    Office Manager

    Program Description

    • Funded by the U.S. Agency for International Development and in close partnership with federal partners and select Nigeria States (designated as legacy [Bauchi and Sokoto], launching and technical assistance), the five-year Leveraging Education Assistance Resources in Nigeria (LEARN) project will support sustainable improvements in reading outcomes for first and second grade pupils.
    • The goal of LEARN is to strengthen and scale early grade reading (EGR) best practice by ensuring that standards-based, context-appropriate assessment, materials, training, and administrative supports needed to improve literacy skills for P1-2 pupils are embedded within the federal policy, funding, and monitoring frameworks, and state and local authorities have the implementation protocols, capacity, and resources to carry out and sustain standards-based, data-driven EGR reform.
    • The project objective is to instill ownership in and build capacity of school-community, local, state, and federal systems to establish a base for adequate, consistent data-driven funding, monitoring and performance that increase the equity, inclusion, and wellbeing necessary to achieve sustained EGR gains.
    • LEARN will therefore be building on lessons learned from prior Nigeria reading programs to introduce a flexible, cost- efficient EGR intervention model that can be tailored to state contexts.

    Position Summary

    • The Office Manager will perform a broad range of clerical, secretarial, operations, office management, and reception duties.
    • The Office Manager will be responsible for intra-office communication, office building/supply management, streamlining administrative and operational procedures, inventory control maintenance/management, and staff supervision.

    Primary Responsibilities

    • Work with the Senior Operations Manager to:
      • Manage expendable/non-expendable inventory, including data entry to SharePoint, oversight of spot checks/verification, and more
      • Establish and oversee hardcopy file retention guidelines and office administrative systems
      • Book transport and accommodation for STTA/visitors
    • Coordinates the planning and organization of meetings and workshops.
    • Manage logistics, catering, and bookings
    • Handle all email, mail and phone general inquiries and requests for information and materials.
    • Provide day-to-day support to staff in general office operations and identify future needs.
    • Ensure timely welcome services, store management and other support services for staff and visitors.
    • Controls store inventory levels by conducting physical checking and counts.
    • Liaise with IT Officer to ensure staff and office IT infrastructure is established and fully functional
    • Maintain employee telephone lists, Project Operations Guide, desk/office assignments, and floor map.
    • Liaise with building landlord as required for premise management and maintenance
    • Order office supplies and inventory as required
    • Coordinate travel arrangements, arrange hotel bookings and coordinate car hire pick ups
    • Assist staff with mailing projects and provide support as needed
    • Organize the schedule of vehicle movements and allocate drivers to programs for all field activities
    • Preparing of duty roaster for car hire drivers
    • Collate all used log sheets from car vendor, with invoices and request for payment to process payment for each month
    • Manage the monitoring diesel consumption of generators ensure diesel for generator doesn’t go below buffer stock level
    • Manage the monitoring and reporting generator preventive and maintenance due hours with a view to alert the service company.
    • Ensure that vehicles and all equipment are in good conditions and liaise drivers about necessary repairs and improvements as necessary
    • Establish and maintain a well-functioning logistics support operation for the office – effective coordination and use of vehicles.
    • Arrange for the repair and maintenance of office equipment and machinery to ensure that staff works effectively without any disruptions.
    • Perform any other project related duties as specified by the Senior Manager Operations.

    Required Skills & Qualifications

    • Undergraduate Degree in Business Administration, Management, or related field required, Master’s Degree preferred. 
    • At least six years’ experience relevant to this position required, with at least four years of years of experience in office management/administration.
    • At least three years of supervisory experience with groups or teams of staff required.
    • Knowledgeable about USAID Rules and Regulations, previous experience working on USAID-funded projects preferred.
    • Strong knowledge of USG procurement rules and regulations. 
    • Strong ability to use and develop management and tracking systems.

    Primary Responsibilities

    • Coordinate development of the project CLA approach and mentor project-wide CLA implementation using relevant tools and resources.
    • Coordinate systematic integration of CLA approach across the program cycle, applying the relevant tools and resources.
    • Coordinate with state-level CLA officers on implementation of CLA events, information sharing and ensuring learning is fed back to LEARN advisors and government counterpart for adaptation of approaches and interventions.
    • Monitor project-wide effectiveness of the CLA approach.

    Required Skills & Qualifications

    • Undergraduate Degree or equivalent in Social Sciences, Analytical Sciences, Project Management or related field required; Master’s Degree preferred.
    • At least six years’ experience relevant to this position required, with at least four years in CLA and monitoring, evaluation, and learning.

    Budget Planning and Policy Reform Specialist

    • Support budget review meetings focused on system capacity and develop tools to assess impact.

    Required Skills & Qualifications

Develop manuals, materials, and procedures for evaluation of technology platforms; make recommendations on revisions to both the platform and curriculum where appropriate. And, support the technology platform development activities.
    • Work with Senior Data Systems Advisor to train facilitators, teachers, government staff, community members and learners on the use of technology.
    • Support preparation of progress reports and annual reports showing achievements against set targets. Facilitate arrangements for organizing meetings, trainings, and workshops.
    • Work with Senior Data Systems Advisor on capacity building, coordination and monitoring support to Data Systems TA staff and consultants in Abuja and in Legacy, Launching, and On-Demand states. 

    Required Skills & Qualifications

    • Undergraduate Degree in Computer Science, Software Engineering, Data Systems, Statistics, or related field required; Master’s Degree preferred.
    • At least six years of general work experience, with at least four years designing technological learning and management solutions in the education sector required, preferably in West Africa/Nigeria.
    • At least three years of supervisory experience with groups or teams of staff required.
    • Demonstrated success and experience in delivering cost effective, user-friendly ed tech solutions that support quality learning outcomes, and community engagement.
    • Prior experience organizing, implementing, and reporting on education management indicators.
    • Prior experience with monitoring and reporting requirements for USAID programs highly desired.
    • Demonstrated excellence in communications and interpersonal skills.
    • Fluency in written and spoken English highly desired, advanced proficiency preferred.

    Primary Responsibilities

    • Ensure professional MERLA data management in-line with standards and related best practices.
    • Liaise with MERLA, programs, communications, finance, procurement, and grants as needed to ensure data integrity and complete information in all grants management systems. Compile information in IDMS grants management systems.
    • Conduct database analysis, identifying strengths and weakness of data quality and implementing/supervising implementation of procedures to improve data quality and reporting.
    • Assist the MERLA Advisor to organize data collection schedules and verify data gathered.

    Driver

    Program Description

    Primary Responsibilities
    Vehicle Maintenance and Management:

    • Cleans vehicle and perform routine checks to ensure it has proper working tools on a daily basis.
    • Refuels vehicle using an approved fuel card/voucher and records this on the vehicle log sheet timeously.
    • Parks vehicle safely at designated place at the end of each working day not later than 6 pm.
    • Ensures that after hours travels have prior formal approval by the operations department.
    • Ensure vehicle movement logbook is filled timely and regularly.
    • To report immediately to the Office Manager, all accidents or issues involving LEARN vehicles.
    • Compliance to the motor vehicle and travel policy provisions of LEARN.

    Staff and Material Transportation:

    • Transports staff and designated people to all areas as instructed and with approved vehicle request forms.
    • Ensure vehicles have necessary materials such as umbrellas, vehicle took kit, first aid box, map, fire extinguishers etc.
    • Ensure that all LEARN assets are not left unattended in the vehicle whilst parked.
    • Files in accurately vehicle log books and submits to the Office Manager.
    • Prepares monthly vehicles’ maintenance reports for allocated vehicles.

    Other Services Provision:

    • Dispatch and deliver all documents between LEARN and other service providers.

    Monitoring and Evaluation Officer

    Program Description

    • Funded by the U.S. Agency for International Development and in close partnership with federal partners and select Nigeria States (designated as legacy [Bauchi and Sokoto], launching and technical assistance), the five-year Leveraging Education Assistance Resources in Nigeria (LEARN) project will support sustainable improvements in reading outcomes for first and second grade pupils.
    • The goal of LEARN is to strengthen and scale early grade reading (EGR) best practice by ensuring that standards-based, context-appropriate assessment, materials, training, and administrative supports needed to improve literacy skills for P1-2 pupils are embedded within the federal policy, funding, and monitoring frameworks, and state and local authorities have the implementation protocols, capacity, and resources to carry out and sustain standards-based, data-driven EGR reform.
    • The project objective is to instill ownership in and build capacity of school-community, local, state, and federal systems to establish a base for adequate, consistent data-driven funding, monitoring and performance that increase the equity, inclusion, and wellbeing necessary to achieve sustained EGR gains.

    Position Summary

    • Support MERLA implementation, data collection, and reporting.

    Primary Responsibilities

    • Based on project results and standard, develop appropriate models and tools for data collection, analysis, and synthesis.
    • Train staff in the use of these M&E models and tools.
    • Develop and implement project level performance monitoring plans for gathering, reporting, and analyzing performance data.
    • Work closely with the management team to ensure that plans capture the scope and content of NEI results and objectives.
    • Ensure technical coordination of state-level M&E activities and obtain support from directorates and local government authorities as needed.
    • Work closely with the Chief of Party and M&E Advisor to manage support staff and consultants as needed to ensure the feasibility, appropriateness and timelines of all M&E plans and interventions.

    Required Skills & Qualifications

    • Undergraduate Degree in Data Systems, Statistics, or related field preferred, Master’s required.
    • At least three years’ experience relevant to this position required, with at least two years designing and delivering education monitoring / assessment systems.
    • At least six months of supervising experience required if supervising employees.
    • International development experience, particularly in monitoring and evaluation
    • Strong planning, organization, critical and strategic thinking, and problem-solving skills.
