    Anesthetic Nurse

    Responsibilities:

    • Preparing the operating room and ensuring all necessary equipment and supplies are available for anaesthesia administration.
    • Assisting in administering anaesthesia to patients before, during, and after surgical procedures.
    • Monitoring patients' vital signs, such as heart rate, blood pressure, and oxygen saturation, during anesthesia administration.
    • Managing patients' airways and ensuring proper ventilation throughout the surgical procedure.

    Health Manager

    FIELD SITE: Gwoza/Askira LGA

    JOB SUMMARY

    The Health Manager, field site will report to the Medical Director/Coordinator or the Country Health Manager and will be responsible for the design, implementation, monitoring, reporting and overall management of health programs in his/her assigned location through the provision of technical oversight, capacity building of staff, supervision and coordination with other departments.  She/He will oversee and manage health team at field level in coordination with field site leadership. She/he will also ensure that health activities are within the approved scope of deliverables and budget as well as ensuring that health interventions adhere to national and international standards.

    ESSENTIAL DUTIES AND RESPONSIBILITIES

    Pogram Development and reporting

    • Prevention of Sexual Exploitation and Abuse: Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps.
    • Compliance & Ethics: Promotes and encourages a culture of compliance and ethics throughout International Medical Corps.     Program Management

    • Take lead following up with support departments to ensure that all programmatic needs are provided in a timely basis in accordance to work plans, procurement plans and HR
    • Regularly review and update program management tools with the assistance of the country health manger, medical coordinator/director as applicable, being mindful of achievements against project indicators
    • Oversee the health field team including community health workers, health facility staff, and mobile health team to ensure the timely and successful implementation of the planned health activities in line with set goals and objectives are met with in the allocated resources.
    • Guide the health field team to ensure regular collection of the data and documentation as per grant and reporting requirements.
    • Work with the central health team to ensure that all point of cares are regularly reported into the HIS, and filed health team are receive appropriate training on humanitarian response including detection of Malnutrition, GBV/CMR, Vaccination, health education, outreach activities and health facilities needs are met  
    • Work closely with the Community Health team to ensure that the community health program is well integrated with the health program at health facility and that community outreach activities are being conducted as planned
    • Work closely with the country health senior team to ensure that diagnostic and patient care adhere to national and global guidelines/protocols/standards
    • Guide the country health team to ensure regular collection of the data and documentation as per grant and reporting requirements.   
    • Coordinate with the Logistics team to identify procurement and supply issues related to the health programs and support the identification of corrective actions 
    • Follow up with pharmacists to ensure that clinic needs in terms of medication, medical supplies, and medical equipment’s, trainings and ventilation system for the pharmacy are met.

    Representation

    • Represent and actively participate in health coordination meetings and other relevant meetings at the field level
    • Attend and participate in working group meetings at the filed level if applicable   
    • Provide documented feedback to the health senior management team on meetings attended
    • Represents the field site health department during site and country level meetings and calls.
    • Contribute to relation building with other partners including local NGOs at the country level

    Coordination

    •  Work closely with central health team in updating, and coordinating health activities
    • Coordinate with the field leadership and the central health team to determine opportunities for collaboration with local authorities and other partners
    • Take lead in coordinating with other sectors and support departments to ensure integrated

    implementation of services.

    • Work with the field leadership, health senior management team and security team to process documentation approval, pass and required authorization from local authorities.

    Budget Management

    • Ensure proper documentation for all contracts and payments for services in coordination with the logistics, finance and procurement teams  
    • Prepare expenditure projections for each project activity along with expected targets making sure to update them on a regular basis
    • Review Budget vs. Actual expenditure for the health programs at his/her respective area on regular monthly basis with programs, procurement and finance teams
    • Provide recommendations and interventions to correct any identified deviations (related to compliance, over and under expenditure) that impact budget adherence

    Staff Management

    • Organize daily work schedule for the field team according to the agreed work plan, and assign task according the priorities in implementation
    • Monitor the health team performance according to their assigned tasks and provide regular feed back to the senior health management team
    • Responsible for authorization of recruitment of field health staff and conduct the annual performance evaluation of the field team
    • Technical OversightWork with the field medical team to develop technical protocols and guidelines as needed
    • Develop training plan for health care workers including community health workers in coordination with the filed health team
    • Oversee technical quality of inputs, interventions and reports at field site level
    • Directly supervise the pharmacy officer, community health officer, medical officers, HIS officer and health program officers (where applicable) to ensure that country program interventions and project objectives are met in accordance to committed standards
    •   Lead the health staff on medical facility assessments, data quality assurance, analysis and interpretation of data, disease surveillance, emergency preparedness, outbreak response and other relevant subjects related to program management in coordination with the MEAL department and health senior management team

    Supervision

    • Lead and oversee field health teams,
    •  Ensure timely delivery of program components according to proposed activities and available funds through regular technical and programmatic meetings at field site level with his/her direct reporting lines including MEAL and other relevant support department heads.
    • Provide support in collaboration with other departments in ensuring that all supported health facilities including medical mobile units are equipped and maintained according to the national and global standards

    Nurse

    Job Purpose

    The Nurse will work to contribute to an improvement in the overall health of the targeted population through the provision of quality health care (curative, preventive health care). He/she is expected to triage patients, ensure smooth patient flow, provide clinical care, assist with referrals as needed and provide health education and hygiene promotion. In addition, he/she may also be requested to assist health staff in another capacity as needed.  He/she will report to the health facility head or department head or mobile team leader.

    Main Responsibilities

    • Provide clinical nursing services according to internationally accepted standards.
    • Assist clinicians, midwives, laboratory, vaccination, and pharmacy in running of general duties as designated by the supervisor.
    • Manage triage, taking vital signs and organize patients for consultation.
    • Conduct vaccination for children and pregnant women.
    • Undertake dressing, suturing of deep wounds etc.
    • Conduct nursing care of patients as per guidelines & instructions of the physician if working in inpatient department and carry out tasks according to the protocols.

    Community Mobilization Officer

    FIELD SITE: Gwoza and Askira Uba (1 per Location)

    Job Summary

    The person will be responsible to supervise and provide technically support to community mobilizers or other staff responsible to provide community-based health and hygiene promotion, as well community mobilization. The position will report to the medical coordinator or community health manager, or any other person designated by the country management team.

    Main Responsibilities

    • To lead in community sensitization and mobilization interventions, through planning, and implementation of day-to-day activities as well as monitoring and reporting.
    • To work in collaboration with IMC sector staff such as health nutrition, WASH and other sector officers in order to support community-based activities.
    • Guide social mobilizers in their work such as community awareness sessions including information on availability of services, community campaigns and other community mobilization activities.
    • To prepare and support outreach activities in collaboration with IMC health team.
    • Support organizing services in case working as part of a mobile medical unit and carry out tasks assigned by the team leader.
    • To prepare weekly and monthly work plan for social mobilization related activities.
    • To carry out monitoring and supervisory visit for social mobilizers working in the projects using standard checklists and tools.
    • To collect, review and analyze reports of all social mobilizers and give feedback on the work and achievements.
    • To represent IMC in community-based health activities relevant meetings.
    • To collaborate with different IMC departments such as MEAL, finance, logistics and procurement to achieve planned activities.
    • To work in coordination with district health department staff for community health related activities.

    Medical Doctor

    Job Summary

    The Medical Doctor will be responsible for providing clinical services in an outpatient and or inpatient health care setting. He/she will be responsible for providing client counseling and direct care services including adult, adolescent and pediatric health services for both chronic and acute conditions. He/she is expected to diagnose, treat and follow up with patients, provide health education and provide appropriate/timely referrals as needed. In addition, he/she may also be requested to assist and train health facility staff as needed. On occasion, the Medical Doctor will be required to attend an emergency delivery or provide technical oversight to a midwife during an emergency.

    Main Tasks and Responsibilities

    Clinical Care

    • Provide high quality clinical care, from triage to direct provision of care, based on analysis of relevant and available patient history/records, appropriate physical exam and available investigations such as RDTs, urinalysis, etc. to provide accurate prevention information and/or diagnoses, and treatment including referrals and patient follow-up as per local/internationally accepted standards,
    • Conduct routine and emergency procedures as per individual doctor’s training/certification* and adhere to local/internationally accepted standards
    • Implement primary/secondary health care package at the respective health facility or mobile clinics with appropriate protocols and procedures in place.
    • Ensure all IPC measures including standard sterilization practices are implemented as per MoH and WHO standards
    • When applicable, participate in a 24-hour health service delivery system at the health   clinic/facility/hospital as per shift schedules.
    • Adhere to international drug usage protocols 
    • Identify and refer patients for advanced care as appropriate including sexual and reproductive health services, mental health and psychosocial services and other protection services.
    • Monitor disease trends and notify supervisor of any changes in trends which may require adjustment of activities; monitor closely the morbidity and mortality trends together with all the other health indicators. 
    • Identify any reportable diseases and notify supervisor and local health authorities; assist with outbreak response if needed according to international protocols 
    • Work with IMC staff and relevant local health authorities to set up appropriate strategies to prevent, identify, and treat endemic diseases as needed 
    • Anticipate changing needs and emergencies
    • Track daily patient data using tally sheets or other tools provided and submit patient data as required according to team protocols.
    • Collect and analyze project and service data to inform and adjust project objectives/plans, strategic choices and quality of care in collaboration with IMC team members, local partners and other relevant staff if required.
    • Provide health education to patients and community members concerning their diagnoses, healthy diets, physical activity, hygiene promotion, and disease prevention (such as need for vaccination, smoking cessation, etc.) 
    • Monitor and coordinate program activities assigned for the project 
    • Work with program staff, health facility staff local doctors, midwives, nurses and auxiliary staff (eg CHWs) to provide both didactic and on-the-job training to build capacity and enhance their skills as needed
    • Promote a culture of learning whereby regular case discussions, lessons-learned and good practices are conducted, documented and shared for institutional memory
    • Collaborate with other departments as needed to ensure smooth integration of services 
    • Adhere to administrative directives with regards to work schedules, record keeping, patient communications, re-stocking of essential drugs, consumables and other medical supplies 
    • Work with health facility administration to determine the operational needs of the health facility in human resources, trainings and supplies.
    • Keep clinical records by properly filling dedicated patient files and maintain patient privacy and confidentiality at all times

    Coordination and Representation 

    • Develop and maintain effective working relationships with all stakeholders - including community leaders,

    • When applicable, represent IMC in coordination mechanisms and meetings with other agencies, including the Ministry of Health, WHO and other UN agencies, non-governmental organizations, or donors. 
    • Advocate with and/or advise peer agencies, local government, and other stakeholders to influence responses to promote delivery of inclusive and high-quality reproductive health response services.

    Minimum Requirements

    • Typically, a medical degree (primary care physician) with a valid license to practice and be board certified or equivalent (board eligible). BLS/ACLS preferable.
    • Advanced Cardiac Life Support (ACLS) Certification is an added value
    • Typically, 3+ years of relevant clinical work experience after graduating from medical college, work in low-resource settings preferred
    • Experience in programs relating to primary health care, maternal and child health, reproductive health, communicable and non-communicable diseases as well as emergency/outbreak response preferable
    • Previous NGO experience preferable
    • Available for a minimum of three (3) months deployment

    Coordinator, Health

    Job Summary

    The Health Coordinator will provide strategic vision and technical support to the identification, design, implementation and management of the country health programs. The Health Coordinator will work in collaboration with the senior management team and health teams in the field to deliver high-quality health services to the targeted beneficiaries. The Health Coordinator will make frequent visits to the field sites to ensure the highest standards of service delivery. S/he will ensure high-quality clinical services in all IMC-supported health facilities. S/he will monitor service quality, ensure that all staff are trained and well-supported, pharmaceuticals and other medical supplies are properly managed, and apply clinical-level data to national-level quality improvement efforts. The Health Coordinator will represent IMC in the national Health coordination meetings, Health Forum and other technical working groups. S/He will also be the liaison between the organization and the Ccountry Ministry of Health. The Health Coordinator will also be responsible for developing staff capacity and strengths in the areas of health programming which are vital to the mission.

    • Ensure all stakeholders, including senior management team, the Health Technical Unit and donors are provided with updates, following the established reporting structures.
    • Contribute to the development of health informatics tools in accordance with the country and organizational strategy.

    Program Development

    • Work with senior management team, field teams, Cross Functional Platforms, and the Health Technical Unit in strategic planning for future health programs.

    • Represent the organization in national health coordination meetings, health forums and other technical working groups.
    • Contribute to the creation of a positive image and overall credibility, notably through the application of IMC’s mandate, ethics, values and stand-point with regard to other actors.
    • Establish and maintain the cooperation between Ministry of Health by aiding the exchange of information on topics of shared interest, contribute to policy development when needed and promoting IMC achievement.
    • Represent IMC and its health programs at donor meetings and with other stakeholders as needed
    • Advocate for health programming and staff at senior management team meetings, pipeline meetings and other internal forums as needed

    Human Resources Management

    • Supervise the health staff on a day-to-day basis in order to ensure a proper implementation of health activities.
    • Coordinate and supervise the selection and training of qualified program health staff, recommend promotions, and implement disciplinary action and termination of staff in consultation with leadership.
    • Maintain open lines of communications with all health field staff.
    • Determine the training needs of the health staff. Arrange and oversee trainings.
    • Ensure staff performance evaluations and professional development plans are in place.
    • Recruit technical staff as needed

    Monitoring and Evaluation

    • Support the M&E staff/team in development of new strategies that includes proposal of data collection methods and defining health indicators during project design; and supporting the team in data collection at the field sites.
    • Interpret the analyzed data, present how the project is progressing in terms of performance indicators and propose plans for action to address any gaps in project implementation.
    • Liaise with HQ to receive timely input and implement recommendations ensuring best practice at all stages of program implementation.

    Medical Logistics and Supply Chain

    • Ensure proper distribution/donation plans for all the medication that will expire within six months.
    • Ensuring the preparedness for timely and efficient deployment of medicines, medical consumables and medical equipment, replenish stocks and supply field operations and Mobile Clinics, as per operational needs of the project and in line with the agreed budget with donors.
    • Review and identify key procurement of medical commodities in procurement plans/budget of all active grants and proactively and timely raise the requests to the country procurement team and/or the global procurement team depending on the sourcing location of the commodities.
    • Review list of medical commodities/pharmaceuticals within project proposals and ensure these are aligned with project output and outcomes. Ensure that all list of medical commodities identified during proposal development are shared in a timely manner with the GPSU unit for review and approval.
    • Ensure that the delivery of supplies match the agreed activity plan/work plan of each of the projects and proactively identify any potential risk of delay while proposing mitigating measures.
    • Attentively monitor stock quantities and expiry dates of medical commodities and provide regular updates and/or elevate challenges to senior management whenever needed.

    Pharmacy Management (when applicable)

    • Work closely with the Pharmacy Manager to ensure effective pharmaceutical management in accordance with GPSU directives, internal SOPs and Pharmacy guidelines.
    • Ensures that the field teams are well versed with Pharmacy Information Management system and are adhering with its optimal usage.
    • Ensure accuracy and validity of monthly pharmacy reports prior to the submission to the donors.
    • Ensure compliance with good pharmaceutical practice guidelines and spearhead rational medical practice in the mission.

    Working Relationships

    • Work closely with the Country Director, Program Director, Field Coordinator, and/or and Country Senior Management Team and the Health Technical Unit at the IMC headquarters to ensure Health program activities and objectives are communicated and understood.
    • Work with key donor staff to develop and maintain optimum programmatic relationship

    Minimum Requirements

    • Typically, a Medical Doctor with MPH, Public Health, Nurse, Midwife, PhD or other allied health professional degree required. Equivalent combination of relevant education and experience may be substituted as appropriate.
    • Typically, 7+ years of relevant and progressive experience in international programs (preferably developing country or low-resource setting with an NGO) and at least 5+ years at the senior management level with project design, development of concept notes and technical proposals, and the management of projects relating to  primary health care, maternal and child health, reproductive health, infectious diseases, non-communicable diseases, emergency response, public health or other aspects of health programming as appropriate to the context
    • Experience of working in complex environments.
    • Experience in working with and managing remote teams.
    • Excellent communications skills, both oral and written. 
    • Excellent self-motivation skills 
    • Experience in effectively dealing with international and headquarters staff, as well as donor agencies, government officials, and other NGO’s; the ability to work with a broad spectrum of people.
    • Extremely flexible and have the ability to cope with stressful situations and frustrations.
    • Ability to relate to and motivate staff effectively.
    • Excellent command of English with the ability to read, write, analyze and interpret, technical and non-technical information in the English language.
    • Experience with work with procurement teams and proven ability to follow internal and donor compliance procedures and contractual requirements.
