    Senior Programme Manager, ESGBV

    • The Senior Programme Manager, ESGBV is responsible for the overall management, oversight, and delivery of the Project, leading to the achievement of the following expected Impact: Nigeria’s effort in reducing Sexual and Gender-based violence (SGBV) at the federal, state and local level. The position also provides direction and ensures cohesion of the project partners on aspects of programming and compliance with EU requirements.

    Duties and Responsibilities

    • Manages and coordinates the implementation and quality assurance of all programme activities as identified in the Description of Action (DoA), ensuring compliance with EU and International IDEA policies and procedures; Accountable for a timely and efficient implementation of the programme objectives within the budgetary frames;
    • Leads, manages and provides strategic direction to the ESGBV programme; Oversees programme planning (including leading the development of project strategies, workplans, and other key project frameworks);
    • Ensures the delivery of agreed outputs and outcomes in cooperation and coordination with other areas of work within International IDEA’s programmes, as well as external partners;
    • Manages and provides advice, direction and feedback to project partners on aspects of programming, ensuring EU requirements are met;

    • Represents the ESGBV programme externally as appropriate, including development and maintenance of positive and effective relations with the Government of the Federal Republic of Nigeria, EU, other donors and other interlocutors relevant to the project;
    • Ensures effective support for the convening of steering and technical committee meetings;
    • Leads and coordinates and is responsible for ensuring the quality of the draft Terms of Reference for the peer-to-peer assistance;
    • Actively manages programme risk, and regularly updates the risk management strategy in line with organizational policies and procedures;

    Education and Experience

    • Post-graduate degree in law, human rights, international development, political science, gender/women’s studies, public policy or other related fields;
    • A minimum of twelve (12) years of relevant experience in designing and leading interventions to eliminate Violence Against Women, strengthen emergency response for survivors of Gender Based Violence, and promote gender equality and women’s economic empowerment in Africa and other developing country contexts;
    • Relevant experience in programme management and implementation, and the provision of expert advice in the field of democracy and governance is essential;
    • A minimum of seven (7) years’ management experience, including senior level positions, with direct supervision over complex, multi-functional teams; Experience with motivating and leading teams and solving problems;
    • Excellent understanding of project management, monitoring and evaluation approaches and procedures is essential;
    • Experience in planning, developing, and managing EU funded programmes, as well as familiarity with EU processes and systems;

    Human Resources Associate, ESGBV

    • The Human Resources Associate plays a critical role in supporting HROD processes of the ESGBV programme. In this role they assist in keeping the organization updated and informed of HROD processes that support and guide people management and decision making, to help create a high-performance, sustainable organization that meets its strategic and operational goals and objectives. They actively contribute to the overall smooth running of the ESGBV programme and the HROD team, working in a collaborative manner with other team members. The Human Resources Associate must have the ability to operate in compliance with organizational policies and procedures and to perform their duties under pressure and within deadlines. They actively support the creation of a culture of leadership, development and innovation and act as a professional role model for all, at all times.

    Duties And Responsibilities

    • Works closely with the HROD Officer, in guiding staff members and managers through operational milestones of the employee life cycle from recruitment and onboarding to separation;

    GBV Policy and Strategy Development Specialist, ESGBV

    • The incumbent will be responsible for managing and coordinating the successful delivery of expected outputs at both state and federal levels that will contribute to the achievement of Specific Objective 1: Strengthened, implementation enforcement and monitoring of key legal and policy frameworks on the prevention of SGBV such as the Violence Against Persons (Prohibition) Act (VAPP) Act, response to SGBV and the protection of women, men, girls and boys.

    • Provides expertise to federal and state ministries of budget, justice, women affairs and national and state houses of assembly to identify and secure sustainable funding sources for GBV/VAW prevention and response;
    • Lead the development of policies & protocols to safeguard against and respond to sexual violence and harassment within the workplace; including within the programme;
    • Ensures adherence to both EU and International IDEA policies and procedures in project implementation and reporting;

    GBV Cross-Sector Service Provision and Protection Specialist, ESGBV

    • The incumbent will be responsible for managing and coordinating the successful delivery of expected outputs at both state and federal levels that will contribute to the achievement of Specific Objective 2: Improved access to essential services (health, justice, protection and other related services) to recover from experienced violence, especially for survivors from rural communities, conflict affected communities, persons with disabilities and for victims of technology facilitated SGBV.

    • Contributes to the development of EU Support to ending SGBV in Nigeria programme strategies, workplans, monitoring and evaluation framework; Contributes to enhancing knowledge and performance of the programme;

    • Experience improving investigative, prosecutorial and judicial processes with evidence that these improvements have resulted in positive outcomes for GBV survivors;
    • A minimum of five (5) years’ management experience, including senior level positions, with direct supervision over complex substantive teams; Experience with motivating and leading teams and solving issues;

    Civil Society and Community Mobilization Specialist, ESGBV

    • The incumbent will be responsible for managing and coordinating the successful delivery of expected outputs at both state and federal levels that will contribute to the achievement of Specific Objective 3: Strengthened capacity of civil society organisations, including women’s rights organisations, social movements, community-based groups and the public, to influence and promote favourable social norms as a way of ending SGBV.

    • Leads the design, execution and impact assessment of public sensitisation initiatives and campaigns (including social media campaigns) to raise awareness about existing GBV laws, reporting channels and mechanisms; including those which address TF-SGBV and expand the availability of GBV response mechanisms that are tailored to the needs of men, boys, persons with disabilities and survivors in rural, hard to reach and conflict affected areas;
    • Provides strategic direction, technical advice, and sustainable innovative approaches for engaging young people in the fight against GBV, especially utilizing social media;

    State Project Coordinator, ESGBV

    • The State Project Coordinator is responsible for the management and delivery of the project, coordination of the state project team and representing the project at an institutional level, with the state Government and with other key stakeholders.

    Duties And Responsibilities

    • Oversees at state level, the planning, implementation, and monitoring of the EU Support to End Sexual and Gender-Based Violence (ESGBV) Programme;
    • Represents the ESGBV programme at state level; Ensures effective support for the convening of State Project Steering Group meetings;
    • Develops and maintains positive and effective relations with the state government and other relevant donors and interlocutors; Promotes dialogue and consensus building at the highest levels and provides and facilitates expert advice to partners;
    • Plans, facilitates, participates in, and presents at coordination meetings, seminars, workshops, and conferences;
    • Manages and directs the work and team to deliver efficiently on all agreed project outputs and outcomes, within agreed timeframes and budget, and in accordance with approved procedures and processes; Establishes and nurtures a working environment that is conducive to delivering results, fostering a spirit of collaboration, strong work ethic and team cohesion;
    • Closely monitors project performance and prepares and provides periodic reviews and reports in a timely and effective manner, including impact, quarterly and annual reports, and such other reports that may be required for internal and external evaluations to be carried out;
    • Supports the design and implementation of the Monitoring and Evaluation (M&E) framework in accordance with the Monitoring and Evaluation plan outlined in the Programme Design document, responding to both EU needs, and aligned with International IDEA’s M&E results framework;
    • Communicates, represents, and ensures the visibility of the project is in line with the Communication and Visibility Plan; Ensures communication and cooperation with the other Project Managers, the Monitoring and Evaluation team and the Communications team;
    • Provides timely and insightful reports on the political and security situation at state level;
    • Is responsible for state level project risk management and actively manages risk, in line with organizational policies and procedures;
    • Ensures adherence to both EU and International IDEA policies and procedures in both project implementation and reporting;
    • Carries out other duties and responsibilities as related to the post, that may be assigned from time to time.

    Education And Experience

    • Post-graduate qualification in social science, international law, international development, human rights, psychology, gender studies, or other relevant discipline;
    • A minimum of seven years (7) years of relevant experience implementing projects working on gender/GBV programming and/or working with GBV survivors and the provision of relevant expert advice in Nigeria;
    • Experience working on gender issues and women’s human rights in development or similar sectors, with a focus on protection and gender equality in Nigeria, preferably in Benue State;
    • A minimum of three (3) years’ management experience, Experience with motivating and leading teams and solving issues;
    • Excellent understanding of project management, monitoring and evaluation approaches and procedures is essential;
