    Overview

    • The National AIDS, Sexually Transmitted Infections Control and Hepatitis Programme (NASCP) is a division of the Department of Public Health in the Federal Ministry of Health (FMoH).
    • Its mandate is to coordinate the formulation and effective implementation of the Nigerian government policies, guidelines, and standard operating procedures for the prevention of new HIV infections as well as improve on the existing treatment, care, and support for those persons already infected and affected by the virus in the country. In collaboration with the USG, NASCP is implementing the first phase of National Clinical Mentoring in the HIV programme in 19 Nigerian States for improved HIV service delivery.

    Job Summary

    • The candidate must be domiciled in the state and be conversant with the terrain.
    • S/He is expected to build the capacity of frontline Healthcare workers to provide quality HIV clinical services offered as part of a comprehensive package of care in both public and private facilities as well as in communities.

    Responsibilities

    • Provide on-site clinical training to health care workers on HIV treatment according to the national guidelines, including adult and pediatric ART and the treatment of tuberculosis and other opportunistic diseases.
    • Provide training through clinical consultation, assisting local health care workers to identify key bottlenecks affecting patients’ access to antiretroviral therapy (ART), and helping them with direct patient care as needed
    • Provide continuous medical education (CME), which may include didactic training sessions to health professionals, as needed. All training will be in accordance with the national guidelines.
    • Provide health worker capacity-building sessions using various methodologies (including use of project ECHO, low bandwidth video conferencing).
    • Assist as requested with facilitating sessions on the weekly ECHO videoconferencing sessions with health workers from various sites in the states
    • Develop standard operating procedures for the provision of HIV clinical care at the health facility in collaboration with the Ministry of Health and other stakeholders. This may include troubleshooting problems with the patient flow, tracking defaulters, or clarifying referral pathways by developing appropriate algorithms 
    • Submit a monthly report on training and technical assistance activities, as well as findings and recommendations for strengthening services in the health facility and compliance with the national treatment guidelines
    • Perform other duties related to clinical mentoring as assigned.

    Minimum Qualifications

    • Must possess a Degree in Medicine (MBBS or equivalent).  
    • Postgraduate qualification / Master's level training in Public Health, Family Medicine, Internal Medicine, Pediatrics, or Obstetrics will be an advantage.
    • Must be registered with the Medical and Dental Council of Nigeria
    • At least 2 years experience in clinical HIV and AIDS care, including the provision of antiretroviral therapy (ART)
    • Experience with program planning, assessment, and implementation of HIV clinical care programs will be an advantage.
    • Previous experience in HIV-related operational research is an advantage
    • Good knowledge of current trends and normative guidance (national and international) in HIV clinical care and service delivery
    • Willingness to travel to clinics and hospitals in assigned geographical areas within the State.

    Duties & Responsibilities

    • Support review of monitoring, and surveillance data on NDR and provision of feedback to required stakeholders

    • Contribute to innovation and inventions that will simplify and automate processes on the project
    • Provide high level technical support for program innovation and learning; foster regular discussions with key stakeholders as appropriate; to facilitate cross sector learning.
    • Identify opportunities for learning, formative research, special studies and operational research and work with unit leads to implement.

    Qualifications

    • BSc, or equivalent is required. MPH will be an added advantage
    • Two (2) years of relevant experience and demonstrated expertise in the implementation of health programs
    • A strong data analytic skill is desirable
    • Strong written and oral communication skills for high-level policy audiences (writing examples may be required).
    • Excellent coordination and information management skills.
    • The ability to work well under pressure; skilled at change management, crisis management, and problem solving.
    • Demonstrated knowledge of strategic planning methodology and documentation processes.
    • Ability to develop and maintain relationships with users and various stakeholders (local and international); developed cultural awareness and innovation sense.
    • Excellent ability in spoken and written English with a high-level proficiency in a second language highly preferred.
    • Ability and willingness to travel frequently.

    Data Science Specialist

    Duties and Responsibilities

    • Write scripts for frequent on-demand and routine data analysis for both internal and external use
    • Analysis of big data In HIV, TB or any other field assigned by the supervisor
    • Work with large datasets and perform basic procedures such as sub-setting, merging, deduplication, re-labelling, amongst other important
    • Build models such as predictive models using advanced statistical and machine learning approaches
    • Analyze data using appropriate, advanced statistical methods such as multiple linear regression, mixed effect modelling, amongst other methods
    • Develop detailed data guide for use in surveys, surveillance and other research activities
    • Write research proposals, protocols, and ethics/IRB documentation
    • Carry out data analysis, draw inferences and write the report
    • Design surveys, determine sample size, write and review research reports, and share research findings in different dissemination platforms, including conferences and peer-reviewed journals
    • Build simple to complex program dashboards on Excel, PowerBI and or other platforms
    • Work with team members from other departments
    • Other tasks that may be assigned

    Qualifications

    • Master's Degree and/or PhD in Data Science, Mathematics, (Bio)statistics, Epidemiology, Computer Sciences or any related scientific field is required.

    Experience:

    • A minimum of 5 years’ experience doing data analysis or epidemiology in HIV programs, or any infectious disease program such as TB
    • Professional experience working with at least two of STATA, Python, R, PowerBI and/or MySQL

    Infographics and Communication Specialist

    • The Infographic Officer will be responsible for producing visually appealing content using standard graphics software.
    • S/he will create powerpoint slides, Bulletins, graphics, visuals, logos and other infographics and produce newsletters using standard format.

    Duties and Responsibilities

    • Develop high-quality digital content using appropriate software at short notice.
    • S/He will conduct minimal Data analysis (HIV, Monitoring and Evaluation of surveillance) for bulletins and Powerpoint.
    • Produce infographics and designs using creative, clear outlines
    • Transform complex data on HIV programs into visuals and graphics for dissemination to different stakeholders
    • Support different departments of the project with designs and infographics, per need
    • Provide graphics content for use in different output and/or platforms such as SOPs, publications, and newsletters
    • Any other tasks assigned by the supervisor

    Qualifications
    Education:

    • Master's in Mathematics, Statistics, Graphic Design, Communication, Mass Communications, Computer Sciences, Information Technology, Architecture, or any related field is required.

    Experience:

    • A minimum of 3 years experience designing and disseminating graphics in the development sector, preferably developing bulletins, PowerPoint decks and other data use products In data-intensive infectious disease programs such as HIV programs.
    • Demonstrated working experience with at least one of ArcGIS, QGIS, SatScan; and at least two of Illustrator, InDesign, Corel draw, Affinity Designer, and Canva
