    Programme Coordinator (SEWA) (ARBE)

    Purpose of Job

    • The African Union Commission (AUC) has secured funding from the European Union for the implementation of the Space for Early Warning in Africa (SEWA) project.
    • The main objective of SEWA is to enhance the capacity of AU Member States to produce and deliver space-based services and applications, data and information, for early warning systems related to hazardous weather or climate events.
    • The AUC is responsible for the overall continental coordination of the project, which has five outputs: 
      • Improved access to, processing, applicability and use of Earth Observation (EO) data, with a focus on meteorological data, and Numerical Weather Prediction (NWP) products and services for Early Warning; 
      • Established and operated African Meteorological Satellite Application Facility (AMSAF), including possible support for forecasting capabilities at different temporal and spatial scales; 
      • Co-designed and delivered Impact-Based Forecast services, products and tools; 
      • Enhanced coordination with institutional framework for hazardous weather and climate Early Warning and shared knowledge across regions; and 
      • Strengthened human capacities, knowledge and community shaping across the Early Warning value chain with a focus on space-based data and technologies. To implement the SEWE project, AUC seeks to recruit a project coordinator to manage the initiative on the continent.

    Main Functions

    • Under the line supervision of Head, the Programme Coordinator heads the team and ensures overall management of the programme.
    • The officer has the major duty to oversee day-to-day management, coordination, and implementation of the programme ensuring linkage to AU policies and strategies in meteorology, disaster risk reduction, early warning.
    • The coordinator is expected to supervises staff under the programme and strengthen partnerships with partners.
    • As the programme focal person, the coordinator leads preparation of reports for the monitoring and evaluation of the action’s activities; updates and develops information notes for AU policy and decision-making organs; makes sure that all efforts are executed in accordance with expected outputs and aligned with the relevant policies, rules and commitments of the AU while ensuring harmony with Regional Economic Communities (RECs) policies and strategies; maintains collaboration with other stakeholders including Regional Climate Centres (RCCs), National Meteorological and Hydrological Services (NMHSs), Disaster Risk Reduction (DRR) community, early warning partners, relevant EC offices (i.e. DG-INTPA, EU Delegation to the AU, Copernicus, JRC, ECMWF, etc.), EUMETSAT and programme leaders in RCCs.

    Specific Responsibilities

    • Ensure day-to-day management and implementation of the Space for early Warning in Africa (SEWA) project
    • Ensure coordination of the implementation of actions in the framework of SEWA project including the preparation of project updates, policy briefs and management of the project, annual workplans, budgets and reports (both financial and narrative), 
    • Ensure the organization of SEWA project governance meetings (Steering committees, preparation of project documents)
    • Facilitate establishment and implementation of governance arrangements of the African Meteorological Satellite and Application Facility (AMSAF)
    • Coordinate with SEWA implementing partners (ECMWF, EUMETSAT, AfSA) and ensure complementarity and synergy of actions
    • Support the establishment and implementation of high-level platforms to promote and strengthen weather and climate policy such as high-level policy dialogues on weather, climate and early warnings
    • Maintain sound working relations with other SEWA implementing entities
    • Promote synergy building and complementarity with related initiatives including ClimSA, DRR, AMHEWAS, GMES&Africa, etc.
    • Support the use of Earth Observation (EO) data and application, and development of products and services for Early Warning in Member States. 
    • Support training of Member states experts and knowledge sharing across the Early Warning value chain, space-based data technologies and applications and tools.
    • Strengthen of co-designing and co-production of impact-based services and products at continental, regional and national levels;
    • Support the implementation of the Integrated African Strategy on Meteorology (Weather, Water and Climate Services)
    • Coordinate the development , validation, adoption and implementation of the data sharing policy for improving climate information and early warning;
    • Ensure Coordination of activities with RECs, RCCs, AU Member States and partners in the framework of the SEWA project
    • Coordinate the project actions on capacity building of Member Stat
    • Support the Directorate in resource mobilization and partnership for sustainability of achievements of SEWA and ClimSA projects
    • Perform any other related duties assigned by the Programme Coordinator.

    Academic Requirements and Relevant Experience
    Candidates must have :

    • A Master’s degree in Climate sciences, Meteorological Sciences, Environmental Science, Atmospheric Physics, Disaster Risk Management or other related fields and seven (7) years of progressively relevant work experience at expert level, in the areas of environmental management, weather and climate services, meteorology , or Disaster Risk Management involving multi-stakeholders such as Regional Economic Communities, Regional Climate Centres, Member States, National Meteorological and Hydrological Services (NMHSs), and Development Partners.
      OR
    • Bachelor’s Degree in the above fields with ten (10) years progressively relevant work experience stated above.
    • At least three (3) years out of total years of experience must be at a supervisory level.
    • Proven experience and extensive engagement with knowledge on the roles of RECs, RCCs, NMHSs in the relevant sector.
    • Additional experiencing in managing a project would be an asset. 
    • Experience in coordinating/liasing with the project implementing partners (ECMWF, EUMETSAT, JRC, Regional Climate Centers (RCCs) and NMHSs;
    • Good knowledge of the space data for meteorological and climate applications at the level of the sub-region, countries, impacts, and forecasts of risks and disasters linked to climates;
    • Substantial experience tracking, monitoring, and evaluating progress in implementing early warning systems initiatives across the continent.

    Remuneration

    Policy Officer - Early Warning / DRR Expert (SEWA)(ARBE)

    Purpose of Job

    Main Functions

    • The Policy Officer (Early Warning/DRR Expert), working closely with the Meteorology Expert, will provide expertise in early warning, make technical follow-ups with the DRR and early warning stakeholders, and ensure smooth execution of early warning technical work.
    • The officer will also support training activities to enhance capacities in the development and use of early warning products.
    • S/he will foster networks with the academia, and research and training institutions including, DRR and early warning communities.
    • The officer will promote synergy building with the meteorological communities and other sectors that utilize early warnings.

    Specific Responsibilities

    •  Support the implementation SEWA-related activities, including preparing and developing reports, budgets, and project work plans 
    • Actively contribute to the development of regional strategies, policies, programs, and plans to strengthen SEWA systems
    • Provide technical and administrative support to the Programme Coordinator in all SEWA-related activities
    • Work closely with Member States and partners to facilitate strengthening of new/existing DRR/EW-related User Interface Platforms (UIPs) in the regions and their use for co-design, co-production, evaluation and feedback from all stakeholders, and to refine and improve impact-based forecasting services and tools
    • Support development and access to customized anticipatory action triggers, mapping of key hazards and the production of risk maps at regional and nations levels
    • Facilitate networking and foster peer-to-peer experience sharing among SEWA countries and regions, encouraging knowledge exchange and collaboration
    • Provide support to the establishment and implementation of the governance arrangements of AMSAF
    • Offer technical support in the development of resource mobilization strategies, ensuring alignment with regional stakeholders. 
    • Support the organization of the biennial African fora for the project’s life-span
    • Ensure coordination with the AMHEWAS programme and with international relevant bodies related to EO data needs and decision-making processes for Early Warning
    • Facilitate collaboration between weather and climate agencies, research institutions, and technology companies to innovate and improve IBF capabilities and warning tools
    • Liaise with WMO Regional Training Centres on the delivery of tailored trainings to experts from RCCs and Member States
    • Perform any other related duties assigned by supervisor.

    Academic Requirements and Relevant Experience

    •  Candidates must have a minimum of a master’s degree in environmental studies, Sustainable Development, Geography, Meteorology, Climatology, or related field and minimum of two (2) years relevant work experience in multi-hazard early warning systems, anticipatory action, impact-based forecasting and issues in Africa including in early warning

    OR

    • A bachelor’s degree in environmental studies, Sustainable Development, Geography, Meteorology, Climatology, or related field and minimum of five (5) years  in multi-hazard early warning systems, anticipatory action, impact-based forecasting and issues in Africa including in early warning 
    • Experience in environmental and natural resources management, climate change adaptation and mitigation, meteorology involving multi-stakeholders such as Regional Economic Communities, Member States and Development Partners.
    • Experience in projects delivering environmental and climate services or remoting sensing and GIS will have an added advantage.
    • Experience in environmental and climate monitoring projects, use of GIS in support of sustainable development.
    • Technical expertise and experience in supporting multi-hazard early warning programmes with special emphasis on strengthening spatial technologies and earth observation (EO)

    Finance Director (AfCDC)

    Purpose of Job

    • The Director of Finance will provide strategic direction and leadership in managing the operations of the Finance Directorate in order to achieve the Africa CDC strategic objectives and goals.
    • She / he will work with Africa CDC executive team to build and deliver financial policies and strategies that improve the organization’s financial status.
    • She / he will oversee all the financial operations within each Division/Unit to ensure they’re spending within the budget and following the financial policies laid out by the AUC. 
    • The Director of Finance will also analyze the financial performance of Africa CDC and build reports for the executive team to review and provide feedback. She / he will also research and review Africa CDC’s financial statistics to make forecasts and projections that help to build more comprehensive budgets.
    • She / he will develop strategies to assess, manage and minimize any potential financial risks.

    Main Functions

    • The main duties will include, but not limited to establishing targets, developing budgets, and performing financial analysis.
      The ultimate goal is to guide Africa CDC towards success. 

    • Develops and executes the overall strategy for the directorate and ensures alignment with overall organizational strategy
    • Manages and supervises employees within the directorate, ensures the timely delivery of the directorate’s goals and effective staff performance evaluation
    • Drives the implementation and monitoring of policies, strategies and programs to contribute to the effective implementation of relevant AU Policy Organs Decisions

    • Advises the Director General on policy and strategy matters and ensures alignment of Africa CDC’s application of financial policy, programming guidelines, accounting system, budgeting guidelines and assets safeguard systems with that of the African Union in  general.
    • Provides technical guidance and ensures efficient functioning of supervised Divisions;
      • Builds and maintains good working relations with other Departments/Directorates/Office within Africa CDC and beyond at African Union level.
      • Develops and maintains regular working relations with appropriate agencies of Member States and partners and ensures timely collection of contributions from Member States.
      • Performs any other relevant duties as may be assigned by the supervisor.

    Academic Requirements and Relevant Experience

    • Master's Degree in Accounting, Finance, Business Management with at least fifteen (15) years of experience, out of which eight (8) years should be at managerial level, and five (5) in direct supervisory role.
    • Additional  education and experience in public health administration, or related programme management and operations area will be an added advantage.
    • Membership or an internationally recognized professional accounting body (CA, CPA, ACCA, CIMA, Expert Comptable) is mandatory.
    • Relevant specialist professional qualifications are an added advantage.
    • Experience in leading financial operations, planning and analysis for various organizations. 
    • Proven experience in managing budgets, forecasts, audits, compliance and risk management activities. 
    • Experience in implementing strategic initiatives to improve financial performance, optimize resources and enhance stakeholder value. Experience in providing technical support. 

    Required skills and competencies: 

    • In-depth knowledge of accounting software, corporate principals, and financial analysis.

    • S/he will foster networks with the academia, and research and training institutions including, meteorological, DRR and early warning communities.
    • The officer will also track and encouraging synergies with other relevant trainings proposed by other initiatives and organizations including RCCs, Copernicus, ECMWF, EUMETSAT, JRC, WMO, etc.

    Specific Responsibilities
    The policy officer in Meteorology will have the following responsibilities:

    • Provide direct technical support to the SEWA Project Coordinator in advancing the implementation of the SEWA Programme including the preparation of relevant background technical documentations including presentations for the project related events and meetings, work plans, briefs, etc.;
    • Support the Coordinator in liaising and working with SEWA technical implementing partners (EUMETSAT, ECMWF), Regional Climate Centres (RCCs), national Meteorological and Hydrological Services (NMHSs) and other relevant stakeholders on the implementation of technical aspects of the SEWA project
    • Plan, implement and support climate services development, data and infrastructure, organization of continental meetings, cross-fertilization, climate services peer review activities, etc.
    • Ensure the continuous functioning of sectoral User Interface Platforms (UIPs) and achievements under previous initiatives such as ClimSA;
    • Provide technical support to AU member states in facilitating capacity building in the framework of the SEWA project
    • Provide technical support to the implementation of the Integrated African Strategy on Meteorology (Weather, Water and Climate Services)
    • Provide technical support to the Project coordinator for the establishment and operationalization of the governance of the African Meteorological Satellite Application Facility (AMSAF)
    • Provide technical support for organization of High-level policy dialogues for climate and weather information and for strengthening strategic and institutional engagements;
    • Plan and execute activities such as technical expert meetings and support organization of Program Advisory/Steering Committee meetings, the biennial African fora, international and African continental fora, AMSAF and AMCOMET meetings, and other relevant events on climate change, meteorology and environment;
    • Support the development and operationalization of meteorological/climate data sharing policy at continental level;
    • Co-design training plans, co-organise trainings and capacity building events for practitioners (through a gender balanced approach) in the entire space-based early warning value chain (from access to space data to delivery of impact-based forecasts);
    • Prepare reports on technical actions in collaboration with the project coordinator and M&E Officer;
    • Co-design of Impact Based (IBF) and warning tools for hydroclimatic hazards, as part of the Africa Multi-Hazard Early Warning and Early Action System (AMHEWAS) in line with relevant user community needs
    • Support efforts in resource mobilization for sustainability of achievements of the SEWA projects;
    • Perform any other related duties assigned by supervisor.

    Academic Requirements and Relevant Experience

    • Candidates must have a Master’s degree in meteorology, climatology, climate science or related field and a minimum of two (2) years of relevant experience in one or more of the following areas: weather and climate services, utilization of space data for meteorological and climate applications at the level of the sub-region, countries, impacts, and forecasting of risks and disasters linked to climates;

    Administrative Assistant

    Purpose of Job

    • The African Union Commission (AUC) has secured funding from the European Union for the implementation of the Space for Early Warning in Africa (SEWA) project under the AU-EU Space Partnership Programme.
    • The main objective of SEWA is to enhance the capacity to produce and deliver space-based services and applications, data and information, for early warning systems related to hazardous weather or climate events.

    The AUC is responsible for the overall continental coordination of the project, which has five outputs: 

    • Improved access to, processing, applicability and use of Earth Observation (EO) data, with a focus on meteorological data, and Numerical Weather Prediction (NWP) products and services for Early Warning; 
    • Established and operated African Meteorological Satellite Application Facility (AMSAF), including possible support for forecasting capabilities at different ranges; 
    • Co-designed and delivered Impact-Based Forecast services and tools; 
    • Enhanced coordination with institutional framework for hazardous weather and climate Early Warning and shared knowledge across regions; and 
    • Strengthened human capacities, knowledge and community shaping across the Early Warning value chain with a focus on space-based data and technologies.

    Main Functions

    • The Programme / Administrative Assistant is responsible for assisting in the delivery of programme activities including technical and administrative aspects of the programme including logistics, filings, etc.
    • The officer will have the overall responsibility of assisting the programme on the planning and execution of all administrative tasks.
    • S/he will make necessary follow-up on administrative matters involving various AU Departments and Directorates, and other offices.

    Specific Responsibilities

    • Provide direct technical support to the implementation of the SEWA programme
    • Assist other program officers and participants on general programmatic, administrative and logistical matters and provide administrative support as required;
    • Provide monitoring support to overall program implementation including the program budget and provide relevant information to officers in charge of budget execution;
    • Prepare correspondence, special reports, evaluation and justifications as required for general programme implementation.
    • Prepare meetings and follow-up of related decisions for programme implementation
    • Maintain policy, confidential and management records;
    • Prepare and participate in project meetings and report and/or take notes of such meetings;
    • Perform logistical activities of international meetings (SEWA Forums, workshops, missions, etc.) and appointments
    • Prepare and maintain an up-to-date filing system of the project documents maintaining good filing of all project mails, documentation and reports;
    • Handle incoming and outgoing mails and keep a register of incoming and outgoing correspondence and documents;
    • Maintain a comprehensive overview of the work of the SEWA programme Team to ensure that timely administrative and technical support is provided for effective program delivery.
    • Provide direct organizational and coordinated support to the programme’s related events and meetings.
    • Coordinate and/or prepare relevant background documentations for SEWA related events and meetings.
    • Perform any other related duties assigned by supervisors.

    Academic Requirements and Relevant Experience
    The incumbent should have a:

    • Diploma in Secretarial/Business Management, Business Administration or any related field from a recognized educational institution with three (3) years of relevant experience in providing programmatic, administrative and logistical support in the implementation of partner funded programmes.
    • Candidates who are holders of Bachelor’s degree in Secretarial/ Business Management, Business Administration or any related field from a recognized educational institution are required to have two (2) years of relevant work experience in administrative and/or secretarial work as noted above
    • Experience in Office Management is mandatory.
    • A qualification in project management or environmental studies would be an added advantage.
    • Experience in project management involving multi-stakeholders such as RECs, Member States, RCCs, and Development Partners is advantageous
    • Administrative support experience in the fields of meteorology, climate change, environment and natural resources is advantageous
    • Work experience in SAP software system is an added advantage 
    • Experience within the African Union Commission, United Nations and other international organizations involving diplomatic engagements, and familiarity to the working environment will be an added advantage
