    Terms of Reference (ToR): Technology Partner for Geospatial and Health Data Systems

    Project Background

    FACT Foundation is implementing a strategic initiative to strengthen data-driven decision-making in the public health sector through the integration of geospatial and health intelligence. A central component of this initiative is the establishment of a centralised geospatial and health data repository to enhance planning, resource allocation, and service delivery.

    Objective of the Assignment

    The primary objective is to engage a Technology Partner to provide the technical expertise required to architect, prototype, build, test, and deploy a centralised geospatial and health data repository. The partner will adopt an iterative, user-centred development approach, ensuring that system design and functionality are continuously refined through stakeholder engagement and usability validation. The partner will also ensure long-term sustainability through comprehensive technical documentation and structured knowledge transfer.

    Scope of Work

    The Technology Partner will be responsible for the following core areas:

    System Architectural Framework

    Design a robust architecture for a centralised repository covering four dimensions:

    • Business Architecture: Defining healthcare use cases and decision-making workflows.
    • Functional Architecture: Mapping data requirements, system features, and user interactions.
    • Technical Architecture: Selecting appropriate technologies (with a strong preference for open-source platforms), designing APIs, and managing system integrations.
    • Governance Architecture: Establishing roles, responsibilities, and data management protocols.

    Prototyping & User-Centred Design

    • Develop rapid prototypes and minimum viable products (MVPs) to validate system concepts.
    • Conduct structured user testing sessions with key stakeholders (e.g., health planners, M&E officers, data managers).
    • Iteratively refine system features based on usability feedback and real-world workflows.

    Repository Development

    • Build and deploy a functional data repository capable of storing, managing, and visualising both geospatial and health-related datasets.
    • Ensure the system is modular, scalable, and optimised for low-resource environments.

    Data Integration

    • Ensure the system effectively captures and harmonises diverse spatial and non-spatial datasets to support planning and monitoring.
    • Enable interoperability with existing health information systems through standards-based integration.

    Open-Source Implementation

    • Prioritise the use of open-source technologies and frameworks to promote cost-effectiveness, flexibility, and long-term sustainability.
    • Ensure all solutions are well-documented and avoid vendor lock-in.

    Sustainability & Knowledge Transfer

    • Provide comprehensive technical documentation (including architecture, configurations, and source code).
    • Facilitate hands-on training and capacity-building sessions for government stakeholders.
    • Support the transition of system ownership to local health authorities.

    Key Deliverables

    The following deliverables are expected from the Technology Partner:

    • Project Inception & Framework Report: Documentation outlining the framework for accommodating all identified spatial and non-spatial datasets, including prototyping and a user engagement plan.
    • Architectural Framework Report: Detailed documentation of the business, functional, technical, and governance architectures.
    • Prototypes & User Testing Reports: Iterative prototypes (MVPs) and documented findings from user testing cycles, including usability insights and design refinements.
    • Functional Data Repository: An established, centralised system for geospatial and health data visualisation and management.
    • Technical Documentation & Source Code: Full documentation and software code required for system ownership, replication, and maintenance.
    • Sustainability Roadmap: A formal plan for the seamless transfer of assets, knowledge, and system ownership to the relevant government agency.

    Required Technical Competencies

    The ideal Technology Partner should demonstrate significant expertise in:

    • Geospatial and Health Systems Development: Proven experience in building GIS-based platforms and integrating spatial data with non-spatial datasets.
    • Open-Source Technologies: Demonstrated experience in implementing, customising, and maintaining open-source solutions (e.g., data platforms), with a clear understanding of community-supported ecosystems.
    • Prototyping & User Testing: Strong capability in rapid prototyping, human-centred design, and usability testing, including translating user feedback into system improvements.
    • System Architecture: Ability to design complex multi-dimensional system architectures (Business, Functional, Technical, and Governance).
    • Health Information Systems: Familiarity with health data use cases and the requirements for health planning and service delivery systems.
    • API Management & Integration: Expertise in developing APIs for secure and scalable data exchange between platforms.
    • Knowledge Transfer: Experience in institutionalising technology within public sector agencies, including the development of localised training materials and technical documentation.

    Compliance and Standards

    • Data Protection: The partner must comply with all applicable data protection legislation.
    • Intellectual Property: All software, code, and service products developed under this engagement shall remain the property of the FACT.

    Selection Criteria

    Proposals will be evaluated based on the following criteria: 

    • Technical Competence (40%): Understanding of scope, proposed methodology, software, and data security.
    • Financial Proposal (30%): Competitiveness and transparency of fees. 
    • Experience and Qualifications (25%): Company experience, team expertise, client references.
    • Regulatory and compliance (5%): Tax /statutory compliance and relationship management, legal registration

    Proposal Requirements

    Interested service providers should submit a comprehensive proposal including: 

    Company Profile 

    • Legal registration details 
    • Organisational structure
    • Overview of core services and relevant experience 
    • Key personnel involved in the project with their qualifications and experience.

    Technical Proposal 

    • Demonstrated understanding of the TOR and scope of work 
    • Proposed methodology and service delivery approach 
    • Client support structure and reporting mechanisms: proposed reporting formats and frequency and customer support and advisory services.

    Financial Proposal 

    • Detailed breakdown of fees and any additional service charges
    • Clear indication of whether fees are inclusive or exclusive of VAT Client 

    References 

    • Contact details (name, organization, email, phone number) of at least three organisations for which similar services have been provided.

    Contract Duration, Terms and Conditions

    The contract shall be awarded for an initial period of four (4) months and may be renewed based on satisfactory performance and mutual agreement.

    Notice of Termination

    Either party may terminate the resulting contract by providing not less than thirty (30) days’ written notice to the other party. FACT reserves the right to terminate the contract immediately in cases of material breach, fraud, gross misconduct, failure to comply with statutory obligations, or failure to meet agreed service standards. 

    Transition Support 

    Upon termination or expiration of the contract, the Technology Partner shall provide full transition support to FACT or another designated provider.

    Dispute Resolution

    Any disputes arising from this engagement shall be resolved through negotiation, mediation, arbitration, or through the courts of the Federal Republic of Nigeria.

    Payment Terms 

    Payment to the Technology Partner will be made in Nigerian Naira (₦) subject to the satisfactory completion of agreed milestones and submission of accurate reports and invoices, in accordance with the terms agreed at contract execution.   

    FACT reserves the right to withhold payment where submitted documentation is incomplete or inconsistent with agreed deliverables. All bidders are advised that the applicable tax will apply to any award for this engagement as stipulated by the Nigeria Tax Act, 2025. Withholding tax deductions shall be made at the time of payment and remitted immediately to the Nigerian Revenue Services (NRS).
