    Facility Statutory Inspector

    Function: Regulatory Compliance and Asset Integrity Inspection

    Reports to: Asset Integrity Manager / Inspection Authority

    Supervises: None

    Role Purpose

    Plan, coordinate, and document statutory and code-required inspections for facility equipment and safety-critical assets, maintaining a reliable compliance register and ensuring overdue, defective, or uncertified items are controlled.

    Key Responsibilities

    • Maintain the facility statutory inspection register, equipment inventory, inspection frequencies, due dates, certificates, and responsible parties.
    • Confirm applicable legal, regulatory, code, manufacturer, and client requirements for pressure equipment, lifting equipment, storage systems, relief devices, and other assigned assets.
    • Develop risk-informed inspection schedules and scopes and coordinate access, isolation, preparation, and competent-person resources.
    • Review equipment history, previous findings, repairs, operating conditions, and certification status before inspection.
    • Perform or witness visual examination, functional tests, NDT, thickness measurement, load tests, pressure tests, and specialist examinations within authorised competence.
    • Evaluate inspection results against acceptance criteria and define restrictions, repairs, reinspection, or removal from service where necessary.
    • Verify third-party competence, calibration, approved procedures, and certificate accuracy before accepting statutory records.
    • Track findings and integrity actions to closure and escalate overdue inspections or high-risk defects to accountable management.
    • Provide auditable compliance reports, dashboards, certificates, and evidence for management, client, and regulatory assurance reviews.

    Qualifications and Experience

    Minimum Requirements

    • Bachelor’s degree or HND in Mechanical, Materials/Metallurgical, Electrical, Marine, or a relevant engineering discipline.
    • Typically 7 or more years of inspection or asset-integrity experience in oil and gas, terminals, refineries, or industrial facilities.
    • Demonstrated experience managing inspection registers, certification, competent-person activities, and integrity-action closure.
    • Knowledge of pressure equipment, lifting appliances, tanks, relief devices, piping, and related facility safety-critical systems.
    • Ability to interpret applicable regulations, code requirements, inspection reports, and equipment history.

    Preferred Certifications and Standards Knowledge

    • Relevant API, ASNT/ISO 9712, lifting-equipment, pressure-equipment, or competent-person certification is preferred according to scope.
    • ISO 9001 auditor or asset-integrity training is advantageous.
    • Working knowledge of applicable ASME, API, statutory, manufacturer, and client inspection requirements.

    • Regulatory/client assurance reviews completed without major gaps

    Reporting and Interfaces

    Internal interfaces: Operations, maintenance, asset integrity, HSE, engineering, inspection planning, and document control teams.

    External interfaces: Regulators, client assurance teams, competent persons, inspection bodies, OEMs, and specialist testing contractors.

    HSE and Quality Commitment

    Ensure equipment is safely isolated, depressurised, prepared, and accessed before inspection; statutory compliance never overrides permit-to-work or operational safety controls.

    The role holder is expected to demonstrate integrity, objective judgement, respect for approved procedures, and a continual-improvement mindset. Responsibilities may be adjusted to suit project scope, risk, location, and contractual requirements.
