Job Purpose
- The Human Resources Officer supports the Human Resources and Admin Manager in the effective implementation of HR policies, procedures, and systems across the COOPI Nigeria mission.

Overall responsibilities
- The Safety & Security Officer - SSO is responsible to follow up the security context in COOPI areas of intervention and assists in maintaining a safe and secure environment for COOPI employees and visitors, premises, and assets as well as maintaining regular communication with staff during field movement.
- The Security Officer is responsible for ensuring that appropriate systems and procedures are in place to maximize safety and security and that they are adhered to at all times.
- The Safety and Security Officer is responsible for supporting the North Central Nigeria team in Benue and Plateau States (with possible support to Kaduna and Katsina States) to ensure that safety and security is mainstreamed into all field operations and that the high-quality information is available for decision making.

Policies and Procedures:

- Ensure the availability of all the instruments needed to guarantee the security in the area of interventions in North Central Nigeria.

Staff and Vehicle Movement:
- In collaboration with the Area coordinator, logistics and project team, monitor movement and provide security guidance to international and national staff on the current situation in operational areas.
- Daily track and record all COOPI field movement within North Central Nigeria.
- Serve as focal point with drivers during interstate movement by tracking the location of all vehicles and staff and communicate with COOPI Country Logistic Coordinator / logistics officers.

Monitoring and Analysis:
- Collect and report information regarding politics and security in Northern Central Nigeria as well as on safety and security issues concerning COOPI.
- Respond to security relevant incidents with information gathering and inform the CCOPI Area Coordinator or Country Logistic Coordinator and the Head of Mission.
- Undertake continual assessments of equipment (including vehicles) and organizational assets to ensure that minimal conditions for security are met. Prevent loss and damage by reporting irregularities; informing violators of policy and procedures.
- Conduct monthly health and safety inspections such as, but not limited to: fire extinguishers, smoke/fire detectors and inspection of COOPI facilities in North Central Nigeria.
- Regularly inventory and stock as necessary hibernation kits, first aid kits, and vehicle safety kits, communication gadgets; ensure that staff know what is in the kits and how and when to use them.
- Submit regular contextual updates (weekly / monthly situational reports) to the Area coordinator.
- Work closely with COOPI field teams to ensure all incidents and accidents are followed up with an official written Incident Report, which is then shared with relevant stakeholders and filed appropriately.
- Take appropriate measures to secure COOPI premises, personnel, assets, and properties by regularly monitoring and control of COOPI existing security set-up.
- Check that facilities and equipment conform to security norms (closures and doorways are in a good state, open spaces lit up, buildings identified, fire extinguishers present, electrical installations buried, etc.).
- Liaise with other humanitarian actors in the field in order to obtain information on the safety and security situation.
- Gather security incidents concerning areas of operations and organize them in a security incident database (mapping of security incidents, graphics and data).
- Regularly analyze and update COOPI's vulnerabilities in its areas of intervention.
- Immediate alerts in the event of a drastic change in the context or significant incidents.

Coordination and Networking:

- Ensure the implementation and respect of the SOPs on the mission, in conjunction with the Logistics Department with regard to their technical and practical application as well as the monitoring of materials related to security.

Trainings:

Code of conduct and associated policies:

Scope of the Position
- COOPI seeks to recruit a Peacebuilding and Community Engagement Officer to contribute to the implementation of peacebuilding and community engagement activities in North Central (Benue and Plateau) and North West (Kaduna and Katsina) Nigeria under the FCDO-funded project “Strengthening Peace and Resilience in Nigeria (SPRiNG).”

Scope of the Position
- COOPI seeks to recruit a Peacebuilding and Community Engagement Officer to contribute to the implementation of peacebuilding and community engagement activities in North Central (Benue and Plateau) and North West (Kaduna and Katsina) Nigeria under the FCDO-funded project “Strengthening Peace and Resilience in Nigeria (SPRiNG).”
- The project is implemented in consortium with Tetra Tech and in collaboration with relevant government ministries, departments, and agencies.
- The Peacebuilding and Community Engagement Officer will play a key role in supporting and implementing initiatives that promote peace, reconciliation, and conflict resolution within targeted communities.
- The position will require close collaboration with local stakeholders, community leaders, civil society actors, and project partners to facilitate dialogue, strengthen relationships, and develop sustainable peacebuilding strategies.
- Key responsibilities will include organizing community-based peacebuilding activities, supporting stakeholder engagement processes, monitoring and documenting project outcomes and impact to contribute to positive and sustainable social change.
Main Responsibilities and Tasks
Under the general supervision and guidance of the Area Coordinator or another designated staff, the Peace Building and Community Engagement Officer will be responsible for the following key duties:
Project Implementation:
- Collaborate with project stakeholders to develop and implement peace-building initiatives and activities in line with project objectives.
- Facilitate community dialogues, workshops, and training on conflict resolution, peacebuilding, and reconciliation.
- Support the development and implementation of local peace-building strategies, considering the cultural and social context of the target communities.
- Provide guidance and support to local community leaders, civil society organizations, and volunteers engaged in peace-building activities.
- Monitor project progress, identify challenges, and propose adaptive measures to ensure effective implementation.
Community Engagement:
- Establish and maintain strong relationships with key community members, local leaders, and other relevant stakeholders.
- Conduct regular field visits to project sites and engage directly with community members to understand their needs, perspectives, and concerns.
- Foster a sense of ownership and participation among community members by promoting inclusive decision-making processes.
- Organize and facilitate community meetings and forums to encourage open dialogue, conflict resolution, and mutual understanding.
Monitoring, Evaluation, and Reporting:
- Implement monitoring and evaluation activities to track the progress and impact of peace-building activities.
- Collect data to assess the effectiveness of interventions and identify areas for improvement.
- Prepare timely and accurate reports on project activities, outputs, and outcomes for internal and external stakeholders.
- Document success stories, lessons learned, and best practices to contribute to knowledge sharing and organizational learning.
- Lead the reporting of community engagement and peacebuilding activities.
- Promote a culture of learning within the team by actively sharing challenges and lessons learned.
Networking and Partnerships:
- Collaborate with external stakeholders to leverage resources, expertise, and support for project activities.
- Represent the organization in relevant meetings, conferences, and events related to peace-building and conflict resolution.
- Foster collaborative relationships with other peace-building practitioners and organizations to promote knowledge exchange and collective impact.
Technical Support and Capacity Building:
- Ensure understanding and adoption of conflict sensitivity concepts and approaches across all COOPI interventions in North Central Nigeria.
- Support the COOPI team in North Central Nigeria on conflict sensitivity analysis and decision-making processes.
- Develop tools, facilitate training/workshops, and provide technical support on programming decisions.
Context and Conflict Analysis:
- Collect relevant data on drivers/triggers of conflict and community tensions in the area of operation.
- Participate in impact assessments of community engagements and peacebuilding initiatives.
- Provide guidance and recommendations on conflict sensitivity programming to COOPI partners.
- Support the COOPI program teams in carrying out conflict assessments in newly accessible areas.
- Ensure that conflict assessments are updated and shared with relevant COOPI staff and partners.
Code of conduct and associated policies:
- Treat beneficiaries with dignity and apply COOPI’s Code of Ethics and Conduct, the UN Convention for the Elimination of Discrimination Against Women (CEDAW), and the UN Convention on the Rights of the Child (UNCRC) in the field, including sensitizing Field Monitors and vendors/agents on such principles.

Requirements
Education:
- Bachelor’s degree in Peace and Conflict Studies, Sociology, Political Science, Development Studies, Social Work, or related field.
Experience:
- Minimum 3–5 years of experience in peacebuilding and community engagement, conflict resolution, community development, or social cohesion programs.
- Experience working with community-based structures such as youth groups, women groups, traditional leaders, or community committees.
- Knowledge of conflict dynamics (particularly natural resource based) in North Central Nigeria, mediation techniques, and community dialogue facilitation.
- Experience working in fragile or conflict-affected environments.
- Strong understanding of livelihood programs such as VSLA and natural resource management is an added advantage.
- Experience working with NGOs or development programs is desirable.

- The Logistics Officer will be responsible for procurement-related tasks, including filing and electronically archiving all necessary procurement documents, tracking and verifying original invoices before payment, issuing tender documents to vendors upon request following tender announcements, and ensuring that supplier and price lists are regularly updated and checked for validity.
Responsibilities
Under the general supervision and guidance of the Logistics Coordinator or another designated staff, the Logistics Officer will be responsible for the following key duties:
Procurement:
- Filing of all necessary procurement documents and archiving electronically.
- Tracking and monitoring all original invoices and verifing before payment.
- Issuing tender documents to vendors on request after tender is announced.
- Ensure updating of suppliers list and price lists and regularly checking on price validity for updates.
- Data entry on procurement software (REGOLO) and uploading the required documentation accordingly.
- Maintain the records of Assets and Equipment for base.
- Ensure that the assets that are issued to staff are authorized, recorded and necessary paper work exists as per the policy of COOPI.
- Ensure that all assets in the base and office are properly maintained and looked after. Any mis-use and abuse are reported to the Head of Base.
- Ensure that all procured materias are properly stored and correctly recorded and the store is well maintained,
- Alert the relevant project staff about the receipts and dispatches and coordinate with them, as it may be necessary.
- Ensure that stores register are updated and stock reports are produced, including fuel consumption report and circulated to the Logistics Coordinator and the Head of Base on monthly basis.
- Ensure that all generators/inverters and power systems are well maintained and remain in excellent condition, at all times.
- Ensure that servicing on all power equipment and generators are carried out regularly in an efficient manner and that individual service scheduling for each machine exits and records are kept properly.
- Provide day-to-day supervision of drivers and rental cars and ensure that all the rental cars are properly cleaned, well maintained and driver/used as per the polices of the organization.
- Ensure proper fuel storage and management at base and update the fuel tracking form deligently.
- Submit monthly logistics and fuel consumption reports to the Logistics Coordinator.
- Ensure the asset inventory register is updated regularly and submit to LogCo quaterly or as per need.
- Support the identification and contracting of premises (office, guesthouses & warehouses) based on geographical, operational and financial criteria, in close liaison with the LogCo.
- Contribute to ensure proper working and living conditions for all staff in each premises by providing appropriate power supply, drinking water, stationery etc.
