    Medical Activity Manager (MAM)

    Main Duties and Responsibilities

    • The Medical Activity Manager (MAM) oversees the development, implementation, monitoring, and evaluation of the medical project activities in Anambra State in line with MSF values, standards, and guidelines.
    • The medical project focus on two key areas: Sexual Violence (SV) to create timely access to quality and comprehensive medical and psychosocial care for survivors; and emergency preparedness to strengthen the capacity to respond to floods, disease outbreaks, and other natural hazards as identified in the risks assessment.
    • Assessing, coordinating, and supervising the proper functioning of the medical activities according to MSF protocols, standards, guidelines, and procedures.
    • Supervising and ensuring that medical activities objectives under his/her responsibility are achieved, reporting to the technical referent any problem arising.
    • Ensuring an efficient pharmacy management and monitoring rational use. In coordination with the project biomedical component supervising the appropriate use of medical devices and anticipating future needs.
    • Supporting the preparation of the medical orders needed to implement the medical activities under his/her responsibility, and identifying and reporting to the line manager, non-medical support needs (material, infrastructure, transport, etc.)
    • Participating in the definition of annual planning and budget for the project and its follow up.
    • Checking all administrative procedures related to patients’ follow-up (individual card filling, registers, discharge, transfers ...) are carried out correctly and according to MSF procedures.
    • Coordinating and monitoring the daily working plan of the team under his/her responsibility (absent personnel, vacations, tracking leaves ...). Participating in shifts and replacing a medical doctor, if deemed necessary.
    • Planning and supervising, in close coordination with the HR department, the associated processes (recruitment, training, performance evaluation, development and internal communication) of the staff under his/her responsibility to improve staff capabilities and to ensure both the sizing and the amount of knowledge required.
    • Participating in the monthly reports according to guidelines (i.e. SitReps, medical reports, etc.).

    MSF Section/Context Specific Accountabilities
    Medical Technical Support:

    • Supporting the Project Medical Coordinator (PMC) in all medical components of the project, providing medical technical guidance, clinical expertise, and medical decision-making support.
    • Acting as a key medical counterpart to ensure that medical project strategies, protocols, and referral pathways are clinically sound, aligned with MSF standards, and compliant with national policies.
    • Ensuring the coherent implementation of medical activities and contributing to medical operational planning, monitoring, and evaluation.
    • Ensuring strong medical oversight, quality assurance, and continuity of clinical, preventive and promotional health activities.
    • Promoting best practices in clinical care, including Infection Prevention and Control (IPC) measures, to ensure patient and staff safety and high-quality service delivery.

    Medical Activities Management:

    • Ensuring that all the medical activities are guided by the patient-centred principles of respect, privacy, confidentiality, informed consent, and non-discrimination.
    • Ensuring accurate compilation, analysis, and interpretation of medical and relevant health data
    • Ensuring that relevant data are captured using the MSF Health Management Information System (HMIS) and the SV data tool, securely stored with guaranteed confidentiality, and systematically analyzed.

    Clinical Processes:

    • Ensuring that all the project components, including integrated support services for survivors, are well understood and integrated, aligned with the objective of reducing mortality and suffering, and implemented in accordance with MSF principles, guidelines and protocols while considering relevant national policies.
    • Ensuring that all administrative and safe procedures related to patient follow-up (cards, registers, discharges, transfers, etc.) are properly implemented.
    • Ensuring strong medical oversight, quality assurance, and continuity of clinical, preventive and health promotion activities.

    EPREP & Surveillance:

    • In collaboration with country medical coordination and Project team, coordinating assessment and ensuring monitoring and surveillance activities related to emergency preparedness (EP-REP) within the project.
    • Actively contributing to risk assessments, early warning mechanisms and response plans.
    • Ensuring appropriate data collection for all main EP-REP operations, as per MSF tools.

    Networking & Mapping:

    • Engaging and collaborating with health authorities, other State Ministries/stakeholders, as relevant, focusing on the technical aspects of the project to ensure alignment and coherence with the project priorities and prevent duplication.
    • Participating in Health Sector Working Groups or any other working groups relevant to the project
    • Maintaining and updating the medical networking database with support from the Project Coordinator
    • Contributing to networking and mapping of SV support services with a priority on:
      • Awka Metropolis
      • Awka LGAs
      • Other LGAs in Anambra State subject to the project’s evolution (EP-REP)
      • Northern LGAs of Imo State as relevant (EP-REP)
    • Continue the systematic identification of health needs, service gaps and relevant actors.

    Staff Health:

    • Acting as the Staff Health Responsible for the project, ensuring implementation and monitoring of MSF staff-health policies.
    • Ensuring appropriate use of the contracted private health insurance and the quality of referrals and follow-up.
    • Updating and maintaining the staff health risk analysis.
    • Implementing mitigation and preventive measures, including those linked to Lassa fever and other context-specific risks.
    • Ensuring confidentiality and proper documentation of staff health files.

    Reporting:

    • Contributing to monthly/quarterly/annual reports (SitRep, medical statistics, EPREP updates, etc.) in line with MSF reporting frameworks.

    Minimum Required Skills and Qualifications
    Education:

    • Essential: Medical Degree (MBBS) from a recognized institution. Specialization in Sexual Reproductive Health (SRH) or Women Health
    • Desirable: specialization or training in Tropical Medicine, or other specific related public health field such as Maternal, Newborn and Child Health (MNCH), Adolescent health, Gender Based Violence, or Sexual Violence

    Experience:

    • Essential: Minimum of 5 years of working experience related to the diploma/degree, including at least 2 years of proven experience in the provision of the basic service package in health facilities, covering sexual and reproductive health (SRH) and management of infectious diseases.

    Desirable:

    • Experience working with survivors of sexual violence.
    • Experience in emergency preparedness and response (EP-REP), including management of infectious disease outbreaks.
    • Previous experience in MSF in the field

    Languages:

    • Mission and local language (English, Igbo, Pidgin English) essential (high level command oral and written)

    Skills:

    • Excellent planning, management, and coordination skills, with the ability to organize and prioritize a diverse workload portfolio effectively.
    • Strong team-building skills, with the ability to provide training, coaching and on-the-job mentoring.
    • Ability to address sensitive sexual and reproductive issues, including sexual violence and gender-based concerns, with tact, confidentiality, and cultural sensitivity.
    • Proficiency in computer and health management information systems, including data entry, analysis, and management of health databases.

    Accountant

    Main Duties and Responsibilities

    • Controlling the daily cash and check management and ensuring that all receipts and documentation meet MSF requirements (procedures, deadlines, information, signatures ...). Tracking bills/vouchers, invoices and other running costs and analyzing the related information (costs, service contracts ...) in order to give reliable and updated information.
    • Controllingcash advances and cashbook movements for each petty cash box, recording all IN and Out transactions, ensuring that cashbox balances always reflect the actual amount of money kept in the cashboxes and investigating any discrepancy. Ensuring strict compliance with cash control procedures for each cashbox / currency (daily cash control, weekly cash inventory and reconciliations)
    • Performing currency exchange operations in accordance with the country's exchange rate policy
    • Ensuring monthly accounts report in accordance with MSF procedures, checking individual entries and preparing the necessary administrative documents (originals) as a basis for justification and explanation of payments and receipts made.
    • Preparing the timely payment of taxes .
    • Being responsible for the processing of accounting software peripheral accounting (project and capital) including checking the quality of the mission accounting allocations and their conformity (correct encoding of salaries, following up and matching of internal transfers and advances in the mission, checking invoices and their allocations, preparing payment order documents to be sent to HQ). Analyzing the problems of the cash box discrepancies and giving technical help to find solutions.
    • Being responsible for filing accounting documents and their annexes, preparing documents for audits, organizing the scanning of documents and archiving mission financial documents
    • Informing supervisors of any issues / problems that may arise in their job performance.

    MSF Section/Context Specific Accountabilities

    • Preparation of payments and encoding of transaction into MSF accounting software.
    • Ensure accurate and up to date encoding of Unifield to guarantee a proper closure of month and scanning of accounting vouchers.
    • Ensure all types of Taxes are collected, remitted to the appropriate authority and send the proof to respective suppliers.
    • Ensure for the implementation of MSF- financial policies, procedure, and SOPs before processing any payment.
    • Contract Management, cost analysis and budget follow-up for the construction of new projects.
    • Performing any other tasks within the scope of his role, as directed by supervision and according to the needs of the mission.

    Minimum Required Skills and Qualifications
    Education:

    • Bachelors in Accounting essential.
    • Professional Certification in Accounting, Business, Banking and Management desirable.

    Experience:

    • Minimum of 2 years’ experience in accounting and administration with MSF, other INGO/NGO or Private setting/context.
    • Experience in relatively insecure field-based environment is desirable.

    Languages:

    • Mission and local language (English, Igbo, Pidgin English) essential (high level command oral and written
    • Knowledge Computer literacy intermediate level (word, excel) with ability to use Finance/A counting software is essential. Knowledge working in UniField is desirable.

    HR Assistant

    Main Duties and Responsibilities

    • Execute administrative, HR and legal related tasks to support the Project HR Manager following MSF standards and procedures, in order to ensure legal compliance and to realize the HR capacity required to achieve project objectives
    • Under supervision of the Project HR Manager managing personal files in order to ensure accuracy, compliance and on time payments.
    • Updating the HR database and personal files to facilitate HR processes management.
    • Updating Social security & Tax office files in order to meet legal requirements including specific amendments when necessary, in order to ensure local labour and fiscal law compliance
    • Preparing employment contracts in conformity with legal requirements including specific amendments when necessary, in order to ensure local labour and fiscal law compliance.
    • Preparing monthly pay slips for all staff, editing and updating the necessary data, in order to ensure the punctuality and accuracy of staff payroll.
    • Following up of all expiring rental contract dates and inform the Administration Manager in order to leave enough time to arrange a renewal or look for some other alternative
    • Making all administrative information available to the staff (posting, meetings, etc.), supporting the Project HR Manager in translating documents into local language and assisting in meetings upon request.

    MSF Section/Context Specific Accountabilities

    • Ensure that the daily worker pool is updated, and the relevant information are recorded accurately. Facilitate their work with each department. Additionally ensure documentation for daily worker use are accurate, updated and complete.
    • Brief new arrivals both national and international in terms of the project, introduce them to the team and also their accommodation.
    • Assist in recruitment technicalities such as sharing vacancy with coordination for announcement, making the recruitment tool, arranging and facilitating test locations between projects, informing applicants whether selected or not
    • follow up and record PMF and evaluation in Homere in timely manner.
    • Supervise the cleaners & cooks, take care of their administrative needs and ensure they carry out their day to day tasks effectively.
    • Control the admin office supplies in terms of stationery and cleaning items in addition to drinking water, tea, sugar, milk and coffee etc. make sure that we have sufficient stock in the office. Liaise with the supply department and make sure we don’t run out of these items.
    • Be flexible and open to work in a dynamic and ever-changing work environment.
    • Be adaptable in terms of taking on new tasks and adjusting to ad-hoc requests.
    • Be friendly and welcoming to all staff, encourage having an open and safe environment in the office.
    • Follow up with the supervisors to submit attendance sheets of Incentive, new joiners and any other document related to incentive, encode them, and ensure to pay them in time.

    Project Coordinator Support

    Main Duties and Responsibilities

    • Representing MSF externally together with the Project Coordinator (PC) or alone (when delegated) and negotiating on behalf of the project coordination in close cooperation with the PC and based on beforehand agreed messaging. Assisting in safeguarding and promoting MSF’s image externally
    • Monitoring, analysing and reporting on key issues (security, risk, etc.) to the Project Coordinator and providing contextual information, through a sound knowledge of counterparts, parties, actors, authorities and military groups, in different administrations/parties and governorates/districts in order to improve understanding and decision making processes. Maintaining the security database and providing a biweekly context analysis based on recent incidents and developments
    • Assisting in exploratory missions and assessments as needed and participating in the development of security plans
    • Assisting the Project Coordinator in Internal and External Communication sessions and events about MSF (for National staff, the Ministry of Health staff, as well as local authorities, community leader, military actors, security forces) in order to improve awareness, understanding of MSF principles and services and public opinion adhesion. Write meeting minutes and contribute to the meeting logbook.
    • Ensuring the continuity of relations/networking with local actors (other NGOs, UN agencies, local authorities, media, etc.) and filing and updating field contacts and correspondence in order to ensure information sources accuracy and its availability on regular basis. Organizing advocacy contacts and appointments for the Project Coordinator. • Translating and reviewing documents and acting as an interpreter when needed. Assisting the Project Coordinator in the drafting of correspondences with authorities and counterparts (government officials, military actors, community leaders, UN agencies, NGOs, etc.) in order to ensure fluent and accurate communication flows.
    • Preparing and conducting context, cultural and security briefings on the project context to new employees (national and international) in order to facilitate their integration and within the project environment. Ensuring regular security briefings/trainings of assessment team, drivers, and guards in consultation with the Project Coordinator.
    • Being contactable by phone and available to assist the Project Coordinator with important context, security and operational issues that may occur outside of regular working hours unless otherwise agreed with the PC (e.g., holidays)
    • Performing assigned additional responsibilities or tasks as required by the Project Coordinator

    MSF Section/Context Specific Accountabilities

    • Participate in exploratory missions according to the Field Coordinator indications, in order to better comprehend context, priorities and constraints when required especially in AWKA metropolis and the South East region
    • Participate in security management (updating incident logbook, external contact database) in the project and assist in updating security guidelines
    • Monitor the security situation and risks in South East Nigeria and provide regular inputs to the Field Coordinator
    • Develop networking (LGA) and mapping of key actors involved in security, local and international ngos in the region
    • Promote medical advocacy objectives by increasing MSF presence in the NGO coalition in collaboration with the Field coordinator
    • Maintain the database on security incidents in close collaboration with Field Coordinator and provide monthly reports on context analysis
    • In close collaboration with GIS, work on the development of maps across road kiss movements, new routes for movements etc & develop networking with key actors for updates on road security
    • Provide cultural briefing as part of induction to new staff and visitors on AWKA metropolis, Anambra state and SE region

    Minimum Required Skills and Qualifications
    Education:

    • University Degree, preferably in the field of Social Sciences (Political Sciences, International Public Law, Anthropology, and Economics).

    Experience:

    • Essential: Experience in and exposure to working in a complicated political, security and humanitarian environment.
    • Essential: Experience in data collection, reporting and analysis
    • Desirable two years previous experience in similar jobs in the field of humanitarian aid with MSF or other NGOs
    • Desirable: Management experience
