    Facilitator (Leadership and Management Training for Public Health Programs)

    Responsibilities

    Training Design and Customization:

    • Review national and sub-national priorities, policies, and gaps across MNCH, Nutrition, and Immunization
    • Develop a context-specific SMART advocacy curriculum integrating the three technical areas
    • Align content with national strategies and global best practices in health advocacy

    Development of Training Materials:

    • Prepare high-quality facilitator manuals, participant handbooks, presentations, and advocacy tools
    • Develop practical tools, including: Advocacy problem analysis frameworks, Stakeholder mapping and power analysis tools, Message development templates, SMART advocacy planning templates
    • Incorporate real-life case studies relevant to Nigeria

    Training Facilitation:

    • Facilitate a 3–5-day in-person training using participatory adult learning approaches
    • Deliver sessions covering: Principles of SMART advocacy, Advocacy strategy design and prioritization, Policy engagement and influencing, Evidence-based messaging and communication, Stakeholder engagement and coalition building.
    • Guide participants to develop integrated advocacy action plans addressing MNCH, Nutrition, and Immunization issues.

    Capacity Building and Coaching:

    • Provide hands-on technical support to participants to: Develop clear, measurable (SMART) advocacy objectives and Build feasible advocacy implementation plans
    • Facilitate peer exchange and learning
    • Provide post-training support/mentorship (where applicable).

    Monitoring, Evaluation, and Reporting:

    • Design and administer pre- and post-training assessments
    • Evaluate participant learning outcomes and satisfaction
    • Document key insights, lessons learned, and recommendations
    • Submit a comprehensive final report.

    Deliverables

    The consultants are expected to deliver:

    • Inception report (approach, methodology, and workplan)
    • Adapted SMART advocacy training curriculum (integrated MNCH, Nutrition, Immunization)
    • Complete training materials (slides, manuals, tools)
    • Facilitated training sessions (3–5 days)
    • Participant-developed advocacy action plans
    • Pre/post training assessment tools and analysis
    • Final training report with recommendations.

    Required Qualifications

    Lead Facilitator:

    • Advanced Degree in Public Health, Policy, Social Sciences, or related fields
    • 10–15 years’ relevant experience
    • Strong track record in advocacy strategy development and facilitation
    • Excellent communication and adult learning facilitation skills.

    Firm / Consultant Requirements:

    • Proven experience in health advocacy, public health programming, or health systems strengthening
    • Demonstrated expertise in SMART advocacy training and facilitation
    • Strong technical knowledge of MNCH, Nutrition, and/or Immunization programs
    • Experience working with government stakeholders, CSOs, and development partners
    • Prior work on donor-funded programs (e.g., US-Government, Global Fund, EU) is highly desirable.

    Organizational Capacity Assessment and Capacity Index Survey Trainers for State Health Agencies

    Overview

    • To assess the organizational capacity of top state-level health-related agencies in FCT focusing on leadership, accountability and responsiveness of senior officials and decision makers. 
    • The assessment will also include a Capacity Index Survey targeting mid-level stakeholders to provide a balanced and evidence based picture of institutional performance.

    Scope of Agencies to be Assessed:

    The consultant will focus on the following state-level health agencies and institutions:
    FCT

    • FCT State Ministry of Health
    • FCT State Primary Health Care Development Agency (SPHCDA)
    • FCT State Contributory Health Care Management Agency (KECHEMA)
    • FCT State Drug Revolving Fund / Pharmaceutical Services Agency
    • Other relevant health-related parastatals and regulatory bodies.

    Responsibilities

    • Develop and apply an organizational capacity assessment framework tailored to these agencies.
    • Review structures, policies, and processes governing accountability and leadership responsiveness.
    • Conduct interviews, focus group discussions, and stakeholder consultations with senior officials.
    • Design and administer a Capacity Index Survey for mid-level stakeholders (directors, deputy directors, program managers, unit heads) to measure perceptions of leadership effectiveness, accountability, transparency, and institutional responsiveness.
    • Analyse survey results alongside leadership interviews to triangulate findings.
    • Identify institutional strengths, weaknesses, and systemic gaps.
    • Recommend strategies for improving leadership accountability, decision-making and responsiveness.
    • Facilitate validation workshops with stakeholders to discuss findings and build consensus.
    • Produce actionable recommendations and a roadmap for institutional strengthening.

    Required Qualifications

    • Advanced Degree in Public Health, Health Policy, Organizational Development, Governance, or related field.
    • At least 10 years of professional experience in organizational capacity assessments, institutional strengthening, or governance reform.
    • Demonstrated experience working with government agencies, particularly in the health sector.
    • Strong knowledge of Nigerian health governance structures and accountability frameworks.
    • Experience in survey design, administration, and statistical analysis.
    • Excellent facilitation, stakeholder engagement, and report-writing skills.
    • Proven ability to deliver evidence-based recommendations in complex political and institutional contexts.
