    Monitoring Evaluation Accountability and Learning (MEAL) Officer

    JOB SUMMARY: 

    The MEAL Officer will be responsible for Food Livelihood and Nutrition Security (FLNS) Project Monitoring Evaluation Accountability and Learning (MEAL). The MEAL Officer will design implement cost effective, innovative robust MEAL system. The MEAL will continually review the practicality and effectiveness and suggest modifications as necessary of the MEAL system.

     RESPONSIBILITIES AND TASKS

    Job Responsibility #1: Supervision and Management of Direct Report

    •  Assist the Program Manager to manage, train and develop the Monitoring and Evaluation team
    • Identify direct reports capacity development needs and in consultation with the FLNS Manager
    • Guide direct reports prepare performance plans and appraise them in consultation with FLNS Sector Manager and HR staff.
    • Support HR and FLNS sector in staff recruitment

    Job Responsibility #2: Develop an appropriate MEAL system in line with the FLNS Sector design and objectives:

    • Continually examine specific FLNS Sector and project output components to be monitored and evaluated.
    • Develop monitoring, accountability and reporting tools for the respective projects’ and programs’ outputs, suggest modifications and develop new and appropriate tools as necessary.
    • Provide routine guidance to FLNS Sector on field testing and use of new innovative monitoring tools as they are developed and refine them for FLNS Sector use.

    Job Responsibility #3: Facilitate the implementation of FLNS Sector MEAL system and ensure accuracy of data and information collected.

    • Take the lead in training all FLNS Sector staff in understanding and use of all monitoring and reporting tools.
    • Review field reports to ensure that they respond to the FLNS Sector objectives and comply with sector indicators.

    Job Responsibility #4: Ensure FLNS Sector data and information collected are analyzed and made accessible to the management in a form usable for decision-making.

    • Establish a filing system for various program activities to ensure easy retrieval of information as and when needed.
    • Develop an appropriate project data base of the sector to facilitate processing of required information.
    • Continually analyze FLNS Sector field data to verify status as and when necessary, and produce daily, weekly, monthly/quarterly data computation and analysis reports for use by project/project management.
    • Verify the validity of field data by making routine field visits to check adherence to agreed data collection methods and authenticity of collected information.
    • Documentations of lessons learnt, good practices and support the FLNS writing refereed papers for publication

    Job Responsibility #5: Supervision, Liaison and collaboration with other projects, and agencies (e.g. UN, INGOs, State and Local Government Area (LGA).

    • Supervise, review and coordinate contracted consultants and any other persons assigned to MEAL officer.
    • Facilitate collaboration on MEAL with other agencies in the region to ensure uniformity in tracking of FLNS Sector indicators.
    • Promote good PR and enhance CARE’s positive image during presentations
    • Perform any other monitoring and evaluation duties as may be assigned by the supervisor from time to time.

    Job Responsibility #6:

    ·       Perform any other tasks assigned by the Sector Manager or her/his designate.

    EDUCATIONAL QUALIFICATION:

    A)    EDUCATION/TRAINING:

    Required:

    • Minimum 1st degree in Statistics, Biostatistics, Agricultural economics
    • Minimum of 3 years’ experience in M&E
    • Competent in use and application of SPSS
    • Excellent experience on conducting quantitative and qualitative research, studies, assessment from start to end including dissemination of findings to a wide range of diverse audience      

    Desired:

    • Master’s Degree in a related field.  

    B) EXPERIENCE:

    Required:

    •  Minimum of 3 years’ experience on MEAL in the field of development
    • Masters in social science, disaster management, development studies or relevant discipline
    • Good understanding of the country’s humanitarian context, empowering and advocacy issues in Nigeria
    • Strong analytical skills and understanding of MEAL Framework, tools and indicator setting
    • Evidence-based monitoring and evaluation frameworks and program, with emphasis on participatory and partnership-based MEAL approaches
    • Strong knowledge of IT applications and development – especially spreadsheets and database management.
    • Fluency in both written and spoken English and good report-writing skills

    Complaints & Feedback Mechanism (CFM) Assistant

    JOB SUMMARY:

    Under the supervision of the M&E Officer, the CFM Assistant is responsible for ensuring mechanisms are in place in all CARE project sites to strengthen the quality and accountability of the emergency program especially in regards to information sharing, beneficiaries’ participation, complaints and response mechanism. The CFM Assistant is also responsible for the provision of support to Food Security project to strengthen Food security activities in the field in accordance with CARE principles and ensures field activities are executed in an efficient manner. Support conducting of Protection Monitoring/ risk assessments/ rapid protection assessments, conduct referrals (including establishing referral pathways), following up of cases, identification of protection cases, weekly work planning, ensuring awareness on CFM, collection of complaints, documenting of the complaints in adherence to WFP and CARE systems, feedback to communities and train on CFM, protection principles to CNMs, food committees.

    KEY ROLES/RESPONSIBILITIES:

    • To assist the M&E Officer in working with program staff and beneficiaries to develop structure and methods for managing the complaints and feedback in the field as well as maintaining the integrity of information received.
    • This role will also involve management of CRM database by ensuring proper documentation and aggregation of CRM data including complaints received, investigated and responded to as well as providing detailed summaries of complaints issues to feedback to the program team during monthly and quarterly meetings/reports.
    • The post holder with support from the M&E Officer will ensure the collection of quality complain and feedback across the response.
    • The post holder will interface and support programme team members, support programme coordination and policy engagement.
    • The role requires strong facilitation and organizational skills along with the ability to analyze and communicate complex CRM system.
    • Assist in programme updates for the response management and internal information sharing
    • Assist Protection officer with data collection processes if needed.
    • Conduct field monitoring visits (including the use of the Quality benchmark/monitoring checklist) and facilitating focus group discussions
    • Assist with implementation of programme evaluations (data collection)
    • Support MEAL in conducting assessments as needed
    • Assist in handling, documenting, confidentiality and security of all informational resource related to feedback and complaints from beneficiaries
    • Support Complaints and Feedback Mechanism, including communicating responses to complainants; liaise with programmes and operations to ensure prompt follow-up on feedback and complaints received
    • Support on-going monitoring and evaluation (M&E) of projects in reporting routine monitoring data against performance monitoring plans and frameworks

    QUALIFICATION: 

    • BSc / HND / ND in Management, Social Research, and Development Studies or a related field or comparable addition to experience.
    • Proficiency in Microsoft Office applications, including Word, Excel, Outlook, and PowerPoint.
    • Minimum of 1 years proven experience in accountability especially feedback mechanisms concepts and international humanitarian quality standards.
    • Previous experience of working with NGOs.
    • Experience in implementation of accountability and complaints reporting mechanisms in Nigeria.

    Nutrition Assistant

    JOB SUMMARY 

    CARE International has scaled up its intervention in Karasuwa, Nguru and Yusufari LGAs (Yobe State) with the main objectives of reducing morbidity and mortality of the most vulnerable population and promoting protection amongst the whole affected community. The Nutrition Assistants will be based at the LGA performing on-going monitoring and support supervision, provide guidance to LGA partners on nutrition activities, assist nutrition officers in program planning and staff capacity building. The Nutrition Assistant will monitor and support the performance of nutrition activities. Training of community based volunteers (Mother-to-Mother, Support group, PMCs), Supervision and Sensitization. The Nutrition Assistant will mainstream nutritional activities with regards to Infant and Young Child Feeding practices and other nutrition programs.

    • S/he will be required to conduct sensitization and MUAC (middle upper arm circumference) screening of Pregnant and lactating women (PLW) and children under 5 years.
    • The nutrition assistant will screen, tally, register and coordinate the screening of children to verify their age at the distribution point; the nutrition screener/register additionally is required to train the Nutrition volunteers.
    • S/he will be tasked to report to the Nutrition Officer on BSFP distribution update.
    • The Nutrition Assistant will collaborate with other INGOs on nutrition activities and to refer children identified with SAM and provide technical support to the Nutrition Officer.
    • S/he the will be required to mainstream the nutritional activities in line with CARE/ standards in his or her LGA with regards to Infant and Young Child feeding (IYCF) programs.
    • H/She will also provide guidance to LGA partners (IYCF Groups) on policy and methodologies to enhance service delivery at the Host community and camp level. 
    • The H/She is required to possess significant experience in inter-agency coordination in management of complex field based operations and emergencies, good knowledge of program management and solid experience in technical field of BSFP.
    • H/She is expected to have competencies of a skillful leader in guiding and supporting staff, addressing various operational challenges, along with increasing security concerns. Given the stressful nature of Yobe security situation, which remains fluid and unpredictable and its high interpersonal and communication skills demands, the nutrition Supervisor will need to be able to fit easily into a complex and highly operative team of various cultural backgrounds.

    QUALIFICATIONS (KNOW HOW)

    • University degree/HND/OND in any of the following disciplines: Nutrition, Public Health or related field.
    •  At least 2 years’ experience in Nutrition, Biology, Public Health, Nursing or food aid support.
    • A good experience in supervision is required. 
    • Experience with survey methodologies, nutrition assessment and relevant data analysis
    • Previous experience working with an INGO or a Development organization.  

    TECHNICAL SKILLS:

    Required:

    • 2-3 years progressively responsible experience in Nursing, Biology, Nutrition/or Public Health Sector of INGO and/or directly related area
    • Fluency in English and Hausa.
    • 3 years progressively responsible experience in Nursing, Biology, Nutrition/or Public Health Sector of INGO and/or directly related area
    • Experience in a development and/or humanitarian organization. 
    • Strong knowledge of Nutrition and/or Public Health.
    • Advanced computers skills at least intermediate skills in windows based word processing, spreadsheet and nutrition/public health software.
