    PMTCT Advisor

    Project: Accelerating Control of the HIV Epidemic in Nigeria (ACE)

    Project Background  

    • In collaboration with the Government of Nigeria (GoN), PEPFAR/USAID investments have led to the achievement of significant progress in the fight against the HIV epidemic in Kebbi, Sokoto, and Zamfara. However, the 2018 Nigeria HIV/AIDS Indicator and Impact Survey (NAIIS) showed that epidemic control targets are yet to be achieved.
    • Further, this progress is threatened by development challenges: limited financial resources, insufficient use of data for decision making, weak coordination mechanism across all levels of government and insecurity. The Accelerating Control of HIV Epidemic (ACE) project provides USAID with the opportunity to support the GoN, civil society groups, and private sector actors in the cluster 3 focus states to close gaps in reaching control targets, address critical challenges in implementing their HIV response and accelerate progress towards sustainable epidemic control.  

    Roles and Responsibilities 

    • Oversee PMTCT state programming and ensure that project objectives and targets are met. 
    • Assist with the design, implementation, and evaluation of PMTCT programs and projects. 
    • Provide leadership and consultation on all aspects of PMTCT program implementation and scale-up, including the development of policies and training materials. 
    • Independently research programmatic implementation of PMTCT activities including analysing and summarizing the results and preparing and submitting progress reports. 
    • Assists in identifying, documenting, disseminating, and scaling up best practices in PMTCT. 
    • Responsible for the GBV activities in the state. 

    Qualification and Skills

    • Master’s Degree in Public Health or it’s equivalent, MBChB, MBBS, MD or their equivalent. 
    • At least 5 years of professional experience working in HIV/AIDS prevention, care & treatment. 
    • Ability to organize, analyse, interpret, and utilize epidemiological studies, program performance information, and other available quantitative and qualitative PMTCT data. 
    • Experience in planning, managing, monitoring, and advising PMTCT programs or general health programs with PMTCT being a significant component. 
    • Demonstrated experience in capacity building and a strong research background within PMTCT and GBV programming areas. 
    • Ability to provide teaching and guidance to health workers in PMTCT and management of cohorts of children who are exposed to HIV.

    • The HIV Testing Services Advisor will be responsible for developing and monitoring the implementation of HIV testing strategies.
    • Provide technical support and ensure the provision of quality HIV Testing Services (HTS) in the state facilities.
    • Work jointly with HTS supervisors to ensure the provision of quality HIV testing services.
    • Strengthen index client testing within supported facilities through VAPN, FRS and know your family/partner status initiatives.
    • Develop strategies for strengthening bi-directional referrals and linkages to healthcare facilities in target states to ensure the continuum of care for project beneficiaries.
    • Conduct training needs assessment and facilitation of the various HTS training.
    • Develop and monitor the implementation of the capacity building plan.

    Job Description

    Contracts and Grants Manager

    Roles and Responsibilities
    The position’s main tasks will include:

    Sub-recipients Financial Assessment

    • Lead the assessments of all sub-recipients using HSCL Finance’s guidance for stratification of the sub-recipients for the ACE grant.
    • Assist the sub-recipients in preparing a Corrective Action Plan within a specified period during the assessment or monitoring visit that addresses each of the identified weaknesses in any of the assessed areas that need improvement.
    • Assist Program Managers in making sure that the sub-recipients address all issues listed in the Corrective Action Plan within 120 calendar days of the assessment or monitoring visit.

    Sub-recipients Financial Monitoring:

    • Serve as the principal point of contact on Grant Management and compliance issues with Program Managers, HSCL/Nigeria Finance, and Compliance staff.
    • Lead the training and implementation of the HSCL sub-recipient monitoring policy for the ACE project within HSCL Nigeria.
    • Coordinate the development and implementation of Grant Management capacity building activities such as trainings at the sites in close collaboration with HSCL Nigeria finance and compliance staff.
    • Ensure ACE project within the Country Program has in place and adheres to a schedule of planned monitoring visits of sub-recipients during each year. The basis for the selection, timing and frequency of its monitoring visits should be properly documented.
    • Ensure financial and programming staffs participate in the financial monitoring, including site visits, of sub-recipient activities. The trip reports must indicate the monitoring steps performed, the processes reviewed, and the result of the testing and reviews.
    • Ensure all monitors prepare and submit a written trip report for each visit to a sub-recipient.
    • Review and analyse monitoring reports on a timely manner and sign off for further follow-up
    • Work with sub-recipients to correct weaknesses detected by internal and external auditors, ACE project management or HSCL Nigeria finance and compliance staff.
    • Ensure sub-recipients’ internal control systems are reviewed at least annually by auditors or HSCL/ACE project monitors effectively to ensure that their financial duties are adequately segregated.
    • Ensure ACE project and HSCL Nigeria obtains assurances that each local and foreign sub-recipient to which it provides funding that expends $500,000 or more of USAID funds in the sub recipient’s fiscal year, complies with the requirement to undergo an independent annual audit each year it equals or exceeds that threshold.
    • Ensure ACE project Sub-recipients evaluate and effectively monitor their lower tier sub-recipients.

    Sub-recipient Financial Support:

    • Ensure that the HSCL Nigeria finance and compliance staff provide direct technical support in all aspects of finance for sub-recipient under ACE project 
    • Orient accounting and project management staff in relevant and appropriate donors’ financial management policies, procedures, and standards.
    • Ensure integrity of donor grants financial reporting and the effective control of financial assets. Regularly monitor and assess sub-recipient ability to accurately record and post all financial transactions and provide feedback to CoP, DCoP and HSCL Finance Manager.
    • Advice and ensures on GAAP and basic accounting records to be maintained at Sub-recipient.

    Grants Management and Budgeting:

    • In coordination with ACE CoP and DCoP prepares all required sub-recipient agreements and monitors grant amendments, update grant files, submit copy of amendment documents to HSCL Nigeria and monitor grant expiry period.
    • Ensure that donor required reports are prepared accurately and disseminated within the due dates.
    • Coordinate with finance to ensure that donor reports that are generated by HSCL office are sent out to the relevant donor.
    • Coordinate grant closure activities with the CoP, DCoP and respective HSCL Nigeria staff and ensure that expired sub-grants are fully closed out within 90 days limit
    • Review cash disbursement advance journals, ensuring accurate postings.
    • Review and approve liquidation journals ensuring accurate postings and that proper sub-recipient accounts are charged.
    • Review posted journals for errors and recommend correction when necessary
    • Takes a lead on developing ACE cash projections and communicates to HSCL Nigeria and HQ finance units
    • Participate in the preparation of the budget commensurate with the program implementation plan and provides technical advice to the CoP and DCoP on budget submissions from all ACE sub-recipients
    • Review consortium members and or sub-recipient budgets and provide comments/recommend approval by CoP.
    • Develop effective budget monitoring tools and implement them for all ACE project sub-recipients. 
    • Actively engage in budget discussions and generate feedback for ACE senior management team on adverse budget variances in monthly BCR meetings and results from sub-recipient monitoring
    • Actively attend ACE Management Team Meetings on weekly basis and contribute to the overall teamwork spirit of ACE project and HSCL Nigeria.
    • Address the needs and the implementation of trainings on budgeting and compliance with all relevant ACE project sub-recipients. 
    • Contribute to new project sub-recipient proposal budgets review and revisions when required. 

    Staff Management:

    • Lead, direct, mentor and coach HSCL Finance and compliance officers.
    • Take lead in setting annual ACE project finance and compliance targets and ensure that specific tasks are built in every compliance staff Performance plan.
    • Motivate, develop, coach, and appraise subordinate staff in accordance with HSCL Performance Management System (PMS).
    • Ensure that supervisees’ job descriptions are reviewed and updated at least on annual basis to ensure adequate workload distribution and support to staff

    Qualification and Skills 

    • Associate Member of ICAN Nigeria.
    • Master’s Degree in Administration or Finance, Organizational Development, Management or other relevant field.
    • Must be a matured, motivated, problem-solving individual with high levels of initiative.
    • Minimum of five (5) years relevant experience, preferably with an International Organization.
    • Thorough knowledge of best practices in capacity strengthening with prior experience of integrating this with programming; Experience in curriculum design and development.
    • Demonstrated ability to transfer knowledge to diverse audiences through participatory adult learning, mentoring, distance education, and other formal and non-formal methods, Experience in the design of and delivery of training workshops.
    • Must demonstrate a good understanding of contemporary management best practices
    • Strong leadership and interpersonal skills.

    Country Security Manager

    Roles and Responsibilities
    Security Management:

    • Develop and update the security guidelines, SOP’s and Contingency Plans for the program
    • Supervise and train national counterpart and security officers in the state program.
    • Coordinate and monitor security activities to ensure that safety and security policies and procedures are implemented.
    • Ensure that all field staff are fully cognizant of prevailing security threats and fully advised on means to reduce staff vulnerability to those threats.
    • Design and drill warden systems, emergency radio networks, and provisioning of emergency supplies for field personnel.
    • Ensure internal incident tracking system is utilized properly and perform incident mapping and analysis.
    • Collects security related information from local and regional resources.
    • Monitors the security preparedness of country staff and works with COP to enforce staff compliance with internal security policies and SOPs.
    • When directed by the COP, carry out investigations and capture lessons learned to be incorporated into future staff trainings.
    • Act as a key member of the Field Incident Team when required during a crisis so that safety policies and procedures are implemented.
    • Ensures logistics follows a servicing and maintenance schedule for vehicles
    • Audits communications equipment and facilitates communications-related assistance when necessary.
    • Recommends changes in country security plans to COP as needed.
    • Ensure induction security briefings are conducted to all arriving staff, visitors or volunteers.

    Compliance:

    • Ensure weekly security reports are completed and sent to headquarters, providing timely updates of all situational and security developments including investigation of security incidents.
    • Conducts and submits Security Risk Assessments of programs, as required.
    • Conducts and submits full Site Security Surveys of every site visited.
    • Conducts and submits Trip Reports of all field deployments.
    • The above should be completed using the Security Department approved templates and be submitted to the COP.
    • Keep excellent records and logs to ensure continuity of this position.
    • Make frequent site visits to facilities to carry out security assessments and ensure appropriate care and training are being conducted Maintain open lines of communications with all field staff.

    Training/ Capacity Building:

    • Determine training needs for the security staff.
    • Train senior national staff to increase their responsibilities to build capacity and ensure sustainability.
    • Works with the COP to conduct any staff security training that is warranted.
    • Working Relationships
    • Maintain excellent working relationships as a member of the country team senior management.
    • Build strong professional relationships with UN agencies, local authorities, and other NGO’s.

    Representation:

    • Attends security coordination meetings and updates COP on current security issues
    • Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organizations Code of Conduct, ethics, values and standpoint about internal and external actors.

    • Prepare and implement plans, policies, and systems for the purchase of equipment, services, and supplies.
    • Review, compare, analyse, and approve products and services to be purchased and ensure delivery of exact specifications.
    • Handle customs clearance procedures where applicable.
    • Ensure compliance with the organisations and other donors’ procurement policies and procedures.

    HR / Admin Manager

    Project: Accelerating Control of the HIV Epidemic in Nigeria (ACE)

    Project Background  

    • In collaboration with the Government of Nigeria (GoN), PEPFAR/USAID investments have led to the achievement of significant progress in the fight against the HIV epidemic in Kebbi, Sokoto, and Zamfara.     Roles and Responsibilities

    Job Description
    The Finance & Administrative Assistant will handle the following tasks:

    • Manage petty cash,  track IOUs, and enter vouchers in PC Register (Disbursement, daily balancing, replenishment, processing of expense claims.
    • Reconcile petty cash and report balance cash on hand on a daily basis for sign-off
    • Carryout bank runs including cash withdrawal and other banking activities
    • Maintain expense tracking for the project
    • Prepare payment voucher/memos/cheques/transfer letters for all banking transactions in a timely and accurate manner
    • Remittance of various statutory deductions (pensions and tax) to the bank
    • Monthly VAT filing
    • Keep track of vehicles repairs and report same to your supervisor
    • Compile monthly fuel usage report
    • Maintain inventory of stationeries, toiletries and cleaning supplies to avoid stock out
    • Request for and keep track of the production of staff ID cards and business cards.
    • Keep an updated list of vendors and their account details
    • Asset management: work with finance officer to ensure that EVERY new office equipment, appliance or piece of furniture procured is tagged and asset register updated accordingly.
    • Liaise with service providers for quick response to issues
    • All other tasks that may be assigned by supervisor.

    • Provide oversight for Strategic Information (SI) processes for the project

    • Conduct routine data management including data collection, collation, analysis, and reporting.

    Requirements

    • A Master's Degree in Public Health, Biostatistics, Biological Sciences, Sociology, or a related field. Training in M&E will be an advantage.
    • Minimum of 5 years’ experience with complex donor funded health projects, including 5 years in an M&E role.
    • Strong knowledge of, and experience with various reporting requirements, and data platforms (DHIS2).
    • Experience with evaluation and research design, data collection and analysis, indicator construction, and geospatial applications.
    • Health Systems Strengthening – have some work experience across some of the health systems building blocks: Health Information Systems Health Financing, Service Delivery (HIV/AIDS, TB, Malaria), Human Resources for Health
    • Proven experience in stakeholder management including the ability to engage in technical and policy discussions with representatives of government and other development partners.
    • In-depth knowledge of the Nigerian healthcare system and key health system actors.
    • Demonstrable strong oral and written communication skills.
    • Proficiency in Microsoft Office Suite and one or more of the following statistical software: SPSS, Stata, SAS and/or R.
    • Excellent time management skills and outstanding work ethic.
    • Excellent organization and interpersonal skills.
