    Quality Document Controller

    Function: Quality Records, Document Control, and Handover

    Reports to: Quality Manager / Project Document Control Lead

    Supervises: Document control assistants, as assigned

    Role Purpose

    Control quality documents and records throughout their life cycle so that approved information is available at the point of use and final QA dossiers are complete, traceable, correctly indexed, and accepted at project handover.

    Key Responsibilities

    • Implement document numbering, metadata, templates, workflows, revision/status codes, approval matrices, transmittals, and retention requirements.
    • Receive, register, quality-check, route, issue, distribute, and archive quality plans, procedures, ITPs, inspection reports, NCRs, audits, certificates, and technical records.
    • Maintain controlled registers and ensure superseded or unapproved documents are removed from points of use while retaining an auditable history.

    Qualifications and Experience

    Minimum Requirements

    • HND or bachelor’s degree in Engineering, Information/Records Management, Business Administration, or a related discipline.
    • Typically 5 or more years of document control or quality-records experience on oil and gas, EPC, construction, fabrication, or asset-integrity projects.
    • Demonstrated experience with electronic document management systems, transmittals, registers, contractor/vendor documents, and QA dossier compilation.

    Oil Spill Response Inspector

    Role Purpose

    Inspect oil-spill preparedness and field response activities to verify that containment, recovery, shoreline/land protection, waste handling, equipment readiness, and response records meet approved plans, environmental requirements, and safe-work controls.

    Key Responsibilities

    • Inspect spill-response bases, kits, booms, skimmers, pumps, tanks, sorbents, PPE, communications, boats/vehicles, and support equipment for availability and serviceability.
    • Verify inventory, maintenance, inspection tags, calibration, deployment readiness, access routes, and mobilisation arrangements against response plans.

    Role Purpose

    Turn inspection, audit, NCR, rework, supplier, completion, and document data into reliable insight that enables project and operations leaders to prioritise risk, improve performance, and prevent recurrence.

    NDT Inspector

    Function: Non-Destructive Testing and Weld Quality

    Role Purpose

    Perform, witness, and review non-destructive testing of welds, materials, and equipment, ensuring methods, personnel, procedures, equipment, interpretation, and records meet the approved code and project acceptance criteria.

    Relief Valve Inspector

    Function: Pressure Safety Device Inspection and Certification

    Role Purpose

    Inspect, witness, and document the removal, overhaul, testing, certification, preservation, and reinstallation of pressure safety and relief valves so that each device is traceable, correctly set, leak-tight, and fit for its designated service.

    Key Responsibilities

    • Verify valve identification, tag number, service, set pressure, inlet/outlet data, due date, and maintenance history against the approved register and data sheet.
    • Witness as-found testing and record pop/set pressure, seat leakage, blowdown, and observed condition before dismantling where practicable.
    • Inspect bodies, bonnets, nozzles, discs, spindles, springs, bellows, seals, threads, flanges, and internal components for damage, wear, corrosion, or contamination.

    • Confirm test bench, gauges, pressure sources, media, adapters, and measurement devices are suitable and within calibration.

    Role Purpose

    Pipeline Inspector

    Function: Pipeline Construction and Integrity Inspection

    Reports to: Pipeline QA/QC Lead / Construction QA/QC Engineer

    Supervises: None

    Role Purpose

    Inspect pipeline construction, tie-in, testing, coating, and reinstatement activities to ensure the installed pipeline meets approved design, code, integrity, and client requirements and is supported by complete construction records.

    Key Responsibilities

    • Review route drawings, alignment sheets, isometrics, material specifications, WPS/PQRs, ITPs, test procedures, and approved construction methods.
    • Verify pipe, fittings, valves, flanges, consumables, heat numbers, coating condition, storage, handling, and material traceability.
    • Inspect joint preparation, fit-up, alignment, preheat, welding parameters, welder qualifications, weld identification, and weld mapping.
    • Coordinate VT and NDT, review results and repair status, and ensure accepted welds are released before coating or concealment.
    • Inspect field-joint coating, holiday testing, lowering-in, padding, crossings, trench condition, backfill, markers, and cathodic-protection interfaces.
    • Witness gauging, cleaning, pressure testing, dewatering, drying, leak testing, reinstatement, and pre-commissioning activities.
    • Verify tie-ins, dimensional control, flange management, bolt tightening, valve orientation, supports, and interface points at facilities.
    • Raise and close observations, punch items, and NCRs; prevent unauthorised repairs or bypass of ITP hold points.
    • Maintain daily reports, weld/NDT/coating/test registers, red-line records, and pipeline handover dossier inputs.

    Qualifications and Experience

    Minimum Requirements

    • HND or bachelor’s degree in Mechanical, Welding, Materials/Metallurgical, Pipeline, or a related discipline.
    • Typically 7 or more years of pipeline construction or integrity inspection experience in oil and gas.
    • Hands-on knowledge of pipeline welding, NDT, field-joint coating, hydrotesting, lowering-in, reinstatement, and documentation.
    • Ability to read alignment sheets, isometrics, weld maps, test packs, and pipeline specifications.
    • Readiness to work along rights-of-way, remote locations, terminals, crossings, or live-facility interfaces.

    Preferred Certifications and Standards Knowledge

    • CSWIP 3.1 Welding Inspector and ASNT/ISO 9712 Level II are strongly preferred.
    • AMPP/NACE coating certification is advantageous.
    • Working knowledge of ASME B31.4/B31.3 as applicable, ASME Section IX, API requirements, ASTM materials standards, and client pipeline specifications.

    • Hydrotest and pre-commissioning verification

    • Route-based reporting and dossier control

    • Weld repair and NDT rejection rate

    • Pipeline test packs accepted first pass
    • No unauthorised concealed work or missed hold points
    • Complete weld, coating, test, and as-built records

    Reporting and Interfaces

    Internal interfaces: Pipeline engineering, construction, welding, coating, survey, testing, commissioning, HSE, and document control teams.

    External interfaces: Client inspectors, pipeline contractors, NDT/coating providers, land/community interface teams, and laboratories.

    Material Inspector

    Function: Materials Quality, Receiving Inspection, and Traceability

    Reports to: Materials/QA/QC Engineer / Procurement Quality Lead

    Supervises: None

    Role Purpose

    Verify that purchased and delivered materials and equipment conform to purchase orders, specifications, approved drawings, certificates, and preservation requirements, with full traceability from manufacture through receipt, storage, issue, and installation.

    Key Responsibilities

    • Review purchase orders, material requisitions, technical specifications, data sheets, approved vendor documents, inspection assignments, and release notes.
    • Perform or witness source and receiving inspections for pipes, fittings, flanges, plates, structural steel, valves, welding consumables, coatings, fasteners, and equipment.
    • Verify quantity, dimensions, grade, heat/batch numbers, markings, physical condition, packaging, and conformity with approved documents.
    • Review material test certificates and certificates of conformity for chemical, mechanical, heat-treatment, testing, and code compliance.
    • Witness positive material identification, dimensional checks, hardness, impact, destructive or non-destructive tests when specified.
    • Maintain material traceability and prevent commingling, substitution, damage, expiry, or use of unapproved material.
    • Identify non-conforming or damaged materials, control quarantine status, and coordinate technical disposition and reinspection.
    • Verify storage, preservation, segregation, environmental protection, shelf-life control, and issue practices at warehouses and laydown areas.
    • Prepare receiving reports, inspection releases, punch lists, NCR inputs, and complete supporting records for QA dossiers.

    Qualifications and Experience

    Minimum Requirements

    • HND or bachelor’s degree in Materials/Metallurgical, Mechanical, Welding, Production, or a related engineering discipline.
    • Typically 5 or more years of materials inspection, vendor inspection, receiving inspection, or procurement quality experience.
    • Ability to interpret material specifications, MTCs, ASTM/ASME grades, dimensional standards, and purchase-order requirements.
    • Experience with traceability systems, preservation, non-conforming-material control, and vendor documentation.
    • Competence with basic dimensional tools and material-identification methods.

    Preferred Certifications and Standards Knowledge

    • ASNT/ISO 9712 Level II or PMI/materials inspection training is advantageous.
    • Welding inspector or API certification is desirable for piping and pressure-equipment materials.
    • Working knowledge of relevant ASTM materials standards, ASME specifications, API requirements, and client preservation standards.

    Core Competencies

    • Material certification and traceability review

    • Dimensional and visual verification
    • Quarantine, preservation, and shelf-life control
    • Accurate inspection-release documentation

    Key Performance Measures

    • Materials accepted without later traceability gaps

    • Complete MTC and release records available for handover

    Reporting and Interfaces

    Internal interfaces: Procurement, warehouse, engineering, construction, QA/QC, logistics, preservation, and document control teams.

    External interfaces: Vendors, freight/logistics providers, third-party inspectors, testing laboratories, and client materials representatives.
