    Chief of Party

    Job Summary

    • The Chief of Party (COP) is responsible for strategic and managerial oversight, project quality and team leadership. The COP encourages innovation and oversees project coordination, implementation, monitoring, and evaluation. The COP will be the official representative of JSI for this project and as such, they will build and maintain excellent communications and professional relationships between all relevant parties including government counterparts, clients, stakeholders and other partners.
    • The Chief of Party (COP) will lead the overall design and implementation of this project, will supervise all activities under the award and have overall responsibility for the successful performance of the technical assistance team. They will provide strategic direction to the project team, guide the senior technical staff, and ensure quality and compliance. The Chief of Party will be the official representative of the project with the donor, stakeholders, and partners. They will facilitate collaboration across the geographic scope of the project and identify opportunities for knowledge transfer. This position will be based in Nigeria.

    Responsibilities

    • Serves as the main point of contact and has responsibility for the success of the project;
    • Provides overall strategic direction, management leadership and oversight, including project quality, toward the achievement of project goals, objectives, and targets.
    • Represent JSI and build and maintain strong professional relationships with the NCDC, MOH, clients/donors, stakeholders, and partners, meeting and managing expectations;
    • Acts as a liaison to communicate and disseminate results and learning required for incorporating continuous improvement;
    • Ensure compliance with the terms of the contract and client operational policies and regulations, in addition to adhering to internal JSI policies and procedures;
    • Lead project work planning, performance management practices and initiatives (including team performance management), and lead strategic communications;
    • Oversee program implementation, providing strategic direction, technical vision and approach;
    • Ensure systems are in place to mitigate risk of fraud, waste and abuse; and
    • Oversee the production and timely submission of project reports and deliverables.

    Qualifications

    • Master’s level education/training or its equivalent in Public Health, International Development, or a related field required. MD or PhD preferred.
    • At least 10 yeas of experience managing international programs in low- and middle-income countries (LMICs) with a focus on global health security, infectious diseases, and health system strengthening required.
    • At least 5 years of experience in senior-level leadership positions on projects of similar scope and complexity ($25M)
    • Demonstrated excellence in team management and leadership, with a focus on building a culture of professional excellence.
    • Deep understanding of the Joint External Evaluation (JEE) process, One Health approach, and CDC reporting requirements.
    • Proven ability to form partnerships with governments in developing countries, and work with local partners and stakeholders in national and sub-national capacities
    • Experience working in partnership with U.S. Government agencies, international donors, or other multilateral agencies required.
    • Fluency in English and local language(s) (e.g. Hausa, Yoruba, and Igbo, etc.) with strong oral and written communication.

    Technical Director

    JOB SUMMARY

    • The Technical Director provides the strategic and technical vision for strengthening Nigeria's health security infrastructure. They will lead the technical implementation of IHR-focused activities, ensuring they align with the latest JEE recommendations and global best practices in disease surveillance and outbreak response. The Technical Director is a member of the Senior Management Team and reports to the Project Director (Chief of Party). This position will be based in Nigeria.

    RESPONSIBILITIES

    • Set the overall technical direction for IHR capacity building, focusing on closing gaps identified in Nigeria's 2023 Joint External Evaluation (JEE).
    • Provide technical oversight to the NCDC and relevant MDAs to improve multi-sectoral response efforts and national health security.
    • Oversee the performance of technical activities related to laboratory systems, surveillance, and emergency operations centers (EOCs).
    • Promote collaboration between the NCDC, sub-national health authorities, and international partners to ensure a unified approach to global health security.
    • With the Project Director, lead the development of annual technical work plans and ensure activities meet CDC compliance and reporting standards.
    • Manage a team of technical specialists in areas such as epidemiology, One Health, and workforce development.
    • Coordinate with the MEL Director to ensure adaptive learning processes are used to adjust technical strategies based on real-time surveillance data.
    • Ensure all technical interventions comply with CDC operational policies, Nigerian national guidelines, and IHR (2005) standards.

    QUALIFICATIONS

    • Advanced degree (MD, PhD, or Master’s) in Public Health, Epidemiology, Infectious Diseases, or a related field.
    • Minimum of 10 years of experience in global health security, disease surveillance, or IHR implementation, preferably in West Africa, preferably Nigeria.
    • Demonstrated success in managing large-scale public health programs and working directly with national public health institutes (like NCDC).
    • Proven ability to form partnerships with governments in LMICs and work with local partners and stakeholders in national and sub-national capacities.
    • Demonstrated experience leading and mentoring teams of high performing technical experts.
    • Experience working in partnership with U.S. Government agencies, international donors, or other multilateral agencies required.
    • Fluency in English and local language(s) (e.g. Hausa, Yoruba, and Igbo, etc.) with strong oral and written communication.
    • Comfort and familiarity with representing the Project and JSI at external events, technical working groups, and international forums, preferred.
