToP, assembling team and arranging tools, checklist, etc as necessary.
    • To provide assessment reports with key recommendations and designs of what needs to be done in coordination with PHP national and international team leader and logistics manager.
    • To line manage and supervise PHE5 for water and sanitation under a workable and accountable management structure.
    • To prepare in close harmonization with the International PHE TL the work plan/chart for water and sanitation activities within the parameters of the approved proposal and budget and recommend any changes based on the assessment or actual situations on the ground that affects achieving objectives.
    • As necessary support the international PHE TL in recruitment, training and supervising public health engineering staff. This may involve the writing of job descriptions, work schedules, training plans and appraisals.
    • Design, estimate and B&Q of the water and sanitation activities to be undertaken in coordination with the officers, report immediately any changes required in design and cost beyond the scope of approved budget.
    • Prepare contracts for contractors , respecting tendering procedures , bid analysis and guarantee supervision and monitoring of delivered works to meet Oxfam standards (in close cooperation with Logistics)
    • Collate, prepare and submit bulk supply and purchase order and follow up with logistics and finance with the help of the International PHETL and officers.
    • To ensure that PHE team has adequate programme support (logistics, financial and institutional) to deliver planned activities and monitoring quality and impact.
    • To undertake innovation works relevant to the programme and report on the development and progress (especially on type of material/design on water, sanitation and hand washing facilities).
    • Participate in PHE team briefing/debriefing, weekly PHE/PHP joint meeting and represent in monthly programme meetings. Ensures that all meeting and briefings are productive & action oriented.
    • Prepare together with the officers and assistants the bi-weekly sitreps
    • To ensure that all work is carried out in a way that is sensitive to community needs and gender issues.
    • Ensure that all PHE staffs are aware of Oxfam's performance management systems, that objectives are set and monitored.
    • Also ensure that all PHE staffs are aware of and abide with key internal and external protocols and principles (e.g. Code of Conduct, People in Aid, Oxfam's draft sexual conduct policy).

    Support for Public Health Initiatives In Oxfam's Humanitarian response programmes:

    • Carry out rapid and ongoing assessments of the public health risks faced by communities affected by emergencies. Make recommendations for response interventions which are consistent with Oxfam's policies and guidelines.
    • Identify and assess the current resources and capacity of national teams and counterparts, humanitarian agencies and government authorities to respond to the public health needs arising from the emergency. Identify any unmet needs likely to present risks to the health of the affected population.
    • Lead and task manage a team of national public health promoters to implement and monitor appropriate health promotion interventions in emergency contexts.
    • Implement health promotion initiatives appropriate to the context. This will involve working in close collaboration with engineering colleagues to ensure that technical and social aspects of WASH programming are closely integrated and with EFSVL and Protection colleagues to maximise the potential for cohesive programming for protection crisis - under nutrition response and cholera outbreak.
    • Engage with women and men in the affected populations in the assessment, planning, implementation and monitoring of public health activities and play a key role in ensuring that communities are informed and consulted about Oxfams work and have opportunities to give their views on, and influence programme activities.
    • Contribute towards planning and proposal writing in order to provide clear objectives and establish indicators for monitoring and evaluating the programme including indicators relating to participation and gender.
    • Plan weekly and monthly activity and ensure closely communication and collaboration with support department as logistic, finance and HR.

    Programme learning and reporting:

    • Write regular reports adhering to Oxfam reporting formats at intervals to be decided by the line manager.
    • Document meeting minutes for any internal and external coordination meetings, or agreements with other stakeholders.

    Job Purpose

    • The Human Resources Manager (HRM) supports the efforts of the Country Director (CL) to determine how the workforce may be best managed and motivated, and their capabilities developed to enable the achievement of the Vision, to support growth, operating efficiency and effectiveness targets.
    • The role, in addition, supports the envisioning, conceptualization, design, development and delivery of Human Resources (HR) systems, structures, processes and policies across the entire organisation.

    Key Responsibilities and Accountabilities
    Strategic Human Resources:

    • Develops and implements the HR Country strategy and ensures alignment with the Oxfam Country Strategy.
    • Develops and maintains a comprehensive, integrated and effective Human Resource Management Framework (systems, policies, procedures and periodic plans) covering: Human Resources Policies, Staff Planning, Recruitment, Selection and Deployment, Performance and Reward Management, Learning & Development, Succession Planning and Employee Consultation; ensures all systems and policies address Imperatives and remain aligned with the country office's strategic direction.
    • Drives efforts to build a high performing team of leaders with an appreciation of country strategy, programme operations, execution excellence, performance management and people development requirements in forging the emergence of One Oxfam.
    • Confer with management to implement a workforce planning system by identifying future staffing needs, including key competencies to support the attainment of Country Office objectives,
    • Oversees staff planning and employee cost budgeting processes to ensure all resource requirements are based on periodic strategic/program plans and are justified vis-b-vis income and spend estimates.
    • Develops a well-formulated and effective succession planning framework (to include e.g. career growth opportunity identification, as well as the targeted development, mentoring, career counseling stall levels).
    • Monitors industry salary and benefit levels and movements and recommend adjustments to ensure fair and equitable rewards package that is in line with the Oxfam Reward Principles working in collaboration with the Reward Shered Service Centre.
    • Identifies, builds and manages relationships with high-value external HR Management support organisations, to share knowledge and practices that add value to Learning and Development, Employee Relations, Compensation Strategy and Culture change.
    • Nurtures the relationship with the Staff Association to ensure workplace harmony and peace, as well as effective partnership in the identification of attendant employee issues; conduct periodic office climate assessments and advise management as appropriate on appropriate solutions and achievement of high levels of employee morale, commitment and performance.
    • Monitors the national and local context and labour environment and advise on how Oxfam can remain relevant, compliant and competitive.

    HR Administration:

    • Develops and implements a comprehensive, accurate and adequate Personnel information (through a modern Human Resource Information Management System) system for employee decision-making efforts.
    • Coordinates the recruitment process for the Nigeria Office. This includes placing adverts, dealing with responses and correspondence, facilitating the short listing and interviewing process; where necessary taking part in the interviews.
    • Reviews, analyzes and checks payroll forms and reports for accuracy and makes necessary adjustments or corrections.
    • Liaises with peer agency HR networks as well as all OI HR shared services and Oxfam HR teams to share knowledge and practices that add value to the HR function and ways to strengthen team management processes.

    HR Policies and Employment Law Advisory:

    • Reviews, improves and leads on the application of HR policies and business processes for the Country Office, Inline with Oxfam and Oxfam Novib polices, so that they meet the needs of the organisation and its legal obligations. This will include but not limited to: recruitment & selection, reward management, health and safely, records and management information, diversity, employee relations and learning & development.
    • Provides advisory support to the CD and other managers on employee relations matters.

    Leadership, Coordination and Capacity Building:

    • Leads annual performance management, activities (i.e performance planning/target setting, performance monitoring and periodic appraisals); ensures employee performance results adequately reflect corporate and departmental performance levels,
    • Tracks competency levels against requirements, works with line managers to determine gaps and ensure adequate and effective training and personnel development programs are in place to provide staff with the competencies (skills, knowledge and personal attributes) required for success in their current and future planned roles.

    Organisational Climate and Change Management:

    • Coordinates periodic organisation effectiveness and culture climate surveys to obtain feedback on areas including adequacy of employees understanding and alignment with strategic direction, corporate objectives, organisational issues and risks, general staff morale, management style and the overall culture of the country office; initiates programs to address issues so identified.

    Education and Competence
    Essential:

    • First degree in the Humanities, Social Sciences, Administration etc. or other relevant field
    • Advanced University Degree (Master's degree or equivalent)) in Human Resources Management, Business Administration, Public Administration, or other relevant discipline.
    • Qualified/certified /member of a recognised HR management professional body
    • Minimum of 8 years senior HR Practitioner experience: 3 years of managerial level In Human Resources Management Systems and Processes (Organisation and Job Design; HR Policy; Concepts of Nigeria Labour Law; Staff Planning; Recruitment, Selection & Deployment; Performance Management; Career Development & Succession Planning; Change Management; Compensation Strategy and Reward Management; Emplocee Discipline; Employee Consultation; Nigerian Labour Law & Convention, Local & International Best Practices in Human Resource Management and Human Resource Information Systems Management) within a reputable and structured environment.
