    Land Survey Consultant

    In all the six E-WASH partner states like other state in Nigeria, Fecal Sludge solution is predominantly on-site sanitation or non-sewer sanitation that is either septic tank or also unplanned and poorly managed pit latrines. The recent E-WASH baseline assessment indicated that emptying and transportation of fecal sludge is provided by informal private providers and Sludge disposal practices is characterized by unlawful dumping in the open environment. There are no public treatment facilities for fecal sludge in all the E-WASH partner states including Delta.
    E-WASH is therefore seeking local experts to undertake the following specific activities leading to the construction of FSTPs.

    The Assignment

    E-WASH seeks to recruit a Land Surveyor consultant to conduct site plan survey for construction of Fecal Sludge Treatment Plant in Asaba, Delta State. In Asaba, the consultant will work with E-WASH Institutional and Policy Development Specialist and other team members, the Staff of Delta State Urban Water Corporation and any other relevant sector stakeholders.

    Specific Activities

    The Consultant is expected to undertake the following:

    • Area map showing site and access Roads
    • Photos of the Site
    • Assessment of the access road to the site by desludging vehicle
    • Site plan drawn to scale and dimensioned
    • Topographical and boundary survey

     Objectives of the Assignment

    The main objective of this assignment is to assist E-WASH in developing a detailed site plan in Asaba for construction of pilot Fecal Sludge Treatment Pant (FSTP)

    Expected Deliverables

    • Electronic copy (PDF and DWG file format for all electronic files) and four (4) hard copies of Area Map showing site and all access roads
    • Electronic and all hard copies of photos of the site
    • Detailed electronic and four (4) hard copies of Site Pan drawn to scale and dimensioned
    • Electronic and four hard copies of Topographical and Boundary survey of the area

    Qualifications

    • At least a college degree in Land Survey or any relevant field;
    • Minimum of 10 years of experience working on land survey and mapping;
    • A demonstrable understanding of the landscape of the Niger Delta region is added advantage;
    • A good understanding of strategies, technologies for land survey, mapping and site plan;
    • Strong analytical and communication skills, methodological rigor and problem-solving ability;
    • Highly motivated and experienced in providing high-level and results-oriented technical support to clients under a complex political environment
    • Knowledge and experience of donors such as USAID, DFiD, EU, World Bank and AfDB funded projects, policies, instruments and facilities is a plus.
    • Computer literacy (minimum MS Word, Excel, MIS, AutoCAD and GIS).

    Sanitation Expert Consultant

    Job Descriptions

    • RTI International in collaboration with Plan International and other partners are implementing a 4-year USAID funded Effective Water, Sanitation, and Hygiene (E-WASH) program.
    • E-WASH will provide technical assistance to and will work in collaboration with state governments to improve urban water service delivery by strengthening the governance, financial, and technical viability of six (6) State Water Boards (SWBs) in Nigeria.
    • The overall goal is improvement of urban water and sanitation service delivery.
    • The overall objective of E-WASH is to assist the Government of Nigeria to expand and improve urban water service delivery by strengthening the governance, financial and technical viability of select State Water Boards (SWBs) in Nigeria.
    • The E-WASH activity will concentrate on solidifying state, municipal, and utility level governance gains, manifested in improved water supply services, and an improved ability to regulate, manage, and expand sanitation services.
    • In all the six E-WASH partner States like other States in Nigeria, sanitation solution is predominantly on-site sanitation or non-sewer sanitation that is either septic tank or also unplanned and poorly managed pit latrines.

    • The USAID’s E-WASH project is seeking to recruit a total of 6 consultants to support its efforts in addressing the sanitation challenge in the six states. The six consultants will work on developing the city sanitation plans and shit flow diagrams under the guidance of an international expert that has already been identified. Each state will have a consultant who will work closely with the State based Institutional and Policy Development Specialist. Sanitation Expert Consultants (6 slots)

    The Assignment

    • E-WASH seeks local experts to undertake the following specific activities leading to the development of the city sanitation plans, shit flow diagrams (SFDs) and development of feasibility studies for the construction of FSTPs:

    Specific Activities
    The consultant is expected to undertake the following:

    • Develop the city context with respect to sanitation
    • Undertake the service delivery context analysis – Policy, legislation and regulation – clearly explain what the situation is with respect to the above items
    • Define the existing or current institutional roles and responsibilities – for service provision, policy and legal etc
    • Planning arrangements for the city sanitation – service targets – do these exist and what needs to be done
    • Reducing inequity especially for those living in informal settlements, Plans and measures to reduce inequity
    • Develop capacity plans to meet service needs, demands and targets, monitoring the implementation
    • Expansion – stimulating demand for services, Strengthening service provider roles
    • Develop existing arrangements for service outcomes – containment (different types), emptying services, transportation
    • Develop Shit floor Diagrams (SFDs) (containment types, treatment technologies and disposal)
    • Undertake feasibility studies for the FSTPs
    • Stakeholder engagement on the SFD

    Objectives of the Assignment:

    • The main objective of this assignment is to assist E-WASH in implementing the sanitation interventions in the urban areas of our intervention states. This SoW is on the development of city sanitation plans and shit flow diagrams (SFDs).

    Expected Deliverables:

    • City wide sanitation plans for the selected city.
    • A narrative for the Shit Flow Diagram.
    • Graphic presentation of the SFD.
    • Feasibility study report for the FSTP.

    Qualifications and Experience

    • At least a Master’s degree in Sanitation or Waste Water Engineering, Institutional Development, Economics, Urban Planning, Business Management, Engineering or any relevant field;
    • Minimum of 10 years of experience working on sanitation interventions either rural or urban. sanitation or infrastructure sector reform;
    • A demonstrable understanding of the institutional framework for urban sanitation sector in Nigeria;
    • A good understanding of strategies, technology and social components related with the fecal sludge treatment facilities is a requirement;
    • Strong analytical and communication skills, methodological rigor and problem-solving ability;
    • Highly motivated and experienced in providing high-level and results-oriented technical support to clients under a complex political environment
    • Knowledge and experience of donors such as USAID, DFID, EU, World Bank and AfDB funded projects, policies, instruments and facilities.
    • Computer literacy (minimum MS Word, Excel, MIS).
