    Consultancy - Baseline Studies in WASH 3 States Imo, Niger and Sokoto

    OBJECTIVES OF THE BASELINE SURVEY
    The overall objective of the baseline study is to establish a benchmark against which the E-WASH will design interventions to bring the urban water service providers to the level of being professionally managed and commercially viable..
    There will be two baseline study teams with each team comprising of about 6 professionals. E-WASH is now looking for Consultants with expertise and experience in the following fields:
    OPPORTUNITIES FOR SHORT TERM CONSULTANCIES: BASELINE STUDIES IN URBAN WASH (3 STATES OF IMO, NIGER and SOKOTO)
    RTI International in collaboration with Plan International and other partners is implementing a 4- year USAID funded Effective Water, Sanitation and Hygiene (E-WASH) program. E-WASH will provide technical assistance to state governments to improve urban water service delivery by strengthening the governance, financial, and technical viability of six (6) state water boards
    (SWBs) in Nigeria. This is part of the United States Government’s (USG) efforts working with the Federal Government to address the heart of the challenges faced by the urban water, sanitation, and hygiene (WASH) services. The overall goal is improvement of urban water and sanitation service delivery.

    Plan International is seeking to identify 6 dynamic and technically strong Consultants to support the undertaking of baseline studies to firstly establish the current performance levels of CSOs in Urban WASH, identify the gaps and develop action plans and service plans for water service delivery in the urban areas of Imo, Niger and Sokoto States. The consultants must be willing to spend up to 3 weeks (15 working days) during the first part of December i.e. from Monday December 10, 2018.     2. Gender Assessment Consultant
    1.0 Advocacy and CSO Mapping Specialist - 3 positions

    One of the key objectives of the EWASH is to strengthen policy, institutional and regulatory frameworks for improved WASH services. This will include providing technical assistance for CSO capability building and demand-side accountability mechanisms. The objective of this assignment is therefore to undertake baseline studies in advocacy, WASH CSO mapping, policy, institutional, and governance (issues to do with CSO accountability), investigate framework for CSOs working in the urban water services, identify gaps and develop action plans for filling the gaps in line with the objectives of the E-WASH program. In this respect the consultant will be part of a team that will finally develop a baseline report and program of action

    Qualifications and Experience:

    • At least a master’s degree in development studies, institutional development, corporate governance, regulatory reforms, Human Resources, Organizational development,
    • development studies or any such related fields.
    • At least 12 years of experience in at least two of the above areas i.e. citizen engagement,governance, management,
    • Expertise in developing performance incentives for staff in any organization
    • Specific expertise in areas including strategic planning, training and capacity building, and/or customer satisfaction and engagement
    • Experience in designing and developing organizational development activities for institutions.

    2.0 Gender Assessment Specialist - 3 positions
    The main objective of this position is to undertake baseline studies in gender related issues in the urban WASH sector which will include an assessment of the roles, rights,
    and daily activities of women and girls as consumers, women’s role in the management of service provision, as well as in governance, including Boards of Directors and State
    Government leaders. The findings of this assessment will guide the development of strategies aimed at ensuring that the program addresses underlying gender barriers, while
    ensuring the equal, effective participation of women and girls in governance of the urban water and sanitation sector.

    Qualifications and Experience:

    • At least a master’s degree in Gender or Development Studies, Institutional Development or related fields.
    • At least 12 years of experience
    • Experience in carrying out gender-related assessments in the service delivery sector
    • Experience in designing and undertaking gender mainstreaming frameworks.
    • Knowledge and understanding of the respective states’ socio-cultural norms and practices

    Term Of Reference for Baseline Survey for Multi sector BMZ project

    Project summary:
    In October 1, 2018, Plan International received funding from BMZ for the implementation of an integrated recovery program focusing in the provision of holist Livelihood, Education, Nutrition and
    Protection services to IDPs, returnees and host community members in 2 Local Government Areas in Adamawa and Borno States. The project aim is to “Enhance the living conditions of the population
    groups affected by the conflict in the states of Adamawa and Borno by securing their livelihood and reconstructing the basic social services’’. With four key outcomes that include:
    Vulnerable households affected by the conflict, particularly victims of GBV, can now cover their basic needs on their own.
    The infrastructure and capacities of the education sector have been rebuilt/restored and children benefit from high-quality primary education.
    Better access to good quality health facilities and food for pregnant and lactating women and children under 5
    Community-based protection and referral mechanisms help prevent protection cases
    (CPiE, GBV) and / or help react adequately

    As part of Plan International commitment to Humanitarian Peace and Development nexus and the drive to actualize localization of the humanitarian response in North East Nigeria, Plan International is seeking for
    consultants who will conduct a baseline survey for the targeted two local governments.

    • Purpose/Objectives of the Consultancy:
    • To conduct a baseline survey for implementation of project on Reconstruction project for the improvement of basic and social services as well as livelihoods of conflict-affected populations in Borno
    • and Adamawa states in Nigeria.

    Objectives:

    • The objectives of the base line survey are to ascertain the following in Michika and Askira Uba LGA of Adamawa and Borno State.
    • The percentage and extent of vulnerable households affected by the conflict.
    • The infrastructure and capacities of the education sector that have been rebuilt/restored and children benefitting from high-quality primary education.
    • The access to good quality health facilities and food for pregnant and lactating women and children under5.
    • The availability of Community-based protection and referral mechanisms that prevent protection cases
    • (CPiE, GBV) and / or help react adequately.

     

    Survey methodology:
    A qualitative and quantitative survey will be conducted using appropriate methodological study design with gender transformative approach in targeted local government area of Borno and Adamawa state of
    North East Nigeria to establish a baseline for the project’s indicators. The consultant will also conduct comprehensive desk review of relevant documents, develop appropriate data collection tools with

    appropriate study design, sample size determination and sampling technique. The consultant will submit a draft methodology to Plan international for approval.

    The methodology will include but will not be limited to:

    • Review of previous evaluation report
    • Focus group discussions
    • Key stakeholder interviews
    • Programme staff interviews
    • Literature review
    • Analysis of existing data

    Work scope of External consultant:
    The consultant(s) activities, outputs and working conditions are outlined below.
    i) Overall Responsibilities: The consultant will lead and coordinate the overall survey process. Specifically, the consultant will undertake the following:

    • Prepare technical proposal with work schedule and a separate financial proposal and submit to Plan International Nigeria for review not later than the date specified in the announcement.
    • Hold preliminary discussions with, Emergency Response manager, CO M&E manager and project coordinator and with key stakeholders.
    • Design appropriate data collection tools/procedure with appropriate study design, sample size determination and sampling technique (to be discussed and agreed with Plan International team
    • prior to the commencement of the actual survey).
    • Develop and translate data collection tool to the local language (Hausa and other Language)
    • Develop appropriate training and field manual with local language to guide data collection process.
    • Recruit and manage experienced and professional data collectors/interviewers and supervisors/team-leaders
    • Design and manage training for supervisors and interviewer’s/data collectors.
    • Oversee the data collection process to include: survey pre-test/Pilot test; and ensure effective management of data collection teams by supervisors.
    • Collected data will be entered and cleaned and analyze applying using EPi info version 7 and SPSS software and submit the softcopy of the data file with findings.
    • Produce draft report on findings (per required format and data request).
    • Incorporate comments from the nutrition project team into draft report and produce final report.
    • De-brief the project team and other Plan International employees both at field and country office (after initial field trip and upon submission of report).
    • Coordinate with the emergency unit to disseminate study findings to respondents and other stakeholders.
    • Prepare and submit electronic copy of the raw data and final report, and two hardy copies of the final report within the specified time of agreement.
    • Produce final report and make relevant amendments/enrichment based on the draft report
    • comments.

    EDUCATION objectives:

    • Collect data on the current number and state of existing school infrastructure including latrines, furniture, and classrooms.
    • Collect data on the state of protection and school safety in the targeted schools.
    • Qualitatively identify the current state of teacher competence and students learning (Teaching and learning)
    • Quantitatively identify the number of teachers and students in the targeted schools.
    • Identify in sights in the current enrollment and attendance rates and factors that influence enrolment and retention at the current state.
    • Identify the current state of SBMCs and its functionality.
    • Find out the current role played by the local education authorities in the schools.

    ii) Outputs/Deliverables:
    The consultant should submit schedule as per the following outline or with own expertise

    iii) Duration of Consultancy:
    The consultancy work is expected to commenced on 17 th December, 2018 and ends 29th December, 2018. The consultant, is required to submit the detail schedule attaching with the technical proposal. The

    Plan International’s Responsibilities
    The Emergency Response Manager and livelihood Specialist will facilitate the following responsibilities
    by:

    • Providing consultants with literature review materials and other necessary documentations.
    • Linking consultants to relevant stakeholders, especially in Maiduguri.
    • Ensuring effective coordination of the study logistics to facilitate the consultant(s) in undertaking the assignment.
    • Consolidating Plan International’s comments for incorporation by the consultants.
    • The BMZ project coordinator and M &E officer based at Mubi field office will facilitate the survey by:
    • Coordinating with the consultant to ensure the quality implementation of the study on ground (e.g. training and supervision of interviewers)
    • Ensuring field survey logistics are on track e.g. providing accurate and comprehensive beneficiary information to inform the sampling, mobilizing/informing beneficiaries/local
    • authorities about survey.
    • Ensuring the dissemination of survey findings/report to beneficiaries and other field-based stakeholders.
    • Providing additional information on ground.
    • Ownership of Research Data/Findings
    • All data collected for this study shall remain the property of Plan International Nigeria. Any work product resulting from this study must cite Plan International Nigeria and NJR4 as a primary or contributing author.

    Reporting:

    • The general report outline, if necessary can be provided during commenting the draft report however; at
    • minimum it should include the following:
    • Executive summary
    • Introduction section (background information about the project target area, project itself, etc),

    Literature review

    • Objectives for and intended use of the evaluation
    • Survey methodology and limitation of the study,
    • Description of the programme/project work evaluated

    Results
    Conclusion and recommendations
    Names and detail contact information of those conducting the survey.
    Annexes
    The following disclaimer should be included in the report.

    Selection criteria for consultant

    The consultant is expected to have at least master’s degree in Public health, Livelihood, food security
    Household, Economic Strengthening, Education, or other related field and five years of work experience with the following additional requirements:

    • Over five years working experience in Education, livelihood, household Economic strengthening response and cash transfer programming (Experience in North east Nigeria context is desirable).
    • Strong analytical skills and research experience, with solid knowledge of quantitative and qualitative research methodologies
    • Advanced experience in evaluating gender equality, youth development and or youth focused projects, preferably in the field of youth life skills and development programmes. This includes
    • previous experience conducting Focus Group Discussions and Interviews.
    • Ability to conduct meetings with senior persons at government, Bi-lateral and NGO level
    • Ability to work on own initiative and to meet deadlines
    • Attention to produce and present high quality accurate presentations/reports
    • Ability and willingness to travel to very remote areas
    • Excellent command of written and spoken English

    Desirable

    • Good skills in documentation and reporting
    • Familiarity with youth unemployment issues in Adamawa and Borno States
    • Experience/understanding of Child Rights Programming and development
