    WASH Senior Officer - Borno State

    General Position Summary

    Mercy Corps is looking for a strong WASH Senior Officer who will be responsible for the day-to-day planning, implementation, and monitoring of the WASH component in Borno. S/he will work closely with all Project and Support staff and ensure a high level of integration and communication across all sectors. The WASH Senior Officer must ensure the smooth implementation of program objectives according to the approved work plan, adherence to budgets, and within a level of quality that can be measured through M&E interventions.

    Essential Job Responsibilities

    • Under the guidance of THRIVE Program Director and WASH Manager, supervise the implementation of the program in the field, and provide input into the design and improvement of WASH infrastructure in targeted areas.
    • Oversee the implementation of all WASH sector activities and administration of the team in respective field locations.
    • Develop activity work plans, manage day-to-day activity implementation, conduct quality control visits and submit timely program updates.
    • With technical guidance from the WASH Program Manager, design and oversee technical and social WASH assessment tools.
    • Prepare detailed project designs, estimates and drawings as required, including lists of materials, labour, and technical specifications.
    • In collaboration with the Program Director and WASH Manager, assist the procurement team in preparing tender documents, review the technical profiles of contractors, and ensure materials procured meet required quality standards.
    • Ensure the use of construction supervision checklists for each site to document progress and quality standards.
    • Conduct regular monitoring at WASH infrastructure project sites;
    • Promote community involvement and ownership in all water and sanitation activities and infrastructure projects and advise on hand-over protocols and activities;
    • In collaboration with the WASH Program Manager, perform a final inspection of completed WASH infrastructure projects, and ensure that technical, safety and environmental standards have been met;
    • Establish and maintain effective program reporting, document filing, and monitoring and evaluation systems (to track, analyze and report on results) for both internal and external use;
    • Integrate community approaches, gender sensitivity and capacity building into all activities as appropriate;
    • Ensure that the program filing system is in place, adheres to internal and donor regulations and filing is regularly maintained;
    • Adhere to all MC policies related to security, operations and transport/ logistics information related to programming.

    Knowledge and Experience

    • Degree or an HND in Civil Engineering, Civil and Water resource Engineering or Geology. A Master’s degree will be an added advantage.
    • At least 7 years of relevant experience plus 3 years or more in supervision or team leadership positions, preferably with an international NGO.
    • Excellent skills and experience in the assessment and supervision of WASH and rural construction projects
    • Proven ability to lead a team of professionals in the field of expertise in order to successfully achieve the objectives of the project.
    • Experience in water supply systems; boreholes, pumping, basic hydraulics, etc is required.
    • Creativity in program implementation with a demonstrated pattern of logical thinking. A sincere commitment to ensuring gender sensitivity in WASH activities is required.
    • Knowledge of humanitarian principles and their application to program implementation is highly required.
    • Computer literacy with good knowledge of Office applications and database is required.
    • Knowledge and ability to use other engineering software for designs is a must
    • A focus on team building and staff capacity building.
    • A strong team player, outgoing personality with good communication and training skills
    • Ability to communicate in English and Hausa.

    MEL Officer - Maiduguri

    General Position Summary

    The Monitoring, Evaluation and Learning (MEL) Officer will work with the Mercy Corps program team as well as partner organisations to oversee and ensure the collection of quality MEL data for the program. The MEL Officer will be responsible for supporting the Senior MEL Officer to oversee the monitoring and data collection of programs, lead baseline, midterm, and end-line surveys, analyse data to provide insight to the project team and contribute to report writing. S/he will ensure that performance monitoring and results reporting tools and processes across the entire program are in place, effectively implemented and well synchronised between the two program sites. The MEL officer will be an integral member of the program team's learning and reflection processes, leading discussions on participant feedback.

    Essential Job Responsibilities

    Strategy & Vision

    • Develop MEL Plan(s) for programs and proposals.
    • Develop a system for reporting and validating program data (Excel, Tola, Access, etc.)
    • Work closely with the program teams and local partners, to ensure effective monitoring, evaluation and reporting of program activities and results.
    • Coordinate reporting with partners, specifically tracking deadlines, ensuring adherence to monitoring formats and requirements, ensuring reporting quality and accuracy, and periodic report writing, editing, and submission.
    • Compile progress against indicators and report back to the team according to the monitoring plan.
    • Develop Data Quality Assessment Plan.
    • Perform spot checks on the team’s data collected and reports each month.
    • Actively participate in any additional evaluation MEL activities including but not limited to baseline surveys, mid-term, end-line surveys, evaluations, and household surveys.

    Program Management

    • Contribute to learning/research agenda.
    • Build the capacity of all relevant team members to implement program monitoring tools, accurately enter program data into relevant databases, and enable them to develop excellent reports and other documents.
    • Build the capacity of our local partner organisations through ongoing training and support on monitoring tools, entering program data into databases, the development of reports and other documents.
    • Document lessons learned and success stories on the project.
    • Ensure adherence to program management minimum standards in carrying out his/her duties, advising and supporting other staff in the same as required.
    • Other duties as assigned.

    • Ensure compliance with security procedures and policies as determined by country leadership.
    • Proactively ensure that team members operate in a secure environment and are aware of policies.

    Knowledge and Experience

    • BA/S or equivalent, preferably in economics, statistics, business administration, public administration, international development or a similar field.
    • 2-3 years MEL experience.
    • Fluent in both spoken and written English with good knowledge of Hausa and Kanuri.
    • Previous experience working on USAID-funded programs is preferred.
    • Relevant experience in field survey/data collection techniques, data entry, data verification, analysis, and reporting.
    • Good understanding and skills in data management.
    • Strong computer literacy with full knowledge of MS Office applications; knowledge of data science and programming is a plus but not required.
    • Strong team coordination, listening, and consensus-building skills.

    MEL Assistant - Maiduguri

    General Position Summary

    The position holder will support the planning and execution of monitoring and evaluation, ensuring quality in accordance with accepted standards, providing essential feedback for learning, accountability and decision-making for Mercy Corps Nigeria. S/he will be responsible for the following:

    • The MEL Assistant will work with the MEL Officer as part of a team to operationalize the MEL system at the field location
    • The MEL Assistant is responsible for supporting Mercy Corps staff and partners to regularly collect, enter, verify, analyze data, and make timely database adjustments to measure the impact of the program.
    • The MEL Assistant will work directly with the MEL Officer and will closely coordinate with other program staff to help ensure monitoring and evaluation data is accurately incorporated into all reports and information products.

    Essential Job Responsibilities

    • Understand and maintain MEL systems that improve Mercy Corps’ ability to inform program implementation, analyze data and represent impact to donors, government, partner organizations and communities.
    • Ensure all relevant program staff can utilize the database to analyze program information and results.
    • Regularly review data entered into the MEL system to locate and fix problems with data entry or integrity.
    • Manage regular synchronizations and backups of field data to cloud-based data management system.
    • Troubleshoot front and back-end issues with the database, including any synchronization issues of field-level data.
    • Ensure field teams always have the most recent version of all MEL tools and documents.
    • Assist the team in improving the MEL system by identifying good practices, field-tested lessons learned and creative recommendations; share with and encourage staff to incorporate these in their daily work.
    • Review or edit data in reports as requested and required.
    • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and not jeopardize its mission.
    • Work as part of a team to facilitate and support MEL operations including baseline, end-line surveys, regular monitoring, data collection, analysis and reporting according to the M&E work plan.
    • Facilitate data analysis with the program implementation team as requested.
    • Conduct regular field visits to ensure all elements of the MEL system are utilized effectively by all stakeholders, assessing, and identifying breakdowns and areas that require clarifications and improvements.
    • Carry out any other duties as assigned or required.

    Knowledge and Experience

    • One year of MEL experience (or similar) – preferably in Borno State.
    • Attention to detail and patience to double-check data entry is essential.
    • Good basic math skills are essential and general knowledge of statistical principles is preferred.
    • Prior experience carrying out surveys or conducting qualitative and quantitative data collection.
    • Excellent oral and written communication skill in English language is required. Hausa and Kanuri language skill is preferred.
    • Intermediate computer skill in MS Office programs, particularly Excel is required. Skills in other programs, such as Access or statistical packages is also desirable.
    • Prior experience with computerized data management systems is desired.
