    FSL Assistant

    Locations: Potiskum and Bade - Yobe

    Job Description

    • We are looking to fill the role of two FSL Assistant (based in Potiskum and Bade respectively) to implement FSL activities at the field level under SDC funded project mainly cash based food assistance and livelihoods activities including income generating activities, cash for work, VSLAs, Agroforestry / Agriculture amongst others.
    • The role holder will work with the FSL officer and coordinate direct engagement with beneficiaries, vendors, local/community leaders, local government representative and other stakeholders. 

    Roles and Responsibilities
    Objective 1: Carry out activities related to cash transfer and other livelihood interventions at the community level:

    • Facilitate community mobilization towards cash/voucher and livelihoods programs (income generating activities, Cash for work, VSLAs, Agroforestry/Agriculture among others) in targeted communities.
    • Facilitate engagement and meetings with community and LGA level stakeholders towards achieving project objectives.
    • Facilitate trainings and other capacity building activities on relevant aspects of the interventions at the field level under the guidance of the FSL officer;
    • Work with traditional and local authorities to ensure the identification and selection of the most vulnerable IDPs and host communities for  emergency food assistance.
    • Provide information to ensure accountability, fairness and transparency during implementation of activities.
    • Work closely with community structures to follow up on implementation of FSL activity planned with the support from the FSL officer.
    • Support detailed work planning with inputs from field level knowledge and experience.
    • Directly implement in the field, the activities defined in the program implementation plan under the supervision of FSL Officer.

    Objective 2: Support the collection of information and data on the SDC projects at community level through surveys, assessments and regular post distribution monitoring:

    • Collect information on regular basis to enable surveillance to ensure the SDC project implementation is achieving the expected result.
    • Collect and document relevant information from the field to facilitate learning and inform key program decisions with the support of the FSL Officer.
    • Support the M&E team in planning, collections and management of key program data such as price monitoring, proxy-update, etc.
    • Support beneficiary registration by collecting accurate beneficiary data the right tools as may be assigned.
    • Participate in the monitoring and supervision of vendors’ activities before and during disbursement to support beneficiaries’ transaction.
    • Support the preparation of documentation required for the implementation of the program activities on the field.
    • Work with the CRM to ensure proper documentation and timely resolution of complaints relating to SDC program.
    • Collect and share information on new arrivals, or any relevant development in the intervention communities.

    Objective 3: Community Mobilization and awareness creation on the organization, program objectives and activities to local authorities and the community members, while acting as a link between AAH and the communities:

    • Contribute to the development of project community mobilisation strategies for successful targeting and registration of beneficiaries for the cash & voucher based food assistance interventions.
    • Implement sensitisation activities for targeted communities about organization and project objectives and activities with support from SEMA, IOM camp managers, Community Volunteers, traditional leaders and other key stakeholders.
    • Support the verification of the beneficiaries to ensure the project reach only the most vulnerable households.
    • Work with the community structures to ensure that targeting of beneficiaries for cash transfers and other assistance transparent, principled with active participation of women and minority members of communities.
    • Facilitate good working relationship between AAH and other humanitarian actors through full participation in community/Ward level coordination.
    • Ensure with the support of the FSL Officer that processes involved in providing assistance to the beneficiaries guarantees protection, and are gender sensitive and context appropriate.

    Advocacy and Communications Officer

    Job Description

    • We are recruiting to fill the role of Advocacy and Communication Officer to join the team in Abuja.
    • This person will mainly be responsible for translating the mission advocacy and communications strategy into plans with the aim of increasing the visibility and profile of the organization.
    • The ideal candidate is a self-starter who thrives in fast-paced environments.

    Roles and Responsibilities
    Objective 1:

    • Develop an advocacy and communication implementation plan, tools and materials to increase awareness of Action Against Hunger programming to stakeholders

    Tasks example:

    • Liaise closely with the field advocacy team to develop and support the integration of new communication approaches, tools, and techniques into Action Against Hunger programming;
    • Organize and coordinate the celebration of international/national advocacy days and campaigns, and use such forums for allowed advocacy themes (e.g. Global Handwashing Day, etc);
    • Support Action Against Hunger advocacy efforts by developing advocacy messages, materials, tools as well as multimedia content;
    • Undertake field visits to monitor the impact of the communication materials, messaging, use of tools, identifying communication gaps and opportunities for a wider spread and reach critical masses with appropriate information;
    • Assist the advocacy and communications team with the coordination of field advocacy events, meetings, and where possible representations;
    • Update mainstream and social media platforms to communicate program activities to a wider audience;
    • Support coordination with and work with mapped out media and communication organizations in implementing programs’ advocacy activities;
    • Monitoring and supervision of media as part of advocacy-related collaborative activities and plans in Nigeria by ensuring that these are in line with Action Against Hunger country strategy;
    • Liaise with the project team for advocacy and communications needs and raise procurement requests for the production of IEC materials and other visibility materials.

    Objective 2:

    • Collect evidence-based information and testimonies that Action Against Hunger can use to inform programming and advocacy.

    Tasks example:

    • Contribute to the state and national level advocacy agenda by collecting and providing evidence that advantages project outcomes ;
    • Collect and document beneficiary stories and testimonies that can be used for advocacy at a national and international level ;
    • Promote cross-thematic learning through facilitating engagements, and knowledge sharing workshops on advocacy and communications ;
    • Perform additional activities as requested by the Head of Department Advocacy and Communications ;
    • Lead in content gathering for mission newsletter.

    Objective 3:

    • Maintain and organize communication data and materials

    Tasks example:

    • Proactively cultivate relationships with key media contacts and compile and maintain contacts and a general database of stakeholders;
    • Manage Action Against Hunger image and video library for communication, reporting, and other needs;
    • Liaise with media outlets to package information and ensure external visibility with appropriate information and message targeting, while working with HoD Advocacy and Communications and a wider audience, contribute to the preparation of talking points, media briefs, and press releases;
    • Support in maintaining a good relationship with Government and non-Government partners working on the Project through effective representations and delegated responsibilities.

    Objective 4:

    • Document and share good practices from planning, implementation, monitoring, and evaluation of program activities at the local community, state, and national levels

    Tasks example:

    • Organize learning, knowledge sharing, and training for program and field teams on innovating and new digital and advocacy technologies;
    • Support the timely dissemination of program information internally and externally;
    • Work with the Knowledge Management Officer and field program team to ensure success/impact stories are valid and qualitative;
    • Work with field program teams in Action Against Hunger field bases to plan and execute proper closeout activities;
    • Manage stakeholders’ relationships relevant to advocacy and communications by projecting Action Against Hunger brand values and virtues.

    Position Requirements

    • A Bachelor's Degree in Media Studies, Communications, Development Communication, or relevant discipline in fields of AAH thematic implementations (Health, FSL, WASH, etc);
    • At least 2 years of relevant experience in communications and advocacy;
    • A demonstrable understanding and experience of NGO media/advocacy work in the humanitarian or development context;
    • Experience in designing and leading media campaigns or communication strategies;
    • Experience in capacity building and/or training skills is highly advantageous;
    • Ability to produce a variety of written and visual communications products in a clear, concise style;
    • Ability to deliver oral presentations to various audiences;
    • Ability to work in partnership with government and development partners;
    • Ability to maintain good relationships with media outlets;
    • Ability to develop, design, or create new ideas, relationships, systems, or products;
    • High level interpersonal and diplomatic skills along with awareness of political and cultural sensitivities in different settings of Nigeria;
    • Ability to work collaboratively with colleagues to achieve team and organizational goals;
    • Strong skills in graphic design skills and the ability to develop simple infographics are desirable;
    • Strong skills in Microsoft Office (Outlook, Excel, PowerPoint, Word);
    • Fluency in written and spoken English;

    FSL Programme Manager

    Job Description

    • We are looking to fill the role of FSL Programme Manager for effective management of the overall implementation of FSL activities under the SDC funded project.
    • Under the technical guidance of the FSL HoD, the post holder will also ensure food security and livelihoods interventions are fully integrated with nutrition and WASH intervention including representing the organization in all FSL related cluster coordination forum in Yobe state.

    Roles and Responsibilities
    Objective 1 - Provide programmatic and technical lead in the implementation of the FSL component of the SDC project:

    • Develop detailed planning and implementation strategies for cash & voucher assistance (CVA), income generation activities and agro-forestry interventions in collaboration with the Cash & livelihoods Officers & Agroforestry officer and the assistance of the FSL technical team
    • In close coordination with the field team, coordinate mapping of most vulnerable groups and coordinate beneficiary selection, cash disbursements, beneficiary trainings and regular monitoring of project activities.
    • Identify program implementation modalities that enhance partnership & coordination with government official, local leaders and local communities, internal integration within sectors and other programs (Nutrition and Health, WASH)
    • Identify areas of cross-program linkages with other Action Against Hunger programs in Yobe State. 
    • Ensure program quality and adherence to program objectives, including respect of Action Against Hunger technical guidelines, systems, and established deadlines
    • Support program budget design and updates, budget monitoring through monthly BFU reviews and cash projections
    • Contribute to organizational and sector-wide learning through documentation of lessons learnt, best practices and evaluations from the CVA, IGAs and Agroforestry components of the SCD FSL Project.
    • Contribute to preparing FSL internal and external reports including case studies and success stories as relates to cash transfers, IGAs and Agro-forestry .

    Objective 2 : Management and Implementation of FSL Project Activities:

    • FSL PM will ensure proper and timely budget planning and expenditure tracking related to FSL activities in the project.   
    • Ensure to develop financial forecast in line with the FSL timelines and planning at different levels
    • Ensure close collaboration with HR and Finance during recruitment planning, screening, finalization and managing process for FSL related positions
    • Ensure close collaboration with logistic and finance during planning of workshops, trainings and/or meeting that requires financial advances and/or logistical procurement etc. 
    • Ensure close collaboration with logistic during any assessment planning, data collection for arranging transportation and other logistical aspects
    • Plan, Review, update and manage budget including FSL related follow up on activities on a regular basis and share with relevant team AAH staff members.
    • Work the FSL team to mitigate fraud and protection related issues in the project.
    • Ensure timely top-up and crediting of beneficiaries cards.
    • Ensure to coordinate timely resolution of issues related to beneficiary cards.

    Objective 3 - Team Supervision and Performance Management:

    • Communicate Action Against Hunger performance standards and expectations to team members;
    • Establish performance objectives, provide feedback, and identify strengths and areas for professional improvement;
    • Contribute to the professional development and improvement of team members by providing support;
    • Produce weekly, monthly and quarterly internal and external reports as requested; 
    • Track the progress of activities and outcomes as well as ensuring the tracking of relevant indicators; 
    • Participate in the weekly coordination meetings, or other ad hoc internal meetings as requested; Prepare handover/end of mission reports to cover periods of leave and/or upon exit from the project (s);
    • Provide overall leadership and support to team members for the well-being of the project.

    Objective 4 -  Represent AAH and its positioning in external coordination, donor, and technical meetings/visits on technical and operational matters at Yobe state level:

    • Represent AAH in FSL related cluster/task force meetings  at Yobe state level;
    • Supports in developing relationships and partnerships with donors and stakeholders;
    • Compilation of all FSL related cluster 5Ws and monthly narrative reports for submission to FSL HoD;
    • Participate in all FSL related joint initiatives( joint market assessments, essential needs assessment)   at Yobe level;
    • Monitors the FSL environment at Yobe level, through regular scanning and data gathering for new opportunities, innovations, new approaches, designs or technologies.

    • Minimum of 4 years of work experience in implementing food security and livelihood projects;
    • Experience in a managerial / supervisory position;
    • Good knowledge of techniques and agricultural production systems;
    • Good knowledge of implementing projects in insecure contexts;
    • Experience in social protection, Cash for Work, Income Generating Activities Agroforestry and other livelihood programming;
    • Previous development programming experience;
    • Capacity to communicate and write high quality reports;
    • A sound understanding of the political, economic, social and cultural environments impacting on social protection and  livelihoods in North eastern Nigeria, including a clear understanding of the relevant Federal Republic of Nigeria policies and  institutional frameworks;
    • Thorough knowledge of and understanding of issues in Agricultural, social protection and economic recovery.

    Gross Basic Salary
    NGN 718, 840 Per month (excluding other benefits).
