    Senior Monitoring and Evaluation Assistant

    Job Summary

    • The overall purpose of the position is to support the quality assurance and quality improvement of all the monitoring and evaluation activities of the Nigeria Country Programme.
    • The position will support key routine assignments such as ensuring site-level data quality and management, which include ensuring that site staff are using standard data collection tools, supporting routine data collection, data entry, data analysis, and data reporting.
    • The M&E Assistant will be required to understand the entire m2m program in order to easily identify errors and inconsistencies in data.
    • The position will be based at the Country Office in Abuja.

    Key Performance Areas
    Data management:

    • Collaborate with site colleagues to ensure that all sites have latest data collection tools i.e. Facility, Community etc.
    • Work with M&E Manager and Site Coordinators to ensure data is entered in real-time from sites.
    • Weekly review data to ensure correctness and completeness.
    • Verify entered data by reviewing, correcting, changing or deleting entered information.
    • Generate data reports based on entered data on a periodic basis and as required.
    • Respond to information access and retrieval requests from authorised members.
    • Ensure receipt of all monthly M&E and other reporting forms from all sites
    • Support data management in relation to periodic evaluations and operations research

    Data quality monitoring:

    • Monitor site level data quality using standard checklist.
    • Coach and mentor site staff on data quality.
    • Participate in routine data compilation, monthly, quarterly and annually whenever necessary.
    • Assist in implementation of all M&E activities; development of tools, capacity building, site supervision, data collection and reporting.
    • Review data to ensure completeness and accuracy in data entry, follow up on missing data and data reporting forms, and implement data quality controls

    Reports/ Documentation:

    • Work with colleagues to provide relevant data and information required to develop proposals and compile donor reports and head office reports.
    • Provide data and information whenever required to document lessons learned and special reports.
    • Maintain filling system to ensure secure and organized storage of site reporting forms and other related M&E documents
    • Coordinate the supply, production, and distribution of printed M&E tools for all m2m sites in Nigeria
    • Assist the Nigeria Country Team as required including running reports of data used for programme review and planning.

    Capacity Building:

    • Assist with training sessions of site staff on data documentation, indicators, monthly data compilation and data quality check techniques.
    • Conduct on site supportive supervision visits to identify gaps and challenges faced by site staff and offer onsite training, mentoring and support for improved data collection and management.
    • Collaborate with the country team to formulate roll-out plans for new data collection tools.
    • Facilitate M&E training components during pre-service training and in-service training
    • The Senior M&E Assistant will engage with Health Facility staff, Area Council M&E Officers, and other key health stakeholders.
    • The role may also involve liaising with external partners, including facility and community-level staff, representatives from the State Ministry of Health (SMoH), as well as donor and implementing partner personnel.

    Qualifications and Experience

    • A bachelor’s degree in a relevant discipline (e.g. public health, statistics, or demography)
    • At least 3-4 years’ post NYSC experience in monitoring and evaluation
    • Experience working in the NGO arena will be an advantage.
    • Proven experience in managing and processing data, including conducting data quality audits in the health sector, experience with HIV/AIDS programmes is preferred
    • Computer skills and experience using MS Excel, Outlook and Access are a requirement
    • Knowledge of DHIS2, Commcare, SPSS, Epi info, Epi-data or Stata packages (at least one of these)
    • Fluency in English, ability to speak in Hausa will be an added advantage.

    Programme Technical Manager

    Description

    • The Programme Technical Manager will have responsibility for all aspects of technical and operational programme management to optimise programme performance and outcomes and supervise the implementation of the programme.
    • S/he will be responsible for designing and reviewing m2m’s programme intervention in Nigeria, systematic monitoring of programme results against targets and work plans, development and operationalisation of programme standards, and employing data for decision-making and course correction.
    • The Programme Technical Manager will ensure programme effectiveness and cost efficiency through appropriate human and financial resource management.
    • The Programme Technical Manager, with the Programme Officer, will supervise m2m’s direct service activities, building the capacity of frontline staff.
    • S/he will ensure effective coordination with key stakeholders including government, donors, other implementers, and private sector, and support the Country Director in representing m2m at technical working groups, conferences, and other forums.
    • S/he will also support the design and development of proposals for programme funding.
    • The position will be based in Abuja, Nigeria and report to the Country Director (CD).

    Key Responsibilities
    Technical Support and Quality Improvement:

    • Provide technical leadership and support to the m2m in-country team around start-up and implementation processes.
    • Provide technical oversight and management of the implementation and monitoring of project activities.
    • Support the design of, and maintain/review, m2m’s programme toolkit (including training, standard operating procedures, service delivery and monitoring tools) for Nigeria.
    • Lead recruitment, training, and capacity building of site staff.
    • Lead and/or support the development of technical scopes of work for new funding proposals.
    • Facilitate knowledge and information sharing of national and global issues and developments relevant to m2m’s programming, including from other m2m countries, among project team.

    Programme Management:

    • Ensure quality implementation of m2m’s programme. Support the development and implementation of site-level activities. Conduct routine supportive supervision, mentorship, and monitoring of site-level activities, oversee monthly analysis of supportive supervision results and other technical assessments.
    • Work with programme and monitoring and evaluation (M&E) staff to routinely review Quality Assurance/Quality Improvement (QA/QI) programme performance reports and identify data-driven quality improvement activities, capacity building and training needs, and develop capacity building and implementation plans to address gaps. Lead project review meetings and provide proactive updates on project performance.
    • Collaborate and support M&E Officer to ensure data and reporting quality. Support the site-level use of m2m quality improvement and strategic management tools, both paper and electronic.
    • Develop internal and donor deliverables, including annual workplans, routine performance reports and presentations, working closely with the CD and M&E staff. Provide input into development of deliverables for other functional areas including budgets and monitoring and evaluation plans.
    • Provide input into monthly expenditure projections, working closely with CD and finance manager to monitor programme expenditures to remain within budget and analyze expenditure trends.
    • Institute functional systems, processes, and procedures required to ensure programme activities are implemented in full compliance with donor, m2m, and national policies and requirements.
    • Manage programme staff. Support Programme Officer in managing and building capacity of project staff.

    Stakeholder Relations and Engagement:

    • Support the Country Director in building and maintain relationships with key stakeholders, including government and donor representatives.
    • Actively participate and represent m2m in Technical Working Groups and relevant forums at national and state level.
    • Ensure close working relationships with government and partner organizations to ensure harmonized efforts and coordination of project activities.
    • Provide country intelligence and insight to resource mobilization team, meet with potential donors to expand in country portfolio.

    Qualifications and Experience

    • Bachelor's Degree in Medicine, Nursing, Public Policy, or a related field; Master's in Public Health is advantageous.
    • Minimum of seven years’ experience planning, managing, and monitoring RMNCH, HIV or primary health care programmes in Nigeria, with three years in a supervisory role.
    • Proven in-depth knowledge of in health programming and policies, with specific experience in HIV, RMNCH, and primary health care landscape and programmes in Nigeria.
    • Familiarity with adult learning principles.
    • Demonstrated ability to design and lead the execution of efficient support systems including creating programme, operational, tracking and evaluation support tools.
    • Demonstrated experience in monitoring project performance, using M&E data for programme improvement. Ability to organize, analyze, interpret, and use programme performance information.
    • Demonstrated experience in conduct of technical on-site supervision using programme tools; experience supporting use of electronic client management tools strongly preferred.
    • Strong design and conceptualization skills – able to think creatively and; systematically at all project levels.
    • Experience coordinating and/or leading public health programmes in resource limited settings.
    • Experience in project management. Demonstrated experience in developing and writing quality project work plans, reports, and other deliverables. Technical proposal writing skills is a valuable asset.
    • Experience working in Nigeria with government, donors, and implementers/non-governmental organisations; experience establishing relationships and working with stakeholders at national and state in community-based public health programming.
    • Knowledge of Nigeria’s health and social service systems, and partner landscape.

    Senior Programme Assistant

    Senior Programme Assistant

    • The Senior Programme Assistant will support the day-to-day coordination, implementation, and monitoring of m2m Nigeria’s programmatic activities at supported health facilities and communities.
    • The role will focus on ensuring quality service delivery across thematic areas such as PMTCT, RMNCH, and ECD.
    • She/he will work closely with Mentor Mothers and other field staff to drive performance, support capacity building, and promote m2m values in all community and facility-based engagement.

    Key Performance Areas

    Programme Implementation:

    • Provide supportive assistance to Facility and Community Mentor Mothers on m2m RMNCH/PMTCT and ECD programme standards, under the guidance of the Programs Officer.
    • Provide day-to-day administrative and logistical support for program activities, including scheduling meetings
    • Assist in planning and coordinating field-based programme activities (community outreaches, orientation, facility meetings
    • Assist in preparing program reports, presentations, and success stories for internal and external stakeholders.
    • Maintain effective communication with facility teams and community stakeholders.
    • Maintain proper filing and retrieval systems for program documents, reports, and other resources.
    • Support monitoring visits and quality improvement activities across program sitesasneeded.
    • Collate weekly activity updates across thematic areas

    Training and Capacity Building

    • Assist with logistics and coordination of pre-service and in-service trainings.
    • Co-facilitate pre and in -service trainings where necessary
    • Provide onsite and off-site mentorship to field staff

    Human Resource Management:

    • Support management of site staff
    • Collate timesheets and leave request for field staff for compliance tracking.
    • Live and promote m2m values including integrity, honesty, dedication, empathy, compassion and teamwork among m2m staff.

    Programme Administration:

    • Assist with procurement processes, vendor follow-ups, and tracking of program expenditures
    • Support the prudent use of m2m’s resources at project sites
    • Take notes and file minutes of programme related meetings

    Requirements
    Qualifications and Experience:

    • Degree or its equivalent in Health Sciences (Public Health, Clinical Medicine, Nursing, Environmental Health) or Psychology.
    • Minimum of 3-4 years' post NYSC field experience in public health, preferably with a focus on Prevention of Mother to Child Transmission (PMTCT), or HIV/AIDS programming, Reproductive Maternal New-born and Child Health (RMNCH), and Early Childhood Development (ECD).
    • Experience working in the NGO arena will be an advantage.
    • Experience in facilitation, supervision, and field-level quality improvement.

    Competencies:

    • Strong interpersonal skills and ability to coordinate field staff.
    • Excellent organizational and multitasking skills.
    • Proficiency in Microsoft Office (Word, Excel, PowerPoint).
    • Fluency in English and local Nigerian languages.
    • Knowledge of Nigerian healthcare system
    • Ability to work under pressure, manage multiple tasks, and meet deadlines.
    • Self-motivated, with good analytical skills and a results-oriented approach.
    • Excellent communication skill both verbally and written
