    Finance Officer

    • Location: Maiduguri
    • Contract Duration: 6 Months (renewable)

    Dimensions of the Role

    Implementation of financial management processes, protocols, and systems.

    Key End Results and typical Responsibilities:

    Accounting software operations and reporting:

    • Prepare payment, journal, and receipt vouchers using the corporate accounting software - QuickBook.
    • Ensure that transactions are complete and accurate with self-explanatory and understandable descriptions.
    • Maintain good filing for all vouchers in a limited access area to ensure easy retrieval.
    • Support in ensuring all documents are scanned and properly stored on Cloud
    • Maintain a record of vouchers borrowed by staff and ensure that they are returned and filed appropriately.
    • Support with the clearing of all open items.
    • Support the monthly QuickBooks closure processes.
    • Following up with offices and staff as regards the dashboard financial deadline requirements
    • Print the monthly QuickBooks reports for signing and appropriate filing.
    • Ensure that the QuickBooks balances of the advances account agree with the subledger balances.
    • Contribute to the monthly financial report.
    • Support program staff in making payments to participants during activities implementation.

    Internal Financial Controls & Payments:

    • Ensure that the documentation for payment is acceptable and accurate with all arithmetic calculations being correct.
    • Approved payment requests should be processed within three days of receipt.
    • Prepare the Withholding tax and VAT schedule where relevant before payment is done.
    • Cancel (stamped PAID) all vouchers (payment, journal, and receipt) and their supporting documents to forestall re-use.
    • Ensure all cheques are prepared in a way that ensures accuracy and validation for payments
    • Issue cheques as per weekly payment list; exception should be approved by CFM.
    • Maintain cash books, including providing updates to Finance Finance Officer to prevent negative cash and bank balance.
    • Release cheques to the right payee and ensure the appropriate receipts are issued and filed.
    • Perform any other duties as specified by your supervisor(s).

    Advance Management:

    • Prepare and maintain the sub-ledger for all advances (travel, purchase, etc.).
    • Ensure timely liquidation of staff advances should not exceed seven days after travel arrival
    • Should ensure that more than one advance is given to staff at a time.
    • Make available Bi-weekly to the Finance Officer a list of all un-liquidated advances and support with the follow-up of these advances.

    Assist in the Administration of Staff Payroll:

    • Prepare the withholding tax deductions report and complete and submit monthly Statutory PAYE forms to relevant Government Organizations.
    • Reconciles payment of NHF with Federal mortgage bank of Nigeria 
    • Assist in the posting of all prepaid staff benefits on Quickbook.

    Qualifications and Experience

    • Degree University degree in accounting or relevant professional qualifications equivalent.
    • At least 3 years experience in a similar role.
    • A BSc or HND in Financial accounting and related financial/Business administration courses.
    • At least 2 years of practical work experience in managing financial and administrative systems for donor-funded projects.
    • A minimum of 2-year experience in grant financial management with donor-funded projects in Nigeria.

    Desirable

    • Strong communication skills: oral and written.
    • Experience in the use of QuickBooks (Added advantage)
    • Extremely flexible, and have the ability to cope with stressful situations
    • Ability to carry strenuous office duties of lifting heavy items.
    • Familiar with international donors.

    MEAL Assistant

    • MEAL Assistant – (2 openings) Temporary Appointment
    • Contract Duration: 6 Months (renewable)

    Dimensions of the Role

    The Monitoring and Evaluation Assistant will work closely with Monitoring and Evaluation officer, and the project officers. S/he will be responsible for ensuring proper monitoring of GPON field projects and proper collection and collation of quality data of the GPON ongoing project implementation and the development and conduct data cleaning for easy and quality analysis.

    Data collection tools and database design

    • Develop tools for the collecting regular projects’ activities and performances;
    • Take part in the design of Microsoft Excel databases to store project/program accomplishment data;
    • Work with the M&E officer in designing data collection templates for surveys that needs to be conducted internally;
    • Take part in designing electronic data entry templates for mobile/tablet data collection;
    • Work with partner staff in designing both data collection tools and electronic templates;
    • Design a strategy to collect filed level information required by GOALPrime, donors and/or stakeholders;
    • Work with the M&E and program team in standardizing the project M&E tools;

    Data collection and analysis

    • Make sure the responsible persons for each and every data elements to compute project performances are assigned;
    • Closely work with front line staff and volunteers to ensure that projects data collected on timely fashion;
    • Communicate and orient responsible partners or program staff on the use of the tools they are responsible for;
    • Apply data cleaning techniques to ensure the quality of data collected from field;
    • Tabulate and cross-tabulate the field data for further analysis by M&E manager;
    • Identify the data quality issues and bring to the attention of the M&E manager with proposed actions;
    • Take part in the Data Quality Audits, share with program staff and document findings;
    • With the support of project teams, ensure high quality monitoring data in a timely manner: collate/organize data for reporting.
    • Partake in routine monitoring missions as scheduled.
    • With the support of M&E officer, train enumerators on administration of various Environmental Health questionnaires and data collection tools related to project monitoring, baseline and evaluations.
    • With the support of M&E officer, train casual staff, data entry operators on data entering.

    Capacity building and supervision

    • Train enumerator hired for special studies or assessments;
    • Organize orientation for front line staff, partners’ staff and volunteers on the monitoring tools and train them how to use data for decision making;
    • Mentor and coach frontline staff and volunteers on issues related to data collection.

    Other duties

    • Support Donor Engagement and Fund raising. Ensure that funds for continuity and scale up of Programmes/operations is secured at most 6 months into this contract.
    • Perform other task related assignment proposed by his/her supervisor/s

    Qualifications and Experience:

    • Bachelors’ degree and minimum of 2 years’ work experience in monitoring and evaluating programs with an organization that has a robust M&E component.
    • Prior experience with Plan International or related non-governmental organization is preferred.
    • Experience in developing child-friendly M&E systems/tools or doing research with children is a strong asset.
    • Must be willing to travel to other LGAs to work
    • Effective in written and verbal communication in English. Ability to communicate in applicable local language(s) is an added advantage.

    Nutrition Associate

    • Contract Duration: 6 Months (renewable)
    • Location: Borno state- Dikwa

    JOB PURPOSE

    Under the overall supervision of the Nutrition Officer, in coordination with the Medical Activity Coordinator, the Nutrition Associate will be responsible and accountable for the implementation of Nutrition interventions in assigned field locations, the role supports the implementation of nutrition activities within the area of intervention. The role-holder supervises and trains field level nutrition staff, performs monitoring and support supervision of field activities, guides LGA partners on program planning and participates in staff capacity building. S/he coordinates the implementation of Severe Acute Malnutrition, Moderate Acute Malnutrition practices and other supportive Nutrition programs.

    RESPONSIBILITIES

    • Implements a comprehensive maternal infant and young child nutrition program (MIYCN) Baby Friendly Community initiative (BFCI) approach.
    • Provides technical support to CMAM and BSFP program component within the community including ensuring awareness sessions, screening and tracking.
    • Develops and supervises an effective mother to mother support group within the area of implementation.
    • Trains and mentors the emergency response program staff and the integrated community health promoters through the identification of capacity gaps and carrying out refresher trainings and on the job trainings.
    • Develops key messages in nutrition to the targeted beneficiaries, and ensure it is delivered appropriately.
    • Offers nutrition support through counseling to individuals with medical conditions including Comprehensive Care for Clinic clients.
    • Conducts and Supervises nutrition-specific value-adding activities (SBCC, Home gardening, food hygiene promotion etc.
    • Implements a social behavioral change communication strategy at the community level.
    • Plans and conducts mass MUAC screening of the under-fives on a quarterly basis in collaboration with the Community Health volunteers.
    • Compiles and submits donor and GPON Nutrition Program weekly, biweekly and monthly reports of all the activities implemented, as well as prepare food requisitions.
    • Liaises with Supply Chain Department in Program Supplies procurement and Monitoring Supply control.
    • Supports Data quality assessments.
    • Supervises regular follow up and management of malnutrition cases at the OTP/SC
    • Performs Any other duties as assigned by the supervisor.

    POSITION REQUIREMENTS

    • Relevant degree in one of the following areas: Public health, health, and nutrition.
    • Minimum of three (3) years relevant professional work experience, in implementation of health and nutrition
    • activities and 1 (one) year Background/familiarity with Emergency.)
    • Experience in maternal-infant and young nutrition with strong BFHI & BFCI approaches
    • Experience in nutrition survey and assessments
    • Understanding of humanitarian operations principles, standards, and best practices
    • Manages effectively his/her own time as well as flexible and available to work overtime when needed.
    • Good command of written and spoken English, Kanuri and Hausa Languages
    • Strong interpersonal and team building skills and excellence as a team player.
    • Ability to work both independently and as part of a team.
    • Willing to work extra hours and available at the weekend for emergency cases.

    Warehouse Officer

    ROLE PURPOSE:

    The Warehouse Officer will be responsible to providing overall logistic services; specifically, to provide space for common pipeline storage to address the WASH sector need  under directs supervision of warehouse coordinator.

    KEY JOB TASKS AND RESPONSIBILITIES:

    • Support the WH coordinator with the day-to-day operational requirements for the Common WH;
    • Understand, implement, produce and / or maintain standard GPON inventory management policies and procedures.
    • Ensure physical confirmation of weight, volume and quantity of new consignments at the point of reception;
    • Ensure update of physical weights, volume and quantity of new consignments at all times;
    • Supervise, train and monitor warehouse casual labourers as required at all times;
    • Support in managing and documenting the receipt, handling, storage, release and reporting of goods through the warehouse coordinator.
    • Ensure that all dispatch and receipt documents (Receive Note/Delivery Note/Stock Transfer Sheet/Waybills) are complete and archived in compliance with GPON standards (scan documents and archive digital versions)
    • Implement daily activities in the warehouse in accordance with Logistics Sector SOPs and quality standards
    • Manage a schedule for receipt and dispatch of goods from/to Service Users (WASH Partner)
    • Manage stocks according to standard guidelines considering: individual requests/consignments per Service User; verification on Units of Measure (UoM) for handling (Bags, Bales, Boxes, etcetera), and reporting (metric tons, kilograms, cubic meters); proper documentation for all transactions (request, receipt, release), and warehouse management (stock cards, register of damages/losses).
    • Maintain physical and digital records according to standard guidelines considering: update the Release Item Tracking Application daily to reflect all transactions (new requests, receipt of goods, and release of goods) based on completed documentation; maintain physical records per individual request/consignment per Service User.
    • Ensure the maintenance / security of warehouse and assets.
    • Ensure timely repair and maintenance of the warehouse.
    • Update as per GPON requirements, the Asset register, Asset inventory list and expendable store inventory list and produce TIMELY reports as requested by the warehouse in-charge and in relation to donor standard of operations (SOPs);
    • Ensure the recruitment, attendance follow up and payment of daily workers for logistics needs;
    • Prepare and send to the supply chain coordinator the stock report on a monthly basis during absence of the WH coordinator.
    • Report immediately on any discrepancies or theft noticed on any items.
    • Prioritize dispatch needs in conjunction with all WASH partners.
    • Ensure goods, equipment is signed for received on the request form (office expendables) or waybill (all other items) in the absence of warehouse in-charge
    • Ensuring the efficient flow of products in and out of the facility, optimizing the space, and maintaining proper control and accountability for goods at all times.
    • Support in planning the warehouse layout and space in the most operational way for reception, storage, preparation and delivery of the goods.
    • All changes to the schedule initiated by GPON will be communicated to Service Users in a timely way.
    • Ensure that all warehouse activities are conducted in accordance with processes and procedures, quality management systems, dangerous goods regulations and industry best practices.
    • Update the stock record cards regularly.
    • Conduct routine inventory inspection and submit report to the Warehouse In-charge in a timely manner.
    • Manage partners request promptly and resolve issues quickly

    QUALIFICATIONS AND SKILLS:

    • Bachelor Degree in Management Science or related;
    • Minimum of 3 years experience in Logistics;
    • Advance knowledge of Microsoft Office products, including Excel and Word;
    • Experience in working in complex and volatile contexts;
    • Technical in Warehousing management (ware house management);
    • Documented results related to the position’s responsibilities;
    • Experience in leadership and problem solving;
    • Fluency in English, both written and oral including local language;
    • Ability to put up with pressure from government agencies;
    • Ability to deliver high quality work within tight deadlines;
    • Strong negotiation skills; Minimum one year work experience with international/national NGOs and/or local authorities in the Nigerian context;
    • Strong listening and empathy skills, as well as commitment to supporting women and children survivors/ at risk;
    • Ability and motivation to work well with local authorities, local leaders and local community;
    • Computer literate (Word and Excel);
    • Willing to work extra hours and available at the weekend for emergency cases.
