    Driver

    Program / Department Summary

    The Driver will work within the Logistics department of Operational Support structure, committed to provide reliable and compliant support to program activities in order to achieve efficient service to program beneficiaries.

    General Position Summary

    The driver will provide safe transport services for MC program and support staff in the described AOR (Area of Responsibility). The driver will adhere to all traffic and MC safety rules and follow the transport guidelines required by the MC transport department.

    Essential Job Responsibilities

    Program Management

    • Operate MC vehicles as assigned by supervisor.
    • Maintain vehicle log-sheets in accordance with MC policies/regulations.
    • Check the vehicle conditions after each trip/routinely – report needs and problems to transport management.
    • Adhere to all safety and communication protocols as advised by Mercy Corps and supervisor.
    • Responsible for the safekeeping of all vehicle equipment, tools, first aid kits, spares etc.
    • Keep the vehicle ready, clean and on standby – ready for use at all times.

    Human Resources Officer

    Program / Department Summary

    Mercy Corps has been present in Nigeria since 2012, focusing its interventions on humanitarian assistance, economic development, and conflict mitigation.

    The Human Resource Department is responsible for providing effective HR policies, procedures, and people-friendly guidelines and support within Mercy Corps Nigeria(MC-N). This includes but is not limited to: Talent Acquisition & Development; employee engagement coordination; country wide training & learning management; compensation & benefits administration; performance management oversight; disciplinary & grievance handling; staff data management; staff disengagement management and 3rd party service provision management (HMO, Group Life, etc).

    General Position Summary

    The HR Officer will work alongside members of the HR Department will be responsible for ensuring adherence of HR policies and procedures, recruitment is according to Recruiting Guidelines as well championing national hiring and national & expatriate onboarding process. S/he will also work with the HR Manager and HR team to support the Human Resource function across MC-N including employee engagement & management, performance management, employee welfare and HR project management for all Rural Resilience program office locations.

    Essential Job Responsibilities

    The specific duties and responsibilities of the Human Resources Officer include, but are not limited to, the following:

    STRATEGY

    • Support the HR Director in successful implementation, adherence, and common understanding of National Staff Handbook and other HR Policies in all MC-N Offices
    • Support the HR Director to ensure that controls are put in place to allow for transparent and unbiased HR processes and systems

    HR Management

    • Ensure right person is put in right place and work closely with hiring managers and Talent Acquisition Officer to identify personnel needs, job specifications, job duties, qualifications and skills for all positions in Rural Resilience locations
    • Support in finalizing negotiations and prepare documentations including renumeration package attached to offers for new hires in accordance with MCN guideline for assigned MC offices in close coordination with HR Director or designee.
    • Perform all required reference, background, and documentation checks for new hires and discuss results with hiring managers for assigned MC offices.
    • Screen, refer, and maintain a talent pool of external and internal candidates for additional interviews as applicable for assigned MC offices.
    • Ensure effective implementation of onboarding mechanism in close coordination with Talent Acquisition Officer and ensure all team members receive complete orientation within 15 days of hire in assigned MC offices.
    • Ensure pre-hire new hire starter pack is ready and administer the new hire documentation process including filling of all signed MC-N paperwork
    • Monitor and ensure completion of all MC Mandatory onboarding and Safeguarding courses with one week of hire and full use of assigned MC offices.
    • Be responsible for update and upkeep of personnel files for team members working in all MC-N locations as per Mercy Corps defined protocols and MC-N HR practices.
    • Work alongside Talent Acquisition Officer to ensure all job files are created and updated as per Mercy Corps defined protocols and MC-N HR practices.
    • Assist the HR lead in administration of Medical and Accidental Insurance benefits for all MC-N team members in assigned office
    • Ensure that National Staffs issued ID cards are aligned with their employment contracts and renewed on a timely basis for team members in assigned office
    • Be responsible to update and upkeep the Human Resources Database. Follow up with field offices for monthly staff database if required and consolidate into main database. Maintain appropriate records and ensure confidentiality regarding personnel activities and personnel data including employment documentation, evaluations, exit interviews and other relevant information.
    • Be responsible for update and upkeep and smooth transition of all HR Data and information’s to Human Capital Management System for MC-N.
    • Track all performance reviews/probationary evaluations/ contract end dates and notify supervisors and team members accordingly in assigned MC offices.
    • Be responsible for timely collection and review of monthly timesheets for team members in assigned MC offices.
    • Provide a broad range of in-person field HR support, including support in performance management, grievance management and team engagement in assigned MC offices.
    • Working alongside Field HR Officers to ensure timely and accurate update and maintain leave record for all MC-N Offices
    • Support the HR lead to track changes and create report for information pertaining to payroll

    Knowledge and Experience

    Senior Procurement Officer

    Program / Department Summary

    Mercy Corps, an international humanitarian NGO and has been operating in Nigeria since 2012 and is looking for a Senior Procurement Officer to be based in Abuja, to support the implementation of a rapid COVID response program through Mercy Corps’ USAID Feed the Future-funded Rural Resilience Activity. The rapid response program will support vulnerable populations and livelihoods through Cash for Work and strengthen supply chains through smart Cash Subsidies.

    General Position Summary

    • The Senior Procurement Officer is responsible for overseeing the procurement aspects of Mercy Corps’ logistic operation.
    • Working closely with Program, Administration, Finance and Logistics the Senior Procurement Officer is instrumental in supporting program activities through his/her services.

    Essential Job Responsibilities

    • The Senior Procurement Officer will conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.

    Program Management

    • Coordinate daily MCN procurement activities.
    • Ensure that the procurement department supports the programs efficiently and compliantly.
    • Understand MC procurement policies and formats. Provide training to staff on these policies.
    • Assist Program and Operational personnel in regular procurement planning meetings.
    • Assist staff as needed on timely completion of purchase requests and other documentation.

    • Enforce proper use of procurement ceilings and approval procedures.
    • Carryout the procurement of goods, works and services for all the PRs above USD $20,000 – as per Mercy Corps standards and formats.
    • Carryout the procurement of national consultants services (all values) – as per Mercy Corps standards and formats.
    • Oversee the establishment of various Master Agreements (MPAs and MSAs) for commonly used items – as per Mercy Corps standards and formats.
    • Assist in the maintenance of thorough procurement files. Ensure that the procurement filing system is in place and in accordance with the Procurement filing procedures as outlined in the FP3.
    • Assist the P&L management and office staff with procurement activities, as required.
    • Coordinate with the Finance Department to ensure that payments to vendors are made on-time and without any unnecessary strain on the financial systems of MC
    • Assist P&L Management with asset management. Identify assets during the course of procurement and notify the Asset Controller on receipts of assets.

    GENERAL POSITION SUMMARY

    The State Manager is responsible for leading and managing Rural Resilience Activity’s operations and multi sectoral program of Humanitarian Assistance, early recovery and long term development in the Field Location. The State Manager will focus on providing leadership and representation of Rural Resilience Activity/Mercy Corps Nigeria in the respective field locations. The State Manager is responsible for project management and the implementation of program quality and accountability and ensuring Mercy Corps policies and procedures are adhered to by all staff all other contractors for Mercy Corps. She/he is responsible for enforcing strict ethical and integrity standards and ensures that those cases of violation of ethics such as fraud, corruption and breach of code of conduct are reported, documented and dealt with according to Mercy Corps policies and procedures. As the most senior staff for Mercy Corps in the Field location, the State Manager is responsible for representing USAID Feed The Future Nigeria Rural Resilience Activity/Mercy Corps to partner organizations and local authorities and for coordination with other NGOs. The post holder will represent Mercy Corps on local government level on all coordination platforms.

    ESSENTIAL JOB FUNCTIONS

    Project Management

    • Oversee ongoing programs and startup of new programs in field locations (Benue/Ebonyi).
    • Ensure program implementation is on time, target and budget, using effective M&E systems to achieve the desired impact.
    • Ensure that program implementation is responsive to communities, authorities and partners and consistent with Mercy Corps’ relevant program guidelines, principles, values, quality standards and strategic plan.

    Operations Management

    • With the support of the Chief of Party/Deputy Chief of Party and the Operations team, ensure operation systems (procurement, transport, storage, communications, estate/buildings management, asset management, etc.) are in accordance with Mercy Corps systems and policies.
    • Ensure adequate operational systems are in place to provide adequate support to the field team.
    • And that HR policies and procedures are understood by the project team and implemented.
    • Provide leadership to the state team, ensuring clarity over project plans and priorities, encouraging effective teamwork and inclusiveness, and building a team spirit through regular meetings.
    • Oversee the administrative functions for the project team, line managing staff where appointed.

    Security Management

    • Responsible for security management for the state team, including providing inputs to the location-specific Security Plan, ensuring staff are fully briefed/trained on the agreed security measures appropriate to the area, staff understand individual and collective responsibilities for safety and security and ensuring incidents are reported, critical learning is recorded and corrective actions taken.

    External Representation

    • Develop and maintain good lines of communication and relationships with local authorities and the local community.

    • Proven experience in managing programs in relevant technical area(s) including E-Vouchers, Cash Transfers, Cash Grants, Livelihoods, Financial Services, and/or services for Internally Displaced Persons. Strong understanding of conflict sensitive program mainstreaming would be a key advantage.
    • Strong leadership skills and proven experience in managing diverse and multicultural teams the cooperate and deliver results.

    LIVING CONDITIONS / ENVIRONMENTAL CONDITIONS 

    This position is based in Makurdi, Benue State, Nigeria and requires frequent travel to field locations and cross-state travel.

    The Agricultural Specialist assists the State Manager in the daily smooth running of the agricultural component of the COVID Response Program. 

    Essential Job Responsibilities

    Program Management

    • Oversee the implementation of all Feed The Future Nigeria Rural Resilience Activity programs in the state location supporting agriculture, fisheries, and livestock industries and producers and vendor associations and businesses.
    • Conduct surveys, need assessments, data and information collection as and when required for the cash for business COVID response aspect of the program.
    • Participate in agricultural and community meetings to identify priorities.
    • Monitor and maintain coordination with the village and sub district/district heads for all areas in which the COVID response program operates.
    • Bring to the attention of the State Manager areas where formal agreements should be made e.g. MOUs with government partners around recovery.
    • Participate in NGO and INGO meetings on agriculture and represent MC as requested in coordination forums related to agriculture.

    General Position Summary

    The Monitoring, Evaluation & Learning (MEL) Officer will support the program teams with technical oversight and direction on all monitoring and evaluation needs across implementing areas. S/he will support the State Manager in ensuring timely and quality reporting. The MEL Officer will support the provision of program staff with the information and training to capture monitoring metrics regularly and efficiently. S/he will coordinate and support data collection and analysis of activities and regularly provide technical oversight, problem-solving, and support. S/he will report to the Rural Resilience Activity MEL Manager. 

    The MEL Officer will be responsible for assisting all components of the Rural Resilience Program with their MEL needs. Mercy Corps Nigeria utilizes mobile data collection through a tablet-based application, and the M&E Officer will lead on mobile form authoring and testing. Additionally, the position requires management and analysis of cloud-based datasets for timely, and often real-time, visualization and utilization. Mercy Corps’ MEL team will continue to develop an end-to-end standard for mobile data, which includes building and maintaining dashboards of program progress and performance.

    General Position Summary

    The Operations Officer provides day-to-day support to the program operations in Kebbi/Niger, under the direct supervision of the Operations Manager based in Abuja. As part of his/her responsibilities the Operations Officer will undertake tasks under procurement, administration, logistics and security working in close collaboration with the finance and program teams based in Kebbi/Niger. S/he will promptly and effectively provide all required support to programs so to deliver the assistance to beneficiaries in a timely, compliant and transparent manner.

    Essential Job Functions

    Procurement

    • Read and has clear understanding of the Mercy Corps FP3 and all procedures;
    • Lead Mercy Corps daily Procurement Activities in Kebbi/Niger. Office to meet program and country mission objectives in a timely manner and in accordance with Mercy Corps guidelines and donor regulations;
    • Possesses a full understanding of MC procurement policies and formats. Provide training to new staff on these policies and provided refresher training as gap in staff knowledge are identified;
    • Assists staff as needed on creating clear and understandable purchase requests (PR) and other documentation;

    General Position Summary

    The Senior Officer – Cash Grants/Cash for Work position will be based in Birnin Kebbi and will travel across states and across the local governments identified for support on a regular basis.

    The responsibilities of the position will include technical support to programs in implementation of cash and voucher transfer, mentoring and guidance for staff working on CTP, support in set-up of CTP projects, and capacity building to field level team members within Mercy Corps programs and locations. The position will monitor the context and implementation environment as well as the program quality to ensure it remains conducive for CTP expansion (this includes yet not limited to: market viability, financial sector viability, security and community acceptance of CTP). The position will also contribute in exploring local partnerships for both immediate programming with an eye to long-term development and create those linkages along with senior management.

    Mercy Corps, an international humanitarian NGO and has been operating in Nigeria since 2012 and is looking for CTP/CFW officers to be based in Benue state, covering Benue/Ebonyi to support the implementation of a rapid COVID response program through Mercy Corps’ USAID – funded  Feed the Future Nigeria Rural Resilience Activity. The rapid response program will support vulnerable populations and livelihoods through Cash for Work and strengthen supply chains through smart Cash Subsidies.

    General Position Summary

    The Cash Transfer Programming (CTP)/Cash for Work (CFW) Program Officer is responsible for assisting in the implementation of CTP and CFW activities in the intervention communities of Benue/Ebonyi States. With support from the Senior Officer - Cash Grants/Cash for Work, s/he will supervise all projects, project selection and planning, project assets, local government and community liaison work, monitoring and payment.

    The CTP/CFW Program Officer will report to the Senior Officer - Cash Grants/Cash for Work and work collaboratively with fellow program and MEL staff. S/He may also support the Agricultural Specialist and other program staff on cash transfers and livelihood grants.

    Essential Job Functions

    • Plan and ensure the effective implementation of CTP/CFW.
    • Contribute to all CTP/CFW related field work, including community mobilization, beneficiary identification/registration, distributions, and monitoring.
    • Ensure that beneficiaries are effectively targeted according to established vulnerability criteria.
    • Review labor and time-line requirements for CFW activities, determining staffing requirements.

    HR Administrative Manager

    General Position Summary 
    The Human Resources Administrative Manager provides oversight to the management of human resources for Mercy Corps operations in Nigeria under the leadership of HR Director. S/he will assist the HR Director in assisting in the achievement of MC program objectives with the facilitation of recruitment, remuneration, and staff development issues in the Human Resources Development.

    The roles and responsibilities of the HR Administrative Manager include but are not limited to:
    Strategy & Vision

    •  Identify weaknesses in current HR systems. Advise supervisor on outstanding issues and assist in designing and implementing, as required.   
    • Work with HR Director to establish annual HR work plan, set priorities, monitor work progress and ensure results are achieved according to schedule and set standards
    • Provide technical leadership to the country HR team including reviewing and supervising the work of the HR team and setting annual capacity development plans for each team member

    Recruitment, Selection and ONBOARDING

    • Ensure the recruitment of national staff adheres to the standing Recruiting Guideline and are in compliance with government regulations.
    • Work with the Talent Acquisition Officer to ensure all new, national staff receive an orientation on Mercy Corps Country systems, policies and procedures.
    • Work with HR Officer to ensure all new hires receive an MC ID card, email and all relevant documents upon starting their positions. This includes the signing of a Job Description, contract, policies and procedures especially the National Staff Handbook and Security Manual.
    • Ensure newly hired national and expatriate team members are informed and have access to global HR & Ethics guidance including MC Essentials, Code of Conduct and Security and all relevant policies and are alerted to benefits.  Continue with support and advice on policies, as required.
