    Economic Recovery Assistant - Food Assistance (Mafa)

    Purpose

    To facilitate the implementation of DRC’s Food Security and Economic Recovery and Market System programme in Borno State through liaising with stakeholders and integrating with other departments. Support in enhancing the livelihoods of beneficiaries through the provision of information, business skills training, business support, Cash and Voucher Assistance (CVA), Nutrition trainings and agricultural interventions.

    Duties and Responsibilities

    Supporting CVA, Food Assistance and Nutrition Activities

    • Ensure beneficiaries are screened, selected and verified through use of developed targeting criteria in operational areas.
    • Facilitate the implementation of CVA mainly but not limited to Unconditional Cash Grants, Conditional Cash Grants, Vouchers and Business Grants in the operational areas through liaison with line manager.
    • Ensure monthly cash distributions conducted in the operational areas through ensuring beneficiaries are verified, registered and sensitized.
    • Manage cash distribution process and ensure minimum standards are met.
    • Organize small business training and business planning activities with beneficiaries.
    • Provide information to beneficiaries about market price monitoring and business development opportunities.
    • Provide food security guidance, on an individual or group basis, to increase beneficiaries’ awareness of different nutrition foods options based on market assessment and beneficiary interests.
    • Conduct training and sensitisation activities related to complementary nutrition activities.
    • Supervision of nutrition related activities such as trainings, malnutrition monitoring and screening, referral pathways and reporting.
    • Supervision of community volunteers implementing Nutrition, other Economic Recovery and Market System initiatives
    • Coordinate in Planning, supervising and monitoring training, awareness and sensitisation activities, including maintenance and verification of all supporting documentation and activities (e.g. pre- and post-tests).
    • Support the organization of trainings and other events related to the project.
    • Submit weekly reports and contribute to compilation of the monthly report and submit to line manager.
    • Assist in Maintaining records of all activities, in order to complete timely reports for DRC and for external actors, including donors.
    • Assist the Economic Recovery Food Assistance Team Leader in project documentation.
    • Any other duties assigned by line manager.

    Stakeholder Coordination

    • Coordination of Ward level stakeholders in consultation with line manager.
    • Ensure that protocol is followed through stakeholder consultation at all stages of project implementation.

    Social Cohesion

    • Assess the relevance of potential intercommunal dialogue activities linked to livelihoods to improve the dialogue and cooperation between these fields (e.g. joint workshops, peer-to-peer activities, language exchanges, etc.).
    • Select beneficiaries who will participate in the activities through youth empowerment and social safety-net planning in coordination with other sectors.
    • Maintain Excel tracking sheet to ensure that data are collected on a timely basis.
    • Contribute to regular reporting on achievements and challenges related to the project as requested by the Economic Recovery Office

    Monitoring & Evaluation

    • Work closely with the monitoring team on monitoring and evaluation tools for Economic Recovery activities in coordination with the M & E team
    • Facilitate the qualitative and quantitative monitoring of projects through team meetings, post-assistance visits, regular reporting and any other monitoring tools.
    • Participate in internal evaluations of programmes.

    Representation

    • If requested by the Economic Recovery Program Manager represent DRC in food security sector working groups, cash working group and interagency planning workshops.
    • Represent, and where necessary, advocate on behalf of DRC with local authorities.

    Economic Recovery Assistant - Agriculture (Monguno)

    Purpose

    The DRC Nigeria is looking to recruit an experienced, highly- qualified and enthusiastic professional to join the Economic Recovery team in Nigeria. Coordinate with partners and other stakeholders in the implementation of food assistance , livelihood programming through supporting market systems development (MSD), improved production practices for farmers’ associations, cash transfer programming (CTP) and village savings and loans associations (VSLA) while developing the social cohesion between members of the target communities.

    Economic Recovery and Market System Team Leader

    Purpose

    Team Leadership

    • Produce work plans for the sector staff in accordance with annual planning cycle
    • Train staff and provide regular updates of work planning and reporting against SMART objectives.

    • Provide field supervision to Economic Recovery and Market System Officers and Assistants, Agriculture Officers and Assistants
    • Represent the Economic Recovery team at base level and participate in facilitating and coordinating activities within the team and with other DRC’s departments

    Implementation and Planning

    • Coordinate with the Finance, Procurement Officers and other sectors of DRC to ensure proper management of Economic Recovery sector planning and implementation.
    • Serve as the main contact for Economic Recovery and Market System activities in DRC Maiduguri operations, and work closely with State Government Technical Line Ministries and departments in ensuring high quality standards in DRC Economic Recovery sector operations.
    • Ensure team adoption of technical guidelines, SoPs, handbooks and other programme guidance provided by the Economic Recovery Manager and the Economic Recovery Coordinator
    • Ensure that Economic Recovery and Market System Officers and Assistants implement Economic Recovery and Market System project activities within the budget limits and in line with good budget management and accountability procedures in consultation with Economic Recovery Programme Manager
    • Support Economic Recovery and Market System Officers and Assistant in ensuring activities implementation is done in compliance with DRC/Donor quality procedures
    • Closely monitor the implementation of Economic Recovery and Market System activities to timely identify any problems that may affect the achievement of intended outputs and results; by pragmatically and constructively dealing with them early enough
    • In coordination with field staff, ensure that vulnerable groups (especially women and youths) are actively involved during group discussion and the decision making process;

    • Provide regular internal reports and other relevant information on general policy matters and programme activities to the sector staff and other relevant persons.
    • Ensure that a sound documentation procedure is adhered to, including relevant beneficiary database is developed, maintained and updated regularly.
    • Ensure update-to-date records (disaggregated by gender/age/diversity) are maintained for all beneficiaries of the Economic Recovery and Market System interventions.
    • Ensure the use of developed relevant manuals/tool kits and training curriculums that can be used in training beneficiaries
    • Ensure that a sound complaints handling and feedback mechanism is in place in the project area so that beneficiaries have easy access to DRC and that the Do-No-Harm principle to persons of concern/beneficiaries at the point of delivery is upheld.
    • Lead weekly, monthly and quarterly reporting processes of Economic Recovery activities in Maiduguri.
    • Actively contribute to project planning, development of proposals and documentation of lessons learned, best practices and success stories.
    • Lead the identification of beneficiaries needs using both technical skills and knowledge of the operational context
    • Engage and build strong and better relations with all community leaders, Local Government Council structures and State Government line ministries for the enhancement of DRC/ Donor overall program objectives.

    Coordination 

    • Represent the Economic Recovery sector during coordination meetings with stakeholders such as local communities, local government officials, Early Recovery and Livelihoods Sector Working Group, Food Security Sector Working Group, Cash Working Group and donors.
    • Be proactively seeking for new partnerships for SME, VST, Internship, and LH activities
    • Promote and ensure at all times a pragmatic and efficient dialogue as well as networking with Local Institution, Private Institutes, workshops, National and international NGOs and local authorities
    • Coordinate with the rest of the country team whenever needed
    • Liaise with relevant line ministries during project implementation i.e. Ministry of Agriculture, Ministry of Animal resources and Fisheries, Ministry of Commerce, Industry and Trade etc.

    Monitoring and Evaluation

    • Actively participate in monthly Budget Follow up review meetings and ensure all livelihood activities status are updated and submitted to Economic Recovery Programme Manager/ Economic Recovery Coordinator
    • Work with M&E to manage all Economic Recovery and Market System component data collection exercises including the conduction of assessment and surveys (e.g. baseline surveys, yield assessment, do-no-harm surveys etc.) in close coordination with the Country M&E unit to monitor and evaluate food security and Economic Recovery and Market System projects activities.
    • Work closely with M&E unit to identify, document and disseminate relevant project success, challenges and follow up on implementation of project’s action points
    • Support the undertaking of detailed situational analysis in collaboration with relevant stakeholder and propose appropriate project implementation approaches
    • Supervise the implementation of all participatory needs/vulnerability and capacity assessments of affected communities
    • Participate in project evaluations and assist in the analysis of results
    • Work with M&E to conduct post-distribution monitoring to ensure that beneficiary entitlements have been adequately accounted for and reconcile the results with those issued by the warehouse manager/cash distribution agent and line manager for the supply of goods, cash and vouchers.

    Administration & logistics

    • Ensure compliance with donor requirements regarding programming implementation and asset management.
    • Support sector team with logistics arrangements to facilitate effective programming.
    • Provide timely expenditure planning & budget follow-ups with guidance from the Economic Recovery Programme Manager and the Economic Recovery Coordinator.
    • Ensure DRC financial procedures, guidelines and corruption control is maintained among the team.
    • Initiate procurements and ensuring adherence to correct procurement and logistical procedures and in coordination with the Logistics department. Support the timely procurement of project materials.

    Personnel Management.

    • Directly responsible for supervising Economic Recovery Officers, Assistants and any casual workers hired to facilitate implementation of sectoral activities.
    • Responsible for contributing to recruitment planning, actual recruitment of required field staff in consultation with the Economic Recovery Coordinator, Economic Recovery Programme Manager, Area Manager and HR.

    • Understanding of rights and protection issues of IDPs, children and women

    • At least 3-4 years of relevant professional Economic Recovery and Market System components experience with a humanitarian aid organization
    • Understanding of Economic Recovery and Market System programming issues in the country and the North East Nigeria region

    Qualifications

    WASH Officer (Hygiene Promotion)

    Purpose

    Economic Recovery Officer - Food Assistance (Monguno)

    Purpose

    MEAL Officer

    Purpose

    The MEAL Officer is to ensure that all DRC projects and programs are effectively monitored, evaluated, and continuously improved. He should track progress, assess program impact, and ensure accountability to stakeholders by establishing feedback mechanisms. The role involves data collection, analysis, reporting, and the implementation of feedback and learning mechanisms to ensure accountability to stakeholders, including beneficiaries and donors. Overall, the MEAL Officer would play a crucial role in assisting the MEAL Team Leader, driven by evidence and feedback. To this end, the MEAL officer will liaise with DRC staff across departments to ensure compliance with DRC MEAL SOPs during programming as directed by the MEAL Team Leader. Additionally, he is responsible for designing, implementing, and overseeing the monitoring, evaluation, accountability, and learning activities within the DRC implementation area.

    Duties and Responsibilities:

    General Programming & Operations

    • Collect, clean, manage, and analyze data related to project activities, using appropriate methods such as surveys, Household Survey, Baseline, PDM, MSNA, focus group discussions (FGDs), and key informant interviews (KIIs).
    • Ensure data quality and integrity through regular field visits and validation checks.
    • Design and conduct evaluations, including baseline, midline, and endline assessments.
    • Analyze evaluation results to assess the effectiveness and impact of programs.
    • Generate insights and recommendations for program improvement and share with the MEAL Team Leader.
    • Establish and manage feedback and complaints mechanisms to ensure that beneficiaries and stakeholders can easily provide input.
    • Monitor and respond to feedback and complaints in a timely and appropriate manner.
    • Ensure that accountability standards, such as the Core Humanitarian Standard (CHS), are integrated into project implementation.
    • Capture and document lessons learned, best practices, and success stories from projects and share with the MEAL Team Leader.
    • Assist the MEAL Team Leader in Facilitate learning sessions and workshops to share insights with the team and stakeholders.
    • Promote a culture of learning within the organization to drive continuous improvement.
    • Prepare detailed reports on monitoring, evaluation, and accountability activities, including data analysis, findings, and recommendations.
    • Assist the MEAL Team Leader in donor reports and proposals by providing relevant MEAL data and insights.
    • Ensure timely submission of all MEAL reports to relevant stakeholders.
    • Provide training and support to project staff on MEAL tools, processes, and best practices.
    • Build the capacity of partners and local stakeholders in MEAL-related activities.

    Coordination and representation 

    • Work closely with program teams to integrate MEAL activities into project design and implementation.
    • Collaborate with other departments, such as finance and logistics, to ensure that MEAL activities are well-coordinated.
    • Represent the organization in MEAL-related internal and external meetings, workshops, and networks.
    • Ensure integration and support of MEAL activities with other DRC sectors.
    • Coordinate with MEAL/AAP counterparts in other locations in the implementation of commonly funded projects.
    • Ensure good representation and reputation of the MEAL sector at all levels.

    Project Development:

    • Assist in developing project plans and budgets for funding
    • Assist in the development of the projects’ MEAL tools
    • Assist in the management of MEAL activities  
    • Ensure Monitoring, Evaluation, Accountability, and Learning for all Projects in the field level.
    • Ensure quality control during the implementation of all activities in accordance with Sphere and National standards.
    • Assist the MEAL Team Leader in preparing MEAL/AAP weekly, monthly, quarterly, and annual reports to relevant authorities as per need.

    Logistics / Finance:

    • Support the line Manager to monitor financial commitments and expenditures against budgets and provide timely feedback on budget follow-ups.
    • Support in initiating procurements and ensure their execution.
    • Contribute to grants management of all MEAL projects through management of day-to-day project expenditures with line manager.
    • Assist the MEAL Team Leader in developing a procurement plan at the start of the project cycle to forecast procurement needs.

    Monitoring and Evaluation

    • Support the MEAL Team Leader in developing and implementing the project monitoring and evaluation plan, and timely submission of reports and other document requirements.
    • Provide weekly feedback on project implementation modality, assist in achieving maximum efficiency in project delivery, and inform the development/update of DRC’s MEAL strategy in Nigeria.
    • Support in developing appropriate MEAL tools and ensure their implementation.

    Experience and technical competencies:

    Essential:

    • Minimum of 2-3 years of previous experience with implementing monitoring, evaluation, accountability and learning and AAP of humanitarian programs.
    • Use of ODK and Kobo-Collect Toolbox Software of data collection
    • Knowledge of MEAL and AAP Approaches and SHERE Standard
    • Solid background on computer skills and competency in MS Word, MS PowerPoint, Excel, and SPSS as a minimum.

    Desirable:

    • The position may require frequent travel to project sites in remote and sometimes challenging environments.
    • The role may involve working outside of regular office hours to meet deadlines or during emergency responses.
    • Excellent facilitation skills and a strong understanding of how to collect feedback safely and accurately from all members of a community regardless of their age, gender, or other diversity factors.
    • Experience working in emergency response with INGOs, preferably in a humanitarian context.
    • Fluency in written and spoken English. Fluency in local spoken languages (Hausa, etc).

    • Bachelor’s degree in social science, business, development, or any related field.
    • Excellent communication, presentation, problem-solving, and interpersonal skills.
