    Medical Doctor

    Job Summary

    The Medical Doctor will be responsible for providing clinical services in an outpatient and or inpatient health care setting. He/she will be responsible for providing client counseling and direct care services including adult, adolescent and pediatric health services for both chronic and acute conditions. He/she is expected to diagnose, treat and follow up with patients, provide health education and provide appropriate/timely referrals as needed. In addition, he/she may also be requested to assist and train health facility staff as needed. On occasion, the Medical Doctor will be required to attend an emergency delivery or provide technical oversight to a midwife during an emergency.

    Main Tasks and Responsibilities

    Clinical Care

    • Provide high quality clinical care, from triage to direct provision of care, based on analysis of relevant and available patient history/records, appropriate physical exam and available investigations such as RDTs, urinalysis, etc. to provide accurate prevention information and/or diagnoses, and treatment including referrals and patient follow-up as per local/internationally accepted standards,
    • Conduct routine and emergency procedures as per individual doctor’s training/certification* and adhere to local/internationally accepted standards
    • Implement primary/secondary health care package at the respective health facility or mobile clinics with appropriate protocols and procedures in place.
    • Ensure all IPC measures including standard sterilization practices are implemented as per MoH and WHO standards
    • When applicable, participate in a 24-hour health service delivery system at the health   clinic/facility/hospital as per shift schedules.
    • Adhere to international drug usage protocols 
    • Identify and refer patients for advanced care as appropriate including sexual and reproductive health services, mental health and psychosocial services and other protection services.
    • Monitor disease trends and notify supervisor of any changes in trends which may require adjustment of activities; monitor closely the morbidity and mortality trends together with all the other health indicators. 
    • Identify any reportable diseases and notify supervisor and local health authorities; assist with outbreak response if needed according to international protocols 
    • Work with IMC staff and relevant local health authorities to set up appropriate strategies to prevent, identify, and treat endemic diseases as needed 
    • Anticipate changing needs and emergencies
    • Track daily patient data using tally sheets or other tools provided and submit patient data as required according to team protocols.
    • Collect and analyze project and service data to inform and adjust project objectives/plans, strategic choices and quality of care in collaboration with IMC team members, local partners and other relevant staff if required.
    • Provide health education to patients and community members concerning their diagnoses, healthy diets, physical activity, hygiene promotion, and disease prevention (such as need for vaccination, smoking cessation, etc.) 
    • Monitor and coordinate program activities assigned for the project 
    • Work with program staff, health facility staff local doctors, midwives, nurses and auxiliary staff (eg CHWs) to provide both didactic and on-the-job training to build capacity and enhance their skills as needed
    • Promote a culture of learning whereby regular case discussions, lessons-learned and good practices are conducted, documented and shared for institutional memory
    • Collaborate with other departments as needed to ensure smooth integration of services 
    • Adhere to administrative directives with regards to work schedules, record keeping, patient communications, re-stocking of essential drugs, consumables and other medical supplies 
    • Work with health facility administration to determine the operational needs of the health facility in human resources, trainings and supplies.
    • Keep clinical records by properly filling dedicated patient files and maintain patient privacy and confidentiality at all times
    • Provide all services to patients free of charge
    • Immediately report any violation of Code of Conduct, including patient safeguarding
    • Clinicians are not allowed to perform exams or conduct procedures without the required training and certification

    Coordination and Representation 

    • Develop and maintain effective working relationships with all stakeholders - including community leaders, 
    • Ensure that information from coordination meetings is shared internally and with other sectors, as appropriate. 
    • When applicable, represent IMC in coordination mechanisms and meetings with other agencies, including the Ministry of Health, WHO and other UN agencies, non-governmental organizations, or donors. 
    • Advocate with and/or advise peer agencies, local government, and other stakeholders to influence responses to promote delivery of inclusive and high-quality reproductive health response services.
    • Perform other duties as assigned. The duties and responsibilities listed in this document are representative of the nature and level of work assigned and not necessarily all inclusive.

    Minimum Requirements

    • Typically, a medical degree (primary care physician) with a valid license to practice and be board certified or equivalent (board eligible). BLS/ACLS preferable.
    • Advanced Cardiac Life Support (ACLS) Certification is an added value
    • Typically, 3+ years of relevant clinical work experience after graduating from medical college, work in low-resource settings preferred
    • Experience in programs relating to primary health care, maternal and child health, reproductive health, communicable and non-communicable diseases as well as emergency/outbreak response preferable
    • Previous NGO experience preferable
    • Available for a minimum of three (3) months deployment
    • Excellent organizational skills and ability to handle multiple tasks in a dynamic, high pressure environment
    • Excellent communications skills, both oral and written.
    • Excellent self-motivation skills.
    • Ability to exercise sound judgment and excellent decision-making skills.
    • Extremely flexible, and have the ability to cope with stressful situations
    • Able to work effectively with various personalities and cultures
    • Ability to relate to and motivate local staff effectively.
    • Able to work with limited resources.
    • Able to deploy to emergencies on short notice
    • Fluency in written and spoken English is required; French or, Arabic is plus/desirable.
