The Role

• The Payroll and Benefits Manager is a critical operational role responsible for ensuring accurate, timely, and compliant payroll and benefits processing across all markets.
• You will manage complex, multi-country payroll landscapes, drive process improvements, and serve as a key trust function in our fast-growing, multi-country fintech environment.
• This role reports to the Head, People Enablement and Governance.

What Your Day-to-Day Activities Will Be Like
Payroll Operations:

• Manage end-to-end payroll processing across all active Flutterwave markets, ensuring accuracy, completeness, and timely disbursement every cycle
• Maintain payroll records, adjustments, and change logs with full audit trail discipline
• Coordinate with HR and Finance teams to ensure all payroll inputs, including new hires, exits, salary changes, bonuses, and deductions, are captured and processed correctly
• Reconcile payroll outputs with Finance ledgers each cycle and resolve discrepancies promptly
• Own the payroll calendar and proactively flag risks to timely processing

Statutory Compliance:

• Ensure full compliance with payroll-related statutory obligations in every market, including PAYE, pension, NHF, NHIS, and equivalent obligations in non-Nigerian markets
• Prepare and file all statutory payroll remittances accurately and on time
• Monitor changes in tax legislation and employment law across markets and update payroll processes accordingly
• Act as the primary point of contact for payroll-related regulatory queries and audits

Benefits Administration:

• Administer employee benefits deductions and contributions through payroll, including group life insurance, health insurance, and pension
• Ensure accurate reflection of benefit enrolments, changes, and terminations in payroll cycles
• Support benefits renewals with payroll data and cost analysis

Systems and Process Improvement:

• Own and optimise payroll system configuration, ensuring it accurately reflects business rules, local statutory requirements, and pay structures
• Streamline and improve payroll processes to reduce error risk and processing time
• Build and maintain a reliable payroll reporting suite for People, Finance, and leadership

Vendor and Partner Management:

• Manage relationships with payroll service providers, statutory agencies, pension fund administrators, and benefits brokers
• Ensure SLAs and compliance obligations are met across all third-party payroll relationships

Governance and Audit:

• Maintain clean, well-structured payroll records that are audit-ready at all times
• Lead payroll-related internal and external audit exercises, producing accurate documentation and resolving queries efficiently
• Identify and escalate payroll risks, flagging issues to the Head, People Enablement and Governance proactively
• Ensure personal information of customers, employees, and partners is processed and protected in line with data privacy laws and global best practices

Required competencies to be a Waver

• Minimum of 7 years' experience in payroll management, with direct responsibility for multi-country payroll
• Deep knowledge of Nigerian payroll legislation, including PAYE, pension (PenCom), NHF, and NSITF; exposure to other African markets is a strong advantage
• Proven experience managing payroll in a regulated or financial services environment
• Hands-on experience with payroll software and HRIS platforms; ability to configure and optimise payroll systems
• Strong reconciliation and analytical skills, with high attention to numerical accuracy
• Track record of building payroll processes, not just running them
• Relevant professional qualifications in HR, Finance, or Payroll (e.g. CIPM, ICAN, CIPP) are an advantage
• Excellent attention to detail, collaboration, and stakeholder management skills.

About the role

• You will be responsible, at a global level, for the systems, data, payroll, benefits, compliance, real estate and facilities, travel logistics, and policy infrastructure that keeps the organisation running cleanly and lawfully across every market we operate in.
• This is deliberately not a transaction processing role.
• In a fast-moving, regulated, multi-country environment, this function is a strategic control point, and we are looking for someone who will design and build it as such. You will be expected to bring discipline, structure and strong governance to this function, and to build the processes and controls that allow it to operate reliably at scale.
• You will report to the Head of People and Culture.
• The Payroll and Benefits Manager reports directly to you, and you will lead the People Enablement and Governance team end to end.

Responsibilities include but are not limited to
People Systems and Data:

• Own the HRIS as the single system of record globally, including its selection, implementation, configuration, and ongoing optimisation
• Establish strong employee data governance, ensuring data is accurate, secure, well structured, and reportable across all markets
• Build the reporting and analytics layer that turns people data into reliable insight for leadership
• Ensure personal information of employees is processed and protected in line with data privacy laws and global best practices

Payroll and Benefits:

• Own end-to-end payroll across all markets, delivered through the Payroll and Benefits Manager, ensuring it is accurate, timely, and fully compliant with local statutory requirements
• Oversee benefits administration, including group life insurance, health insurance, and other employee benefits, with strong vendor and broker relationships
• Lead benefits renewals and continually optimise cost and value across markets

Compliance, Governance, and Audit:

• Own the statutory and regulatory compliance of the People function across every market
• Lead internal and external people audits, maintaining clean records and strong audit trails
• Build and maintain the global policy framework, ensuring policies are current, consistent, and properly governed

Real Estate and Facilities Management:

• Own the end-to-end real estate portfolio, including identification, negotiation, and management of office leases and rental agreements across all locations
• Oversee office facility management, including maintenance, space planning, and ensuring all  work environments meet operational and safety standards
• Manage security vendor relationships and contracts, ensuring adequate and cost-effective physical security across all office locations
• Oversee utility management, including electricity, internet, water, and other essential services, ensuring continuity and cost discipline
• Manage admin vendor relationships and contracts in partnership with the business, including cleaning, facilities maintenance, and building services
• Ensure all offices are well-equipped, compliant with local regulations, and provide a productive working environment

Travel Logistics:

• Own and manage the organisation's corporate travel framework, including travel policies, booking processes, and approved vendor relationships
• Oversee end-to-end travel coordination for employees across all markets, including flights, accommodation, ground transportation, and visa and travel documentation support
• Manage relationships with travel management companies, hotels, and transport providers, negotiating favourable corporate rates
• Ensure travel spend is tracked, reported, and optimised, with clear cost discipline and policy compliance
• Work closely with Finance and People teams to ensure seamless reimbursement and expense management for business travel

Administrative Expenses:

• Manage administrative expenses with a clear focus on cost discipline and value
• Oversee administrative vendor relationships and contracts across markets
• Track and report on administrative spend, identifying opportunities for optimisation across markets

Leadership:

• Lead, develop, and grow the People Enablement and Governance team, including the Payroll and Benefits Manager and the operations associates, building genuine capability and depth
• Design and continually improve well-structured processes, supported by the right tools, so the function runs reliably at scale
• Operate as a trusted partner to the Head of People and Culture and to the broader leadership team

Required Competencies to be a Waver

• Minimum of 12 years' experience leading HR operations, people infrastructure, facilities management, or a comparable function, ideally in a multi-country environment
• Strong track record in payroll, benefits, and statutory compliance across more than one market, with African market experience a strong advantage
• Demonstrated experience implementing people related systems
• Experience managing real estate portfolios, facilities, and office operations
• Hands-on experience managing corporate travel programmes, including vendor and policy management
• Comfort owning a budget and managing vendor, broker, and lease relationships
• Exposure to a regulated industry such as financial services is required, with experience of a CBN-regulated institution a strong advantage given the concurrent bank designation
• Relevant professional qualifications in HR, finance, or compliance (e.g. CIPM, SHRM, CIPD) are an advantage.
