    Program Support System Officer

    Job Summary

    The Program Support System Officer will be based in Monguno and will play a key role in implementing the Food For Peace project in North-Eastern Nigeria. The PSS Officer will be primarily responsible for the establishment, management and capacity building of local staff on project information system for greater project reporting and overall impact. The specific objectives includes but are not limited to;

    • Ensuring comprehensive data management of the program beneficiaries and adequate management of the programs databases and RedRose platforms.
    • With the support of the DPM M&E and team, review new and existing data collection tools and systems and ensure functionalities for all programs activities
    • Ensuring timely identification of beneficiaries and onward printing of the beneficiaries' card and management.
    • In conjunction with the Complaints Response Mechanism Officers and directives from the M&E DPM, address all beneficiaries' complaints and document for accountability and informed decision making.
    • Implementation of MIS throughout / at all levels of programs implementation through timely data entry, collation and analysis.
    • Assess and support the integration of MIS in all programs to include other on-going Action Against Hunger projects in Northern Nigeria.
    • Leading data storage, processing, retrieval and reporting to project management team and key community stakeholders in consultation with the M&E DPM.
    • Undertaking regular visits to all programs operational LGAs to support technical capacity in usage and management of MIS and its associated technology.
    • Coordinate and share learning related to MIS knowledge, behaviours and practices at base level and the entire mission.
    • Generate MIS related reporting on trends in all cash programs context and progress (using graphs, pie charts, bar charts etc) for internal and external reporting.
    • Specifically organize small-scale learning, knowledge sharing and workshops with local staff project beneficiaries and LGA authorities to enable MIS lessons learnt be incorporated into future program design.
    • Support the quality, timely production and dissemination of MIS outputs internally and externally.
    • Documenting and promoting good practice through planning, implementation, monitoring and evaluation of activities.

    The successful candidate will;

    • Have at least a bachelors or masters degree (preferred) in Information Technology, Management Information System or related field with a minimum of 2 years of proven experience working with donor funded programme.
    • Be professional, motivated, flexible and culturally sensitive
    • Have previous experience in M&E, PSS of cash based interventions (i.e. cash for work, cash transfers or cash vouchers).
    • Have excellent communication, writing and analytical skills.
    • Be proficient in Microsoft Office Skills (Outlook, Excel, Power Point, Word).
    • Have proven ability to create program support systems for large amounts of data within a complex program.
    • Have knowledge and experience in using database specific software.
    • Have experience in designing and leading capacity building and training for national teams.
    • Be excellent in communication skills and proficient in report writing 
    • Have IT Troubleshooting capabilities.
    • Be resident and familiar with the terrain in the Northeast Nigeria.

    Complaints Response Mechanism Assistant

    Job Summary

    The Complaints Response Mechanism Assistant will be based in Monguno, Borno State and report to the Complaint Response Mechanism Officer. The CRM Assistant will support the CRM Officer in the establishment and management of the Feedback Mechanism for all ACTION AGAINST HUNGER humanitarian projects. The specific objectives includes but are not limited to;

    • Building staff awareness and commitment to a complaints mechanism, ensuring all SOPs and ACTION AGAINST HUNGER core policies are respected.
    • Regular maintenance of complaints and feedback database/information system, and share information on a regular basis.
    • Ensuring regular maintenance of complaints and feedback database/information system, and ensure information is shared on a regular basis.
    • Addressing the queries of callers using setup hotline while respecting ethical and professional behavior in accordance with the ACTION AGAINST HUNGER standard operating procedures and HAP guidelines.
    • Lodging all feedback, complaints and response in the CRM database as well as maintaining confidentiality on data.
    • Ensuring accurate recording of all the data related to the callers in the hotline data base and understand Action Against Hunger programs/projects.
    • Submitting internal and accurate reports to the concerned programs/projects. The reports will be submitted weekly, or daily according to the urgency of the call; include monthly recommendations, when applicable to projects/programs and program managers as received.

    The successful candidate will;

    • Have at least a bachelor’s degree in management, social research, development studies or a related field with a minimum of 1 year relevant experience in developing and maintaining accountability and learning activities.
    • Have demonstrated knowledge of accountability especially feedback mechanisms concepts and international humanitarian quality standards.
    • Be fluent in English and local languages especially Hausa and Kanuri (both written and spoken skills).
    • Have strong understanding of HAP, Do No Harm and other relevant global standards.
    • Have experience in carrying out design and implementation of accountability and complaints reporting mechanisms in Nigeria.
    • Have experience in developing and/or managing complaints reporting mechanisms for cash transfer programme.
    • Have excellent computer skills especially developing databases.
    • Have sound analytical and conceptual skills.
    • Have proven interest and commitment to humanitarian and development principles and demonstrable understanding of conflict/post conflict development contexts.
    • Have excellent communication skills and experience in report writing.

    Complaints Response Mechanism Officer

    Job Summary

    • Providing support to the review and development of feedback mechanism systems and tools, in collaboration with M&E DPM and coordination teams at ACTION AGAINST HUNGER Nigeria Mission.
    • Communicating and disseminating complaints handling procedures, policies and tools as appropriate to beneficiaries, project staff and other stakeholders. 
    • Training M&E Field assistants in conducting regular community feedback functions, ensuring that all SOPs and ACTION AGAINST HUNGER core policies are respected.
    • Building staff awareness and commitment to a complaints mechanism.
    • Regular maintenance of complaints and feedback database/information system, and ensure information is shared on a regular basis.

    • Providing accurate information related to the on the subject callers matter and other related on going activities. Understand Action Against Hunger programs/projects, as well as in order to redirect internal cases to the right department or program.
    • Referring cases across the departments within the mission- with the support of the M&E DPM - following the standard operating procedures set for the referral system within the base.  
    • Follow-up and receive weekly feedback, and case status progress related to the internal cases referred to the programs/projects. Ensure all documents and actions taken are well documented, and feedback is given.
    • Represent ACTION AGAINST HUNGER externally in issues relating to monitoring, evaluation, accountability and reporting (consortia, alliances and clusters) when required.

    The successful candidate will;

    • Have a minimum of Bachelor’s degree in management, social research, development studies or a related field with a minimum of 2 years relevant experience in developing and maintaining accountability and learning activities.

    Monitoring & Evaluation (M&E) Deputy Program Manager

    Job Summary

    The Monitoring & Evaluation (M&E) Deputy Program Manager will be based in Monguno, Borno State with frequent field schedules and report to the Project Manager (M & E). He/she will play a key role in supporting the Project Manager in the accountability and quality control of the mission's WASH, Nutrition, and Food Security projects in North-east Nigeria.

    The task and responsibilities includes but are not limited to;

    • Providing oversight to ensure appropriate and rigorous M&E systems are developed to guide project start-up, implementation, adjustment, accountability and learning in compliance with ACTION AGAINST HUNGER’s M&E Guidelines and Minimum Requirements for M&E.
    • Providing support to the M&E Project Manager in the development and implementation of a central information management system platform.
    • Supporting in the establishment of mobile data collection systems; train staff as needed; and provide troubleshooting support.
    • Providing support to the development and implementation of feedback mechanisms; ensure complaints are appropriately investigated and addressed based on ACTION AGAINST HUNGER standard operating procedures.
    • Working closely with other Project Managers and the M&E team to support the development of high-quality M&E plans for each project, including logical frameworks, indicators, measurement plans, and workplans; periodically assess progress against M&E plans and workplans.
    • Ensuring proper and timely implementation of ACTION AGAINST HUNGER M&E tools, activities, and reporting.
    • Collaborating with PMs and other members of the M&E team to ensure standardized, high-quality M&E tools are developed and rolled out for each project.
    • Assisting programs in defining sampling and assessment methodologies.
    • Supporting the analysis of M&E data for various projects as required through Excel or other statistical software. In particular, assist PMs, M&E officers with program team in measuring the progress and achievements of projects against set targets.
    • Supporting the development and revision of internal and external reports, ensuring compliance with donor requirements and reports reflect an actual representation of field implementation activities and results based on M&E findings.
    • Regular use of participatory data collection techniques involving beneficiaries, institutions and partners in the process and proper utilization and learning from M&E systems at the project and mission level.
    • Ensuring the lessons in planning, monitoring, evaluation, accountability and impact assessment are documented, shared and considered in the design of new projects and technical plans and are discussed during periodic program reviews and ultimately included in current work and future program development.

    The successful candidate will;

    • Have a minimum of bachelors or masters degree (preferred) in humanitarian affairs, international development, public health, epidemiology, economics, or other social / developmental sciences.
    • Have a minimum of 3 years of proven experience in the Monitoring, Evaluation and Accountability of humanitarian or development programs.
    • Have experience in monitoring and evaluating  donor (i.e. USAID, ECHO, DFID, CIDA) funded activities.
    • Have skills on statistical and other software (MS Excel, SPSS, SPHINX, STATA, EPI Info, ENA for SMART, GIS, etc.)
    • Be professional, motivated, flexible and culturally sensitive.
    • Have excellent communication, writing and analytical skills.
    • Have proven ability to translate evaluated results into learning strategies.
    • Be proficient in Microsoft Office Skills (Outlook, Excel, Power Point, Word)
    • Have previous experience with nutrition, WASH, food security and livelihoods programming.
    • Have previous experience with cash based interventions (i.e. cash for work, cash transfers or cash vouchers).
    • Have experience in mobile data collection processes and platforms.
    • Have experience in designing and leading capacity building and training for national teams
    • Possess excellent communication skills and proficient in report writing.
    • Be committed to ACTION AGAINST HUNGER mission, values and policy
