    GBV Survivor Advocacy Supervision Consultant

    Overview

    • The “MOMENTUM Country and Global Leadership” (MCGL), is a four-year USAID funded project led by Jhpiego in consortium partnership with Save the Children, PACT and The Manhoff Group (TMG).
    • The project focuses on prevention and mitigation of the consequences of violence against women and girls and addressing possible drivers of Child Early and Forced Marriage (CEFM) and is being implemented in Sokoto and Ebonyi States, to address four technical areas viz: Sexual violence (SV), Intimate Partner Violence (IPV), CEFM and early adoption of family planning.
    • As part of its learning agenda, the project will be conducting a mixed methods study to determine the feasibility and acceptability of the survivor advocacy intervention, as well as its contributions to increased support, safety, self-efficacy and well-being of GBV survivors. The study will cover be implemented in a total of four LGAs (4 communities) in Sokoto and Ebonyi State.

    Responsibilities

    • Assess the feasibility and acceptability of community leaders to act as GBV survivor advocates
    • Assess the GBV survivor advocacy approach towards survivors’ perceived contributions to increased support, safety, self-efficacy and well-being
    • Provide technical support to 8 Community Leaders across 2 LGAs (in each state) with respect to counseling and other aspects of the implementation as well challenges that may arise
    • Participate in the data collection training for Research Assistant
    • Participate in the training of community leaders
    • Conduct routine supervision and mentoring visit to study communities and ensure fidelity to the survivor advocacy implementation
    • Resolve challenges and other study issues that may arise
    • Participate in routine meetings with the study team
    • Provide weekly update on observed issues and how they were resolved
    • Work closely with the STL to support the facilities and carry out other tasks assigned by the STL

    Required Qualifications

    • An advanced Degree in Sociology, Medical or Health Sciences Research is required.
    • Minimum of seven (7) years experience in public health and/or international development programs, with a focus on gender and/or gender-based violence
    • Experience in mentoring and supervision in clinical settings
    • Registered Nurse or Midwife is an added advantage.
    • Excellent communications and interpersonal skills are essential
    • Good spoken and written English.
    • Ability to multi-task and meet deadlines at short notice
    • Excellent report writing skills.
    • Familiarity with international donors and social development report writing requirements will be an added advantage.

    Sustainability & Systems Advisor

    Overview

    • With the leadership and supervision of the State team lead, the Sustainability and Systems Advisor, will lead effort to increase capacity of State and local government authorities and relevant Stakeholders to sustain program efforts beyond project duration.
    • He/She will provide technical assistance to government and private sector to effectively engage in domestic resource mobilization, put in place sustainable financing and accountability mechanisms, and make progress towards subnational health goals.

    Responsibilities

    • Build functional collaboration with the State MOH/SACA/SPIU to ensure on-going health reforms are translated into state and local governments systems and plans.
    • Under supervision of the STL, oversee the development of project sustainability and transition plan for the state.
    • Lead on sustainability and program transition to government stakeholders in the State.
    • In consultation with government stakeholders, design, and plan for innovative financing mechanisms to transfer health workers and other key interventions to government funding in the future.
    • Working with the project staff, build the capacity of state and local government HIV/AIDS management structures in leadership and management for a coordinated HIV/AIDS response
    • Liaise with project technical teams to review and revise activity designs to ensure maximum sustainability and ability to be transitioned to local actors.
    • Assess both needs and capacity of government entities to take on funding and management of HIV interventions.
    • Provides health financing technical assistance to State activities of the project, working with other technical staff and state government institutions as per project requirements.
    • Collaborate with State government officials, implementing partners, and other stakeholders in driving implementation of national and sub-national HCF strategies to strengthen PHC systems.
    • Support the conduct of assessments of current user fees among PLHIV with a view to informing the design of interventions to reduce or eliminate these fees in the future.
    • Guides and supports research, data collection, policy formulation, training, and capacity building efforts in support of project activities and deliverables.
    • Ensures quality of services and compliance per project/program requirements.
    • Organizes as needed project/program trainings, conferences, workshops, and meetings.
    • Represent project at the State level on matters of health systems strengthening.
    • Performs other duties and responsibilities as required

    Required Qualifications

    • Advanced Degree or equivalent experience in Public Health, Sociology, or related Health, Medical, or Social Science discipline; masters-level degree preferred.
    • Demonstrated experience working with USAID/PEPFAR programs and strong familiarity with USAID reporting requirements.
    • At least 7 years’ experience working at a senior level on health systems strengthening including health planning, health financing, human resources for health, and decentralization of health services in a public or private organization.
    • Experience in HIV care and treatment and prevention programs
    • Familiarity with Nigeria’s health systems and reporting structure and demonstrated ability to collaborate with government level officials to strengthen program implementation
    • Demonstrated ability in working and collaborating with a wide range of local and international partner organizations
    • Demonstrated experience in maintaining donor relations
    • Excellent facilitation skills’ supporting decentralized entities to translate policies into strategic plans for implementation.

    • Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform

    Sustainability & Systems Director

    Overview

    • The Sustainability and Systems Director, is to collaborate with the federal and state level government and partners and provide overall technical direction of health systems strengthening and sustainability strategies as well as interventions at the State, LGA, and community levels to result in sustainable government-led greater access, quality and use of priority HIV/AIDS and TB services and lead to improved health outcomes.

    Responsibilities

    • In collaboration with project staff and key federal, state and local government, private organizations and community stakeholders, take lead in the development of RISE project strategy and implementation plan for health systems strengthening.
    • Build functional collaboration with the line Federal Ministry of Health (FMOH) to ensure on-going health reforms are translated into state and local governments systems and plans.
    • Lead project effort to support government-lead health and HIV/AIDS financing mechanisms.
    • Working with the Abuja project staff and State Teams, build the capacity of state and local government HIV/AIDS management structures in leadership and management for a coordinated HIV/AIDS response
    • With support from Project State Teams, assist the state and local governments through participatory methodologies to develop a shared vision and renew their commitment for control of HIV/AIDS.
    • Provide oversight over an integrated HIV/AIDS and TB M&E system that generates information for evidence-based decision-making, planning and policy formulation.
    • Work with the project Supply Chain management team and the FMOH to assist federal, state and local governments forecast, budget and manage HIV/AIDS commodity supply system for eventual government ownership.
    • Champion the building and management of partnerships with government and the private sector.

    Required Qualifications

    • Post-graduate Degree in Public Health, Health Planning, Health Economics or a Health related field with extensive field experience managing programs in the developing world. 
    • At least 9 years’ experience working at a senior level on health systems strengthening including health planning, health financing, human resources for health, and decentralization of health services in a public or private organization. Nigerian Ministry of Health or West African country experience is preferred.
    • Significant involvement in health sector reform activities is desirable
    • Substantial experience and demonstrated success in designing, implementing and managing complex health project in developing countries.
    • Experience working with PEPFAR and USAID-funded HIV/AIDS projects is highly desirable.
    • Excellent facilitation skills’ supporting decentralized entities to translate policies into strategic plans for implementation is a must.
