    Monitoring & Evaluation / Health Systems Strengthening (M&E / HSS) Officer

    Main Purpose of the Job

    • The M&E/HSS Officer will be supervised by and report to the State Coordinator.
    • S/he will provide technical leadership of PMI-S Project’s surveillance, monitoring and evaluation (SME) and health systems strengthening (HSS) interventions, including the rollout and integration of PMI-S M&E plans in the states with other HSS activities as well as generating strategic data for program management, reporting, and documentation of best practices.
    • The position will use analyzed and triangulated HMIS, LMIS, and surveillance data at strategic policy and management discussions to influence state HSS.
    • S/he will build the capacity of SMEP and LGA malaria focal persons in use of evidence to influence HRH, health financing, and service delivery system decisions. S/he will provide timely analyzed data to inform AOP processes.
    • The position will build capacity of SMEP and LGA malaria focal persons in monitoring AOP implementation and budget performance to inform mTWG decisions.

    Main Duties and Responsibilities

    • Provide technical guidance in the planning and implementation of all state and LGA level M&E/HSS activities.
    • Develop and implement an M&E/HSS plan for the program in the state, in collaboration with the State Coordinator
    • Take lead in the implementation of PMI-S state level Task Order M&E plans and state work plan and reporting on USAID indicators and targets in collaboration with the State Coordinator;
    • Establish system for flow of information from service-delivery points to the PMI-S central database and ensure timely M&E/HSS technical support to all implementing health facilities.
    • Build capacity of SMEP and LGA M&E officers in monitoring and evaluation, data management and data use
    • Support the SMEP team to analyze and use data to inform decisions and guide malaria interventions
    • Participate in data quality review meetings at the state and LGA levels
    • Work with SMEP and LGAs to train health workers in the use of HMIS tools
    • Support monitoring of quality of service at health facilities
    • Take lead in implementation of selected health systems interventions including for example evidence-based state malaria annual planning to fit into state planning and budgeting cycle
    • Support state malaria partners to build an evidence base to monitor state malaria program performance towards elimination goals
    • Provide HRH analytics to inform state HRH deployment and management practices
    • Engage with the State DHPRS, SPHCDA, State Health Insurance Scheme to mainstream state malaria budgets in state government budget. 
    • Provide TA in analysis and management of a state Malaria Data Repository drawing from the federal MDR instance; and promote dissemination of information to policy and decision makers through bulletins and policy briefs.

    Required Minimum Qualifications / Experience

    • A First Degree in any field of study and at least 5 years of progressive experience in Monitoring and Evaluation of health programs; or a postgraduate degree in Social Sciences, Statistics, Epidemiology or related field with at least 3 years field experience in monitoring and evaluation of health programs is required.
    • Experience in developing monitoring plans and/or management information systems, generating, triangulating and using health data to inform State health systems strengthening is required.
    • A minimum of 3 years’ experience working in malaria programs in Nigeria
    • NGO experience is an added advantage
    • Familiarity with USAID or any donor M&E and reporting systems is highly desirable
    • Excellent data quality assurance, analysis, presentation and reporting skills.
    • Strong computer skills particularly in spreadsheets, database and statistical applications, including DHIS 2 for data management
    • Strong problem-solving skills and ability to foresee problems and initiate appropriate action
    • Excellent oral and written communication skills and fluency in English
    • Strong report writing skills
    • Excellent organizational, inter-personal, multi-cultural and team building skills.

    Office Assistant

    Main Purpose of Job

    • The Office Assistant will manage the organization and running of the daily administrative operations of the State Office.
    • S/he will coordinate the MSH logistics support services provided to all technical program areas, and provide logistical support to all MSH projects in state by working with USAID and the GON to retrieve shipments from customs.

    General Responsibilities

    • Maintaining inventory (supplies, items, equipment) and the required inventory records.
    • Stocks, stores and warehouse management.
    • Assets coding and inventory reporting.
    • Safeguarding of assets/supplies.
    • Assist with the Internal and external audit preparations including putting together relevant documentation on vehicles/logistics records.
    • Assist in organizing  for the dispatch  of goods  and equipment  whenever  required and ensure  that  packing  list,  waybills  and  export  documentations   where  necessary  are prepared and ensure that shipping details are communicated in writing promptly to the receiver.
    • Capacity building of team members.
    • File incoming help requests from end users via both telephone and e-mail in a courteous manner.
    • Document all pertinent end user identification information, including name, department, contact information, and nature of problem or issue.
    • With direction from the PMI-S IT associate, assist in performing preventative maintenance, including checking and cleaning of workstations, printers, and peripherals on a monthly basis (monthly report of the work done submitted to the Field Finance and Operations Manager).
    • Prepare the Projector and other presentation materials for quality presentations.
    • Test fixes to ensure problem has been adequately resolved.
    • Perform post-resolution follow-ups to help requests.
    • Travel to site offices whenever there is a need to, and resolve issues independently as much as can be achieved.
    • Ability to travel 40% of the time to various state offices.
    • Ensure that systems are in place in-country to ensure that operations are managed and staff act in full compliance with local laws, adhere to contract/award and donor requirements, and comply with MSH policies and standard operating procedures.

    Required Minimum Experience

    • 3 – 5 years related work experience with International organizations in Nigeria.

    SME Training Manual Consultant

    Background

    • Malaria continues to be a disease of public health importance in Africa and Nigeria. Nigeria is host to approximately 27% of the global malaria burden (or 61.8 million cases) as well as contributing around 23% of malaria deaths (or 94,070 deaths) in 2019. The entire population of Nigeria is at risk of malaria while 76% live in areas of high risk. Over the last decade, huge investments in terms of funding, human and material resources have gone into various interventions through national and subnational control programs and lots of concerted efforts continue to be employed. In line with WHO, Nigeria has deployed key interventions for malaria control: universal coverage of Long-lasting Insecticidal Nets (LLINs), Indoor residual spraying (IRS), testing before treatment using rapid diagnostic tests (RDT) and prompt treatment with Artemisinin-based Combination Therapy (ACT) among others.
    • There is demonstrated change in the epidemiology of malaria as evidenced by the drop in national prevalence of malaria – 23% in the 2018 demographic health survey (DHS) as compared to the 2015 malaria indicator survey (MIS) – 27% with significant regional, state, and socio-economic variations. The use of ITNS by children and pregnant women have increased from 44% and 49% in 2015 to 52% and 58% in 2018 (DHS 2018 page 301) respectively.    
    • In 2017, NMEP, with technical support from MEASURE Evaluation and funding support from PMI, designed and implemented the first national SME malaria workshop to train State Malaria Elimination Programme (SMEP) staff from PMI-supported states. In 2018, a second workshop targeted SMEP staff from Global Fund-supported states. This workshop was jointly funded, with PMI supporting MEASURE Evaluation’s technical assistance and the Global Fund supporting workshop logistics and participant costs. SMEOR Technical partners provided technical assistance during the preparation of the workshop presentations and final delivery to participants. 
    • NMEP seeks the support of a consultant to develop comprehensive reader-friendly Surveillance, Monitoring, Evaluation and Operations Research Training Curriculum/Manuals for malaria program monitoring and evaluation. These trainee and trainer manuals will be used for newly deployed staff orientation, staff capacity development at national and sub-national levels to support evidence-based Programme implementation and quality reporting.

    Description of Services to be Provided
    This consultancy is intended to achieve the following:

    • Conduct a comprehensive review of all Malaria SMEOR training documents and relevant information to develop appropriate content and training methodology that caters for malaria program M and E needs. 
    • Share the layout of the manual with members of the SMEOR Subcommittee for review and approval.
    • Based on the approved layout of the M&E manual, lead in the development of a Surveillance, Monitoring, Evaluation and Operations Research training curriculum/manual for NMEP. This would include facilitation of a workshop for the development.
    • Present the developed trainer and trainee manuals in a validation meeting with the malaria M and E stakeholders
    • Finalize trainer and trainee manuals and submit for approval

    Timeframe:

    • Subject to meeting and acceptance by MSH of assigned tasks, the maximum number of paid days cannot exceed 40 days. The standard work week is 40 hours per week. This statement of regularly scheduled work hours is not intended to limit the hours you may work in a particular week.

    Qualification

    • A Postgraduate Degree in Public Health, Social Sciences or related field.
