    Tendering and Commercials Officer

    Job Summary

    • A Tenders and Commercials Officer in the oil and gas industry is responsible for managing the end-to-end bidding process, preparing commercial proposals, ensuring regulatory compliance, and managing contract administration.
    • Candidates typically require a blend of technical understanding, financial acumen, and high-level negotiation skills.

    Key Responsibilities

    • Bid Management: Handling RFQs (Request for Quotations), RFIs (Information), and RFPs (Proposals).
    • Commercial Evaluation: Analysing TBE (Technical Bid Evaluation) and CBE (Commercial Bid Evaluation) to structure winning bids.
    • Contract Management: Preparing Job Completion Certificates (JCC), managing project post-deliverable documents, and negotiating contract terms.
    • Vendor Management: Updating client portals and maintaining relationships with original equipment manufacturers (OEMs).

    Key Qualifications and Requirements

    • Educational Background: A Bachelor’s degree (B.Sc, B.Tech, or HND) in Engineering (Mechanical, Chemical, Petroleum, Electrical), Business Administration, Economics, or related fields.
    • Experience: A minimum of 3 to 6 years of experience in tender preparation, contract management, or procurement, specifically within the oil and gas or energy sector. Some senior roles may require 10+ years of experience.
    • Regulatory & Industry Knowledge: Strong knowledge of local content regulations (e.g., NOGIC JQS, NCDMB reporting).
    • Proficiency in using specialized procurement portals such as NIPEX, Ariba, SmartGEP, or NAPIMS.
    • Familiarity with Oil & Gas standards (ISO 9001:2015, API Q1/Q2, QHSE).

    Technical Skills:
    Expertise in Cost Modelling: TCO (Total Cost of Ownership), life-cycle costing, and price escalation indices.

    • Proficiency in Contractual Terms: Experience with Incoterms 2020, warranties, liquidated damages, and payment security.
    • Proposal Writing: Ability to develop technical and commercial proposals, reports, and presentations.
    • Soft Skills: Excellent negotiation and relationship management skills.
    • High attention to detail to ensure accuracy in bid packaging and submission.
    • Ability to work under immense pressure and meet strict deadline-driven targets.

    Business Development Officer

    Key Responsibilities

    • Building and maintaining client relationships with IOCs, E&P companies, and vendors.
    • Identifying and pursuing new business opportunities, such as new projects, partnerships, or market expansion.
    • Leading or supporting the tender and bidding process (preparing proposals, reports, and presentations).
    • Ensuring compliance with QHSE (Quality, Health, Safety, and Environment) policies and other industry regulations.

    Core Qualifications & Requirements

    • Education: Bachelor’s Degree in Business Administration, Marketing, Economics, Petroleum Management, or Engineering. A master's degree (e.g., MBA) is an advantage.
    • Experience: 3-6 years of experience in business development, sales, technical sales, client relationship management, industry-specific business development, or commercial roles within the oil and gas sector (upstream, midstream, or downstream).
    • Industry Knowledge: Deep understanding of the oil and gas industry, specifically in petroleum products, supply chain management, or engineered solutions.
    • Key Relationships: Proven network and ability to connect with key decision-makers in IOCs, National Oil Companies (NOCs), and other related stakeholders.
    • Candidates must have a strong, proven track record of securing high-value, complex B2B deals, particularly with International Oil Companies (IOCs).

    Key Skills and Competencies:

    • Business Development: Ability to identify, bid for, and close high-value partnerships, joint ventures, or tenders (RFP/RFQ/EOI).
    • Technical Acumen: Ability to understand and sell technical solutions or services within the industry.
    • Communication & Negotiation:Excellent presentation, oral, and written communication skills to negotiate complex contracts.
    • Strategic Thinking: Ability to conduct market analysis and develop strategic plans to drive business growth.
    • Proficiency: Proficiency in MS Office Suite, CRM tools, and sometimes specialized software.
