    Research Consultants: SMC End of Cycle Evaluation

    Position A: State Consultants End of Cycle (One per state)

    Position B: Lead Consultant End of Cycle (National Consultant) 

    Experience: Eight Years’ Experience

    Location: FCT, Bauchi, Borno, Plateau, Nassarawa, Kogi, Kebbi, Sokoto and Oyo states.

    Duration: July –October, 2022.

    Malaria Consortium requires qualified research personnel that will carry out data collection, analysis and interpretation for the Seasonal Malaria Chemoprevention End of Cycle evaluation based on LQAS approach.  The consultants and the supervisor will train data collectors and oversee data collection process while other personnel will carry out the actual data collection using an electronic platform.

    The End of Cycle (EoC) evaluation will be conducted in the eight states and the FCT Abuja where SMC is being implemented. The process will involve identification, selection and training of supervisors at a training of trainers (ToT) and subsequently, data collectors in the states. The aim of the EoC evaluation is to assess SMC coverage and adherence of community drug distributions (CDDs) to treatment protocols immediately and not more than 5 days after each cycle of treatment.

    Specific Activities for the personnel

    Lead consultant

    • Receive briefing from the programme team at the national level
    • Review data for quality, and clean the data using STATA.
    • Compile and analyze all state data set into single dataset.
    • Compile and submit a single technical report highlighting key findings and recommendations from all the eight (8) states and FCT Abuja.
    • Train the state consultants and supervisors.
    • Work closely with the Malaria Consortium Team to get required support and documents including data and templates for the report, including the template for technical reports. 
    • Submit overall report.

    State Consultants

    • Overall technical oversight for implementation of the EoC protocol in assigned state.
    • Collectively develop agenda for the training of data collectors.
    • Facilitate the training of data collectors and supervisors in their respective assigned states.
    • Collectively review the supervision checklist that will guide supervisors during data collection.
    • Develop pre and post test questions as well as qualitative performance assessment checklist to be used for final selection of data collectors.
    • The dataset from each of the LQAS cycles
    • Download analyzed data from the electronic platform - SurveyCTO.
    • Interpret the analyzed data in a simple usable form for SMC personnel.
    • Facilitates the feedback mechanism of findings as appropriate.
    • Present feedback of LQAS to country office and state teams.
    • Write technical report highlighting key findings and recommendations

    Deliverables for State Consultant

    • Training agenda.
    • Training delivery guide, stating quality parameters for the delivery.
    • Training monitoring checklist to be used by MC Zonal/Senior Project Managers to ensure quality.
    • Supervision checklist.
    • Pre and post test results.
    • Technical report – narrative format.
    • Technical report – Power point format.

    Deliverables for Lead Consultant compiling the reports

    • Technical report – narrative format in Malaria Consortium standard template.
    • Technical report – in MC Power point format.

    Qualifications and experience:

    Profile requirements of Lead/State Consultants

    • Must be a degree holder in Public Health, Demography, Statistics, or other related disciplines with at least 8 years’ post-qualification experience.
    • Minimum of 5 years’ experience in public health research methodology.
    • Must be familiar with SurveyCTO, STATA, and other statistical software.
    • Ability to demonstrate good facilitation skills.
    • Demonstrable report writing skills.
    • Availability for the whole of the period of the survey. (July –October, 2022).
    • Must not be a staff of Government or involved in SMC activity at any level and in any State Ministry of Health (SMoH).
    • The Lead Consultant must be resident in Abuja; while state consultant must be resident in the state for which s/he applied for.

    Research Consultants: Baseline Entomological Study- Anambra state

    VACANCY: Research Consultants

     BASELINE ENTOMOLOGICAL STUDIES

    Anambra NET CAMPAIGN M&E, NIGERIA

    Malaria Consortium requires qualified research personnel that will carry out baseline entomological studies in selected sites in Anambra State.

    Purpose/Scope of Assignment

    Malaria Consortium in collaboration with the National Malaria Elimination Programme (NMEP) will implement a campaign to distribute insecticide-treated nets (ITNs) in Anambra State in June 2022. Malaria Consortium will also implement a monitoring and evaluation (M&E) research in relation to the campaign. The M&E research is supported by a grant from Open Philanthropy based on GiveWell's recommendation. The project will gather comprehensive data to assess the outcomes of the campaign in terms of ITN coverage, cost, use rates and net durability. Data on other factors will be also collected, including insecticide resistance levels in malaria vectors, meteorological variables, and costs of the campaign.

    The survey will be used to gather baseline data on insecticide resistance of Anopheles vectors in Anambra State.

    Personnel required

    The following field staff will be required for both sites:

    • Entomology team leaders: 2
    • Entomology technicians: 2
    • Entomology assistants: 8

    Specific tasks

    Entomology team leader

    • Leads the entomology team at the assigned study site.
    • Conducts insecticide susceptibility tests using the CDC bottle assay method.
    • Identifies mosquitoes morphologically to species or species complex level.
    • Packs and labels all tested mosquitoes and stores them dry in silica gel until the specimens are shipped for further laboratory analysis.
    • Resolves any issues reported by team members.
    • Reports to Malaria Consortium’s entomologist.
    • Ensures that all data are accurately collected and uploaded or stored according to guidelines.
    • Will be required to attend training prior to survey.
    • Writes reports related to activities of the team, including achievements, challenges and recommendations.

    Entomology technician

    • Rears mosquito larvae for resistance studies and ensures that adequate number of adult mosquitoes of the required age are ready for susceptibility tests.
    • Assists the entomology team leader to conduct insecticide susceptibility tests using the CDC bottle assay method.
    • Identifies mosquitoes morphologically to species or species complex level.
    • Packs and labels all tested mosquitoes and stores them dry in silica gel until the specimens are shipped for further laboratory analysis.
    • Ensures that all materials and equipment are in place to conduct the field studies and kept in good working condition afterwards.
    • Supervises collection of mosquito larvae.
    • Will be required to attend training prior to survey.

    Entomology assistant

    • Assists the entomology team leader and technician in all field activities.
    • Collects mosquito larvae for insecticide resistance studies.
    • Will be required to attend training prior to survey.
    • Reports to the entomology technician or the team leader any issues and helps to solve problems.

    Deliverables

    • Anopheles larvae collected from different sites (Entomology assistants).
    • Anopheles larvae reared to adult stage and prepared for CDC bottle bioassays (Entomology technicians).
    • Insecticide susceptibility tests conducted in two main sites and their sentinel sites (Entomology team leaders and technicians).
    • All tested mosquitoes packed individually with labels in Eppendorf tubes and kept dry in silica gel for further laboratory analysis (Entomology team leaders and technicians).
    • Field reports submitted (Entomology team leaders).

    Qualifications and experience

    Entomology team leader

    • A post-graduate degree in medical entomology.
    • At least 3 years’ experience in entomological studies for malaria research and control, especially in conducting CDC bottle bioassays.
    • Demonstrated report writing skills.
    • Good knowledge of the Igbo language.

    Entomology technician

    • A post-graduate degree in medical entomology.
    • At least 2 years’ experience in entomological studies for malaria research and control.
    • Demonstrated report writing skills.
    • Excellent knowledge of the Igbo language.

    Entomology assistant

    • Ordinary National Diploma (OND) or its equivalent in any field.
    • Good knowledge of the English language.
    • Excellent proficiency in languages spoken in the study community, and proficiency in Igbo language.
    • Must be from the local community or the selected LGAs

    Activity timelines (April-May -2022)

    Research Consultants: Baseline Survey

    BASELINE HOUSEHOLD SURVEY

    Anambra NET CAMPAIGN M&E, NIGERIA

    Location: Anambra state

    Duration: April-May-2022
    Malaria Consortium requires qualified research personnel that will carry out a baseline household survey across Anambra State before the ITN distribution campaign.
    Purpose/Scope of Assignment

    Malaria Consortium in collaboration with the National Malaria Elimination Programme (NMEP) will implement a campaign to distribute insecticide-treated nets (ITNs) in Anambra State in June 2022. Malaria Consortium will also implement a monitoring and evaluation (M&E) research in relation to the campaign. The M&E research is supported by a grant from Open Philanthropy based on GiveWell's recommendation. The project will gather comprehensive data to assess the outcomes of the campaign in terms of ITN coverage, cost, use rates and net durability. Data on other factors will be also collected, including insecticide resistance levels in malaria vectors, meteorological variables, and costs of the campaign.

    The survey will be used to gather pre-campaign household data on ITN ownership and use rates and associated factors, malaria prevention in pregnancy, treatment seeking behaviour, and other relevant variables.

    Personnel required

    Four teams of four data collectors and a team leader each, and 2 coordinators will be required:

    Coordinators: 2
    Team leaders: 4
    Field data collectors: 16

    There will be one household mobiliser selected from each ward to assist the survey team (=44 household mobilisers).

    Specific tasks

    Coordinator

    • Will be in charge of two household interview teams.
    • Will be required to attend training prior to survey.
    • Visits assigned wards one day before the interviews according to the schedule to sensitise community leaders and select household mobilisers.
    • Selects an appropriate settlement in each ward according to relevant standard operating procedures (SOPs).
    • Coordinates household enumeration in each ward and submits a list of households for sampling to be carried out remotely by assigned study investigators.
    • Resolves any issues reported by team leaders.
    • Reports to the M&E Manager who will be the overall survey coordinator.
    • Ensures that household mobilisers are paid.
    • Ensures that all data are accurately collected and uploaded according to guidelines or SOPs.
    • Writes reports related to activities of the teams, including achievements, challenges and recommendations.

    Team leader

    • Will be responsible for a team of four data collectors (or interviewers).
    • Will be required to attend training prior to survey.
    • Leads the team to enumerate all households in a selected settlement in each of the sampled wards assigned to the team.
    • Submits the list to the coordinator for sampling of 16 households.
    • Assigns each interviewer to administer interviews in four households per day.
    • Makes sure that data collection in 16 households (or one ward) is completed every day and the team completes the work in a total of 6 ½ wards in seven days (=104 sampled households).
    • Supervises the interview process and resolves any issues, working with the household mobiliser.
    • Ensures that the data is collected accurately and uploaded according to the relevant SOPs or guidelines.
    • Ensures accurate review, validation and submission of electronic data.
    • Supports team members to charge mobile phones using a power bank (each team leader will keep a power bank, which should be kept charged daily and as necessary).
    • Collects mobile devices from data collectors at the end of each day for charging and safe keeping.
    • Responsible for ensuring that activities of data collectors are carried out while observing COVID-19 prevention measures and keeping respondents’ data confidential.
    • Writes a short report on the team’s achievements, encountered challenges and recommendations.

    Field data collector

    • Will be required to attend training prior to survey.
    • Enumerates households in each selected settlement in each ward.
    • Carries out data collection in sampled households, including obtaining written consents, administering interviews with heads of households and women 15–49 years old, collecting ITN physical integrity data by collecting data on each net owned by the household.
    • Takes good care of the mobile device issued for data collection, and ensures the device’s battery is kept charged.
    • Uploads the data to the server at the required frequency according relevant guidelines.
    • Ensures confidentiality of respondents’ personal data during and after interviews.
    • Reports to the team leader any issues and helps to solve problems.

    7. Deliverables

    • Interviews completed in all sampled households (data collectors)
    • Complete data from all sampled households in 44 wards uploaded (team leaders).
    • Process reports submitted by each team leader and coordinator (coordinators and team leaders).

    8. Qualifications and experience

    Coordinator

    • A post-graduate degree in health sciences.
    • At least 5-7 years’ experience in coordinating household surveys.
    • Demonstrated report writing skills for quantitative studies or surveys.
    • Good knowledge of the Igbo language.

    Team leader

    • A minimum of BSc degree in health-related discipline and social sciences.
    • At least 3-5 years’ experience in coordinating or conducting household surveys.
    • Experience in electronic data collection tools such as SurveyCTO or ODK.
    • Demonstrated report writing skills in English.
    • Excellent knowledge of the Igbo language.

    Field data collectors

    • Experience in conducting household surveys.
    • A minimum of BSc degree in health-related discipline and social sciences.
    • Experience in electronic data collection systems such as SurveyCTO or ODK.
    • Good knowledge of the English language.
    • Ability to give attention to detail.
    • Excellent proficiency in the Igbo language and other languages in the study communities.
