    Modelling Expert

    Job Profile
    The Executive Secretariat of the LCBC is currently searching for a Modeller, The responsibilities of the position include but not limited to:

    • Develop, maintain and manage LCBC water resources and environmental planning model. – Utilize the model to solve problems out of personal initiative in daily functions and according to request of LCBC stakeholders, and the Focal structures.
    • Prepare tehcnical notes and technical briefs to be communicated to and inform LCBC Member States and partners with the aim of enhancing the use of the model outputs for decision making ;
    • Improve the model by incorporating the state of knowledge of groundwater and its relationships with surface water by linking WEAP model to a groundwater model
    • Strengthen LCBC Regional Data Base (lake Chad Information System or LIS) through effective use of data in the LIS and identification of its weaknesses and data gaps for effective generation of useful information for decision making ;
    • Facilitate modeling of the functioning of the floodplains and ecosystems within the Lake Chad Basin;
    • Integrate a rainfall-ETP-runoff model directly into WEAP, allowing for inclusion of developed climate change scenarios (such as land cover change); – Link the WEAP model with a model of water quality (such as QUAL2K)
    • Update the model based on the improvement of water resource knowledge (surface water, groundwater, quantity / quality) in the Lake Chad basin, especially in sparsely monitored areas (new in situ measurements and studies)
    • Update the model following the updating of the water management regulation, in particular concerning the management of control structures, but also on the future application of the Water Charter.
    • Develop an economic interface using the economic modeling component of WEAP.
    • Work as a team with other Experts of the LCBC and meeting their modeling needs.
    • Modeling different water management scenarios as appropriate arising from the various projects of the Member States according to LCBC procedures (including the notification procedure, the applications for water withdrawal, water management projects likely to create transboundary impacts).
    • Contribute to the discussions on the optimization of water resources measurement and monitoring networks in the Lake Chad Basin.
    • Contribute to preparartion of Annual monitoring Report of the Lake Chad Basin through preparing modelling outputs, which will be presented to experts of the LCBC, Member States and partners.
    • Participate in or represent the LCBC in internal and external functions related to the use or development of the model.

    Qualifications & Experiences

    • Master's Degree or Bachelor's Degree in Hydrology or Water Resources Engineering
    • At least 10 years Professional experience in water resources or environmental management and / or development planning;
    • At least one experience in development and use of a hydrologic model.
    • Experience of work on Integrated Water Resources Management (IWRM) Planning in a member state of LCBC and/or in a River Basin Organization.
    • At least 2 years experience in hydrological modelling, with ability to work with or use the WEAP Model considered an advantage.
    • Experienced in working in multidisciplinary and multicultural teams is required
    • At least 2 years’ experience in operational hydrology at national or regional level, preferably in an LCBC member state;
    • Experience acquired in preparing and publishing professional or scientific articles or briefs is required;
    • At least two experiences of working with financial and technical partners like AfDB, World Bank, German Cooperation, UN Agencies, Institutions from the private and or NGO sectors is required.
    • Age limit: At most 45 years old on 1st January 2023.

    Language:

    • Fluency in English and/or French. Fluency in both languages will an advantage

    Computer Skills:

    • Must be computer literate with capacity to use MS Office and GIS tools and software.

    Head of Division, Natural Resources Management

    Job Profile
    The responsibilities for the position include but not limited to:

    • Align the needs for projects with LCBC objectives in terms of expected output to ensure achievement of this objective. This responsibility entails among other actions:
    • Ensure that Experts within the Division collect and analyse information, assess ecosystem status and, together with the Observatory Division, prepare information and awareness summaries;
    • Ensure interaction between the experts within the Division to develop comprehensive multidisciplinary approaches to the Division’s work;
    • Deliver developed trans-boundary water management plans (consistent with the expectations of good practice in IWRM) for approval by LCBC Council of
    • Ministers, and provide linkages between national and the trans-boundary plans (a key function of the LCBC) as well as provide a link to the objectives of the SAP;
    • Support the collection and analysis of key socio-economic data to facilitate the preparation of the IWRM plans (through developing potential scenarios on population, climate, industry, fisheries, agriculture and regional development).
    • Close linkages with the Observatory Division are essential to share information on water related pressures and impacts;
    • Coordinate the implementation of the LCBC Water Charter in liaison with the Basin Observatory Division and the Legal Adviser
    • Ensure an essential close co-operation with the Lake Chad Basin Member States on the management of transboundary natural resources;
    • Provide secretarial assistance to Transboundary Working Groups relevant to the Division;
    • Provide leadership and guidance for following functions reporting to the position:
      • IWRM Planning and Strategy
      • Socio-economic data and trends;

    Qualifications & Experience

    • Master's Degree in Water related Engineering, Water Resources Management, Environment Planning, Natural Resources management Information and Information Systems Management, and other related fields ;
    • At least 15 years’ experience in one of the fields of Natural Resources Management within the division’s scope of responsibility: Water resources, Ecology, Fisheries, Agriculture, environment and climate change etc.
    • Experienced in working in multidisciplinary and multicultural teams
    • Good personal organisation with ability to prioritise effectively and adjust to rapidly changing situations
    • At least 10 years’ experience in development work obtained mainly at national, international or regional level. At least five years at regional or international level.
    • At least 5 years’ experience in a supervisory and managerial position in a similar context ;
    • Experience acquired in supervising or working with institutions from the private / public sector or NGO / CSO, preferably in a multicultural setting, would be an advantage ;
    • Good knowledge of methodologies for Monitoring of Watersheds, Wetlands and ecosystems ;
    • Knowledge of data capture systems and how to utilize them for measurement and decision making;
    • Working knowledge of current developments in watershed management, including one or more of the following: hydrometeorological value chain, nature based solutions, vegetation and soil monitoring etc
    • Good knowledge of development planning processes, and development planning processes within river basin organisations ;
    • Understanding of international and regional funding and technical facilitation organizations, and preferably experience in preparing proposals for funding -
    • Experience or demonstrated skills in program and project management will be an added advantage.
    • Computer literacy in current MS Office programmes and special task related software (GIS, Data analysis etc.) is a prerequisite; and
    • Good communication skills as well as experienced working in multicultural team.

    • Ensure compliance of financial management in the Commission with financial rules and regulations, policies.
    • Assist the Financial Controller in the Commission’s internal audit;
    • Support the review of operational practices, financial management process and risk management within the Lake Chad Basin Commission (LCBC);
    • Perform audit inspections within LCBC Member States, as assigned by the FC during his inspections;
    • Participate in compiling and implementing the Annual Internal Audit Plan;
    • Report to the Financial Controller on all audit missions carried out;
    • Assist the Financial Controller in auditing annual activities;
    • Perform any other tasks that the Financial Controller may assign.

    Qualifications & Expériences

    • University Degree in Accounting and / or Auditing;
    • At least 5 years of professional experience in internal and external audit;
    • Excellent management and communication skills;
    • Experience working in a multidisciplinary environment and with a multicultural team.
    • Excellent command of usual PC tools (MS-Office, MSAccess, Communication tools) – Excellent command of at least one large professional Accounting system required (knowledge of TOMPRO and TOMPAIE desirable).

    Protocol & Public Relations Officer

    Job Profile
    The responsibilities of the position include particularly (but are not limited to):

    • Assisting the Executive Secretary as the Protocol and Public Relations Officer;
    • Coordinating travels of the Executive Secretary and other guests in accordance with their relevant agenda;
    • Serving as the focal point for senior officials and advisory entities of the Lake Chad Basin;
    • Developing an administrative manual on diplomatic procedures for the Lake Chad Basin Commission;
    • Drafting invitation;
    • Coordinating audiences between LCB partners and the Executive Secretary;
    • Ensuring and promoting effective communication between the Commission and these bodies at the political level, in close cooperation with relevant technical departments;
    • Implementing diplomatic privileges and immunities in favour of the Commission;
    • Managing the driver and vehicle allocated for protocol activities and reporting to the Secretariat;
    • Managing all aspects relating to diplomatic passports for LCBC staff;
    • Facilitating visas and passport registration for visitors on a mission to LCBC;
    • Facilitating staff travels and missions.

    Qualifications & Experience

    • Master's Degree or Bachelor's Degree in International Relations, Political Science, Communication, History or any other equivalent Degree;
    • At least 5 years of professional experience in Protocol and Public Relations;
    • Proven practical experience in public relations
    • Proven experience in communication and hosting diplomatic dignitaries desired;
    • Strong ties with embassies and consulates are an asset;
    • Experience in event planning;
    • Experience in the private and public sectors or an NGO, preferably in a multicultural setting, would be an advantage.

    Rural Development Expert

    Job Profile
    The Executive Secretariat of LCBC is seeking to recruit a Rural Development Expert. The responsibilities of the positions are among others:

    • Support the Technical Department and other Divisions within the Department on the implementation of the Strategic Action Program (SAP) and the Regional Stabilisation Strategy (RSS) for the Lake Chad Basin;
    • Contribute to identifying methods and practices required to turn rural regions into agriculturally productive areas thereby improving the health and nutrition of the rural communities in the Basin;
    • Prepare Technical Notes on the dissemination of the methods and practices identified and support capacity building of stakeholders to ensure its implementation;
    • Lead the preparation (together with Experts on Socioeconomics, Fisheries and Aquaculture and Agropastoralism) of annual report on the Basin’s food security and make recommendations for decision making;
    • Collaborate with other Experts to formulate and/or propose amendment/harmonisation of policies to ensure integrated rural development in the Lake Chad Basin focusing on institutional aspect of the Member States;
    • Participate in preparing terms of reference and tender documents for goods and services ;
    • Ensure the monitoring and control of works carried out by service providers (compliance with norms, standards and specifications);
    • Perform other duties, as assigned by LCBC.

    Educational Qualification and Competencies

    • Master's Degree in Rural Development Engineering, Agricultural Engineering and any other related field of studies.
    • Minimum of ten (10) years of relevant professional experience in the field of rural development, in particular: Rural Roads, Hydro-agricultural Infrastructures and Rural Development Planning and Technologies;
    • Proven experience in designing and supervising the construction of rural infrastructure projects and investments (fish-ponds, small scale irrigation, rural water supply schemes, agroforestry, etc.);
    • Working knowledge of the participatory and community development approach;
    • Good working knowledge of computer especially the MS Office suite of tools.
    • Good knowledge of project management and of the Lake Chad Basin would be desirable.
    • Experience in the field of environmental protection and preservation would be a great asset.

    Finance and Accounts Expert

    Job Profile
    The Executive Secretariat of the LCBC is currently searching for a Finance and Accounts Expert. The responsibilities include but not limited:

    • Ensure compliance of financial management in the Commission with financial rules and regulations, policies.
    • Ensure provision of timely, accurate, and consistent and integrated financial data and analysis for decision-making aimed at enhancing financial control and reducing opportunities for discretion in the use of donor funds.
    • Consistent analysis, forecasting and planning of all Commission financial resources (management and development projects), budget preparation and budget implementation processes, ensure consistency of planning mechanisms and formats with LCBC corporate systems and procedures;
    • Adequate expenditure analysis, tracking and recording of expenditures as well as accurate documentation of financial information.
    • Oversees timely reporting on all funds ensuring that correct procedures and formats are adhered to.
    • Oversees recording and reconciliation processes ensuring that appropriate actions and tools are applied;
    • Organization of Commissions accounting and disbursements, treasury and revenue management functions and recording processes ensuring that accounts payable and accounts receivable functions are correctly implemented in the Commission;
    • Oversee timely and accurate financial reporting on all financial resources, including ensuring that systems are in place for adequate management of costsharing income and preparation of reports to donors;
    • Plan as well as oversee implementation of cost-saving and cost-recovery strategies.
    • Monitor and assess the internal and external environment for financial risks, plan and implement financial risk mitigation measures in the Commission.
    • Take action to adjust activities and measures
    • Design and oversee implementation of internal controls mechanisms and other internal control roles (such as the bank signatory panel) are adequately assigned and implemented.
    • Ensure that proper capacities and systems are in place throughout the Commission and projects for effective internal financial controls.
    • Promote the continuous improvement of the financial controls;
    • Ensure that TOMPRO financial mechanisms are implemented in line with the LCBC policies and guidelines.
    • Oversee LCBC financial audit processes.
    • Ensure adequate coordination and follow-up to financial audits in the Commission ; End-of-year financial closure processes;
    • Plan, implement and oversee financial control activities carried out by the Office of Financial Management and Financial Oversight.
    • Ensure that a complete audit trail is in place to facilitate audits. Leadership & Guidance
    • Provide leadership and guidance for following functions reporting to the position:
      • Accounts Officer
      • Budget Officer.

    Qualifications & ExpEriences

    • Master's or Bachelor's Degree in Finance, Accounting, Business or Administration or related field is required.
    • Professional membership or certification highly desirable
    • At least 10 years of relevant experience in all aspects of financial management (financial planning, budgeting, funding, accounting, financial analysis, reporting, internal control) in international organizations or in the private sector
    • Proven capability in all above-mentioned fields
    • Excellent command of usual PC tools (MS-Office, MSAccess, Communication tools)
    • Excellent command of at least one large professional Accounting system required (knowledge of TOMPRO and TOMPAIE desirable).
