    Accounting Manager

    General Position Summary

    • Working in the Finance Department under the direction of the Finance and Compliance Director, the Accounting Manager will have primary responsibility for management & effectiveness of Mercy Corps Nigeria's accounting function.
    • The Accounting Manager will ensure a high level of efficiency as well as accuracy and completeness of accounting records. This role will also provide training, coaching and regular feedback to finance staff taking part in or managing the monthly accounting cycle, ensuring all accounting controls are effective both at field and country offices.
    • As required, the Accounting Manager will examine the accounting function staffing structure and make necessary adjustments to ensure functional roles and clearly designated responsibilities.
    • S/he will ensure standard routine accounting practices in all offices as stated in minimum performance indicators and complete the relevant payroll, Tax and HQ accounting reports for Mercy Corps Nigeria.

    Essential Job Responsibilities
    Accounting Management & Team Capacity Building:

    • Responsible for management and oversight and effectiveness of accounting function within the Finance Department; ensures country-wide coordination, preparation and the on-time submission of the monthly reporting package to HQ and FY-end close-out process
    • Oversee and coordinates timely preparation of month-end/quarterly balance sheet account reconciliations.
    • Oversee the maintenance of all accounting records, ensuring that records are complete, accurate and safeguarded in compliance with MC policies and local laws.
    • The lead in the accounts management, upgrades and implementation of any changes in the accounting software (Navigator Citrix System)
    • Oversee daily entries into the system, identifies errors and coordinates with respective team members any corrective actions; does and follows up on regular transaction review and posting within Navigator
    • Monitors and reviews process and accuracy of transaction entry in all MC Nigeria offices; regularly review balance sheet accounts, coordinates corrections and reclasses with the team, review and post journal entries.
    • Oversee national staff payroll processing, accruals, reconciliations, end-of-service and statutory deduction calculations.
    • Review Potential procurement of a payroll system and offer a continuous review of the payroll system.
    • In charge of month-end and fiscal year-end closure / General ledger finalization & submission to HQ offices for review; the main point of contact with HQ on all accounting matters
    • Ensure that accounting records are always organized (soft and hard copies) and are accessible for easy review and retrieval.
    • Ensure compliance with Nigeria's statutory requirements (PAYE, WHT, pension, etc.); monitors timely remittances to relevant institutions, and liaise with relevant tax consultants and authorities
    • Provide regular transaction reviews as per the AAM level assigned
    • Monitor cash and bank balances and coordinate monthly cash flow requests from field offices to ensure accuracy and support consolidated country cash flow requests to HQ.
    • Contributes to the development and update of local accounting and other policies; as member of finance management team assist with interpretation and enforces implementation and compliance with any HQ and locally developed policies
    • Daily management of finance staff through training, scheduling, coaching and regular communication of job expectations to ensure minimum accounting controls are effective.
    • When required, review and delineate clear roles and responsibilities within the accounting function, communicate clearly any changes required and ensure that team understands their roles
    • Train the relevant finance staff on the month-end accounting close process and adjustments, ensuring the accuracy and completeness of the ledger entries and all supporting documentation within the country; train the team on the maintenance of hard and soft copies of accounting records as per MC policies and local law requirements
    • Train and support field finance officers with the aim to reduce coding errors, building their capacity and increasing efficiency across the team.
    • Support audit efforts from the accounting function, both internal & external audits; Assist the Finance Director in responding to audit inquiries.
    • Other duties as assigned

    Knowledge and Experience

    • A University Degree in Accounting or equivalent certification is required (CPA, ACA or ACCA preferable).
    • Four or more years of general ledger accounting experience is required.
    • Four years of experience in the Finance Department of an international NGO is preferred.
    • Demonstrated experience training others on financial systems.
    • Knowledge of Nigeria tax regulations
    • Demonstrated competency with computerized general ledger software.
    • Advanced computer skills in MS Office programs, particularly Excel.
    • Prior management experience and strong organizational skills.
    • Excellent oral and written English skills.

    Success Factors:

    • The ability to interact effectively with international and national personnel is required.
    • A demonstrated ability to multi-task, meet deadlines and process information in support of changing program activities is necessary.
    • A high professional standard of finance and procurement ethics as well as the willingness and ability to enforce compliance with Mercy Corps and donor policies and procedures is essential.
    • Training will be a key output/success factor of this role to ensure that the Nigeria finance team are structured and properly trained to perform their functions with minimal oversight.
    • The Accounting Manager must be willing to travel and spend at minimum 20% of his/her time in Mercy Corps field offices.

    • The Accounting Manager is based in the capital city of Abuja. Air travel is necessary to reach some field locations.

    Gender and Jobtech Specialist

    Program / Department Summary / Team

    • Mercy Corps has worked with jobtech for over a decade - investing, supporting product innovation, and conducting research on the opportunities for the sector.
    • In late 2021, Mercy Corps launched the Jobtech Alliance, an ecosystem-building initiative around inclusive jobtech in Africa.
    • We’ve just secured our first dedicated funding for the Jobtech Alliance, and are recruiting a team to expand the Jobtech Alliance astheinnovation and learning hub for inclusive jobtech in Africa.

    General Position Summary

    • The Jobtech Gender Expert works with jobtech platforms to ensure that their services create and improve livelihoods for young women.
    • S/he work across the portfolio of partnerships with startups to assess how platforms can improve their services for young women, and provides hands-on venture-building support to startups with high potential to improve their gender inclusiveness or to create large numbers of jobs for young women. In summary, the Expert will:
      • Understand and tackle barriers young women face in jobtech platforms.
      • Implement and participate in the design of inclusive strategies and approaches for Jobtech Alliance.
      • Work with individual platforms as technical assistance, on secondment, and/or embedded into the teams to deliver sprints which improve job accessibility for young and marginalized women, as well as supporting in the development of strategy, decision-making, operations and value chains with a gender-inclusive lens.

    Essential Job Responsibilities
    Gender-Inclusion Strategy Development:

    • Lead the design, implementation and evaluation of the Jobtech Alliance’s strategies for reaching gender goals within businesses and job platforms.
    • Lead other research activities, including gender diagnostics, customer satisfaction studies, and contribute to the design of research framework and tools with a gender and inclusion lens.
    • Conduct data collection, analysis and report writing of the monitoring and research efforts.

    Gender-Focused Venture-Building Support:

    • Provide hands-on support to jobtech platforms across Africa in individual sprints which improve gender inclusion and enhance outcomes for young women. This will include analysis of product design, marketing, or operations from a gender lens, and advise solutions toward improved inclusion of young women and other marginalized youth where needed.
    • Provide capacity-building support and tools to jobtech platforms, where suitable, to improve their capacity to take a gender-inclusive approach in their work.

    Research & Market Insights:

    • Contribute to the overall development of the research agenda for the Jobtech Alliance and advise on learning questions, indicators, and tools to assess gender inclusion.
    • Support the production of communication collateral to share learnings internally and externally, including blogs and similar products.

    Internal Project Coordination:

    • Participate in internal project coordination and relationship building internally and externally for project planning and systems management, presentations of project results as needed and at times attend local events, meetings and networking activities.

    Accountability to Participants and Stakeholders:

    • Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work.

    Minimum Qualification & Transferable Skills

    • Higher level education in a related field.
    • 5 - 10 years of progressional experience in a related field, including at least 2 years working in or with startups (in leadership, product, operations, or marketing)
    • Expertise in design thinking and/or human-centred design, including conducting qualitative assessments and user experience mix-method surveys. Experience in UI/UX is a plus.
    • Demonstrated experience in gender, women’s economic empowerment, gendered entrepreneurial ecosystems, research on gender issues, or equivalent
    • Experience working with products that specifically target women is a plus.
    • Excellent communications skills including effective writing skills, people skills and relationship management.

    Subaward and Compliance Manager

    • The Sub-award & Compliance Manager is responsible for managing the programmatic, financial, and operational aspects of all sub-awards issued under all programs across Mercy Corps Nigeria.
    • Working with an increasingly wide and diverse set of local and international partners at all levels of public, private and civil society, there is a need to strengthen programmatic and financial support to partners to enable more robust growth and development of sub-grantees.
    • Compliance with the donor regulations and Mercy Corps internal policies and procedures is a critical part of the capacity-building process and essential to enable sub-grantees to develop strong systems that will help in the delivery of programmatic interventions.
    • The Sub-award & Compliance Manager oversees the Sub-award team. S/he works under the direction of the Finance and Compliance Director and works closely with staff from the Operations team, Finance team, Program teams and Monitoring and Evaluation Managers. In addition, the Sub-grant and Compliance Manager will establish strong links to our Global and European Headquarters through regular consultation with Mercy Corps’ compliance and legal departments in both Edinburgh (EDI) and Portland (PDX).

    Essential Job Responsibilities

    Sub-Awards Management:

    • Participate in the development of the overall programmatic strategy and the strategy for the subawards program.
    • Ensure subawards are managed in accordance with Mercy Corps’ Subaward Financial Management Manual.
    • Participate in the design of new initiatives that require partnership strategies and manage the relationships with prospective partners.
    • Administer competitive processes in accordance with the sub-award financial management manual that clearly defines and communicates steps for selecting, negotiating, and awarding sub-awards.
    • Responsible for the review of sub-award applicants’ budgets and budget narratives for completeness, cost realism and compliance with budget requirements.
    • Responsible for pre-award financial review and other due diligence of apparently successful applicants.
    • Work closely with consortium-level sub-recipient organizations to ensure they are issuing, managing, and monitoring subawards in accordance with the sub-award manual.
    • Ensure that all sub-grantees are complying with the procedures in the sub-awards manual and that the annexes are fully utilized.
    • Draft modifications to subawards, as needed.
    • Review sub-recipient financial and programmatic reports for correctness and completeness and ensure that reports are submitted on time.
    • Develop sub-recipient monitoring plans, conduct financial and programmatic monitoring of sub-recipients. Visit sub-recipients and produce regular financial and programmatic monitoring visit reports.
    • Follow up on all sub-award compliance issues, audits and document resolutions.
    • Create and update/maintain sub-award cards and ensure sub-award expenditure reports are entered into Navigator.
    • Maintain sub-award files in accordance with the Field Finance Manual and Sub-Grant Manual.
    • Process sub-recipient payments and reconcile sub-award financial tracking to general ledger reports.
    • Responsible for sub-award financial close-outs, including ensuring that all requirements of the sub-award agreement have been met and that sub-award funds have been properly settled.
    • Assist the program team with assessing sub-recipient organizational needs, so that the sub-award process strengthens the ability of local NGOs/CSOs to meet world-class standards.
    • Develop a planning and reporting schedule and timelines to ensure programs and activities are planned and deliver good value for money.
    • Develop and reviews financial management system and tools.
    • In cooperation with programme officers, ensures that project partners have the necessary cash flow to implement the programme and that requests for funds are processed in an accurate and timely manner.
    • Oversee the budgeting and reporting process supporting budget holders to produce quality budgeting information that aligns with the strategy and programme activity planning.
    • Regularly review and revise organizational policy/procedures to ensure they are in line with current and future operational strategy.
    • Work closely with PaQ team to ensure the inclusion of ethics, safeguard policies, CARM and communication guidelines are embedded in each partnership.

    Partnership and Partner Capacity Building:

    • Provide strategic program guidance and technical support for sub-grant award capacity building through the provision of support to partner organizations as required and in coordination with the relevant program team.
    • Conduct the capacity assessment of identified organizations using Mercy Corps’ Organizational.
    • Capacity Index (OCI) tool and using OCI findings, support partner organizations to create capacity development plans.
    • Refine organizational development tools and recommend best approaches for partner capacity development based on existing Mercy Corps knowledge and experience.
    • Deliver training to build partner capacity and technical competencies.
    • Develop subproject documents, work plan and budgets with relevant parties from programs, finance and contracts and grants.
    • Develop a monthly/quarterly meeting schedule showing regular meetings.
    • Provides technical and managerial support to the entire project through the design, implementation, key personnel, and sub-awardees determination
    • Develop training and capacity-building activities for sub-recipients.
    • Provide compliance guidance and consultations to sub-recipients on a demand-driven basis.
    • Support peer-to-peer knowledge sharing and peer mentorship opportunities, including field site visits and learning events.
    • Provide technical guidance to develop/strengthen partner organization’s administrative and financial management systems and structures.
    • Work closely with consortium-level sub-recipient organizations to ensure they are issuing, managing, and monitoring subawards in accordance with the sub-award manual.

    Compliance:

    • Ensure that sub-awards are executed in alignment with the prime award agreement and the applicable donor regulations, staying abreast of changes in the regulatory environment related to donor/grant compliance.
    • Identify and communicate compliance risks associated with program implementation. Work with program teams to ensure that program activities are designed to be compliant while facilitating the achievement of the program objectives.
    • Review procurement and program transactions, contracts and other documents for compliance requirements and ensure these requirements are met.
    • Ensure timely and accurate submission of approval requests to the donor and MC HQ.
    • Prepare prior approval, waiver, and other compliance requests to the donor. Assist sub-recipients, as needed with sub-recipient compliance requests to Mercy Corps.
    • Prepare and maintain internal and donor compliance-related reports.
    • Provide leadership and direction with regard to any grant or contract functions needed for the program’s success and to provide input on program functions.
    • Provide regular compliance guidance and consultations to sub-recipients on a demand-driven basis.
    • Develop and conduct sub-recipient financial and compliance training workshops.

    Team Management:

    • Develop the capacity of the team, deepen understanding of their roles and assist with career development.
    • Assist team members with information, tools, and resources to improve performance & reach objectives.
    • Promote accountability, communicate expectations, and provide constructive feedback informally and formally via regular one on ones and performance reviews.

    Accountability to Participants and Stakeholders

    • Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work.

    Knowledge and Experience

    • A BA/S or equivalent in Accounting or Finance is required; an advanced degree (Masters) preferred.
    • At least 7 years of relevant field or management experience in complex, multi-dimensional programming including administering small subawards in an international environment.
    • At least 4 years experience in grants management as well as an understanding of USAID, FCDO, EU and ECHO regulations required.
    • At least 3 years of international experience required; international NGO/PVO field office experience is preferred.
    • Demonstrated experience and skill with administrating solicitations for subawards, assessing potential sub-recipients and the proven ability to oversee a team that is responsible for monitoring sub-recipients.
    • Strong skills and experience working with donors to obtain approvals and waivers as necessary for compliance with donor regulations.
    • Prior management experience and strong organizational skills.
    • Advanced computer skills in MS Office programs, particularly Excel.
    • Effective verbal and written communication, multi-tasking, organizational and prioritization skills.
    • Excellent oral and written English skills required; proficiency in Nigeria's local languages is preferred.
    • Ability to work effectively with an ethnically diverse team in a sensitive environment.
    • Previous experience in insecure environments or contexts.

    Agriculture Intervention Officer

    Responsibilities

    Research:

    • Identify and leverage farming and off-farm opportunities for the uptake of organic farming soft and technical interventions by ginger farmers
    • Assist in stakeholder analysis of ginger value chains and identify and establish contact with lead firm(s) and other market actors
    • Assist to update and supervise aspects of the intervention activities, including establishing baselines, indicators, and results.
    • Assist in collecting data related to interventions targeted for study or implementation by the project.

    • Support the implementation of teamwork plans and the successful implementation of livelihoods and market systems development activities for ginger farmers, ensuring timely implementation of work plan activities and identification of target groups within the approved budget, and the achievement of program deliverables for desired impact.
    • Support the provision of technical guidance on livelihoods and market systems development and ensure that interventions are responsive to stakeholders and consistent with Mercy Corps’ relevant program guidelines, principles, values, quality standards and strategic plan.
    • Actively integrating Gender Equality Diversity and Social Inclusion lens into program management processes across intervention areas as a cross-cutting theme and for Women and Youth Economic Empowerment through collection, analysis and use of sex, age and other social identities’ disaggregated data
    • Operationalize strategies to develop ginger markets in the selected commodity chains and seek opportunities to work as per the RRA sector strategy. Develop intervention strategies and implementation procedures in a participatory manner with key stakeholders.
    • Ensure the appropriate communication of clear intervention guidelines, expected outcomes, timeframe and workplan to all relevant parties.
    • Assist the PM in the development of relevant grant agreements, MoUs, ToRs and any other administrative requirements for the interventions.
    • Conduct regular field visits to ensure proper implementation of activities.
    • Remain aware of developments in the ginger sectors/markets/commodity chains
    • Liaise with the Monitoring Evaluation and Communication team on the conduct and documentation of impact assessments for ongoing program interventions.
    • Refine and adapt the intervention strategies considering participant and stakeholder requests and changing needs and opportunities, within the overall program of ERGF.
    • Help identify market failures and pressure points for addressing these; help identify ways to render a given market more functional and efficient, in a manner that will benefit the program targets.
    • Identify priority areas for interventions that will change as opportunities pass or are realized and new ones emerge.
    • Collaborate closely with and support the technical advisory and implementation team to manage the Grant Facility aspect of the program to catalyze new investment in viable ginger economic opportunities (market systems, livelihoods, agribusiness, and employment) through grants that stimulate, rather than distort market development and avoid exacerbating conflict dynamics.

    Stakeholder Management:

    • Maintain contacts with key stakeholders to increase synergies within the ginger value chain
    • Take part in facilitating and managing the work of partners/co-facilitators/service providers of program and ensure “value for money” for the tasks given.
    • Supervise/facilitate the identification and development of networks among key stakeholders, identifying
    • common interests between the networks and ERGF.
    • Assist in establishing contacts with national and regional institutions, stakeholders and participants that would contribute to the successful implementation of market activities.

    Security:

    • Ensure compliance with security procedures and policies as determined by country and program leadership.
    • Proactively ensure that team members operate in a secure environment and are aware of policies.
    • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and not jeopardize its mission.

    Finance and Compliance Management:

    • Ensure compliance with donor and Mercy Corps regulations related to emergency programming.

    Senior Monitoring Evaluation and Communications Officer

    Responsibilities

    Program Management:

    • To develop and operationalise the Monitoring and Results Management (MRM) Strategy and roll out the strategy for effective collection and reporting of KPIs related to productivity, impact on environment, access to, control and use of financial capital, income, sales, jobs created in the ginger value chain through the program.
    • Develop a system for reporting and validating program data (Excel, Tola, Access, etc.)
    • Actively integrating Gender Equality Diversity and Social Inclusion lens into data management processes across intervention areas as a cross-cutting theme and for Women and Youth Economic Empowerment through collection, analysis and use of sex, age and other social identities’ disaggregated data
    • Work with PM and partners to ensure effective monitoring, evaluation and reporting of program activities and results and conduct outcome harvesting for the program
    • Ensuring KPIs are collected, updated and shared with relevant stakeholders in line with their requirements using unique communication products.
    • Support Intervention Officer in implementing initiatives aligned to the results chain.
    • Contribute to programme strategies by providing data on intervention performance in a timely and accurate
    • Support Intervention Officers in gathering relevant information for their various interventions, identifying knowledge gaps, and developing strategies to fill those

    • Actively lead in any additional evaluation MEL activities including but not limited to baseline surveys, mid-term, end-line surveys, evaluations, household surveys.

    Collaborating and coordinating with partners (private, CSO and government institutions) for monitoring and result measurement:

    • Coordinate the activities of the partners by specifically tracking deadlines, ensuring adherence to monitoring formats and requirements, ensuring reporting quality and accuracy, and periodic report writing, editing, and submission
    • Engaging with partners to adopt MEL toolkits for data collection and reporting
    • Building capacity of partners on relevant KPIs and data quality standards, database management, data privacy on commercially sensitive data and personally identifiable information.
    • Building capacity of Enumerators and other Agents on data collection and reporting. This includes profiling of market actors (farmers, MSMEs) as participants of the Activity
    • Co-creation with partners using the result chain and workplan to design activities that are result oriented
    • Coordinate MSD-specific studies: outcome harvesting, outcome mapping and most significant change (MSC).
    • Ensure quality assurance in the collection and reporting of assessments, surveys and evaluations in compliance to MC program Management minimum standards.
    • Ensure that the MRM system is in line with the Mercy Corps standards, and Ekaterra standards.

    Support report writing and development of communication products:

    • Support the team in writing the activity quarterly, semi-annual and annual reports
    • Work with Intervention Officers in preparing the annual report
    • Support program visibility and communication initiatives, ensuring that program communications activities meet donor communications and visibility guidelines.
    • Support field locations to collect images, success stories, and other communications content to highlight programs successes or any other topic as the need arises.
    • Plan and conduct effective dissemination of project materials to different stakeholders.
    • Development of content and liaise with the country communication team to share content on Mercy Corps’ Nigeria, regional or global internal and external communications platforms, including relevant Workplace pages, The Hub and The Globe.

    Learning:

    • Support learning-to-action events across the 4 levels of learning (team, organizational, market and actor level) to systematically analyse data for programmatic use and to document and incorporate lessons learned into program design, planning and implementation.
    • Leverage lessons learned, best practices, program data, evaluations and provide evidence-based information, proposal annexes, success stories, case studies and other high-quality, results-based.

    • Should be able to design and implement surveys, have knowledge of commonly used probability and purposive sampling techniques.

    Program Administration and Communications Officer

    Program / Department Summary

    • The Small-Town Water, Sanitation, and Hygiene (STWASH) program is a five-year initiative funded by the United States Agency for International Development (USAID), covering the states of Adamawa, Yobe, and Borno in Northeast Nigeria.
    • The goal of the program is to facilitate the economic recovery of these select crisis-affected communities and bolster the three state governments’ capacities to create and sustain enabling environments for Small Towns Water Supply and Sanitation Agencies (STWSSAs) and Water Consumers Associations (WCAs) and for these service provision agencies to increase their capacities to sustainably provide essential WASH services.
    • The activity will directly benefit 140,000 individuals/beneficiaries in 20,000 households (based on average number of persons per household) across the three states.

    General Position Summary

    • The Program Administration and Communications Officer will support the development and implementation of a communication strategy for the Small-Town WASH Program, including the regular development of timely, well-written and accurate factsheets, press releases, articles, success stories and other resources as needed.
    • The Program Administration and Communications Officer is responsible for ensuring the STWASH project documentation and communications requirements are up to date.
    • The Officer will provide support on administration, government, partner and stakeholder reporting coordination, external communication requirements for the donors, and record retention.
    • The position requires a detail-oriented individual who can independently manage multiple workstreams to completion, track many priorities at once, and deliver quality results on time.

    Essential Job Responsibilities
    Administrative Support:

    • Organize meetings and take detailed meeting minutes and reports of project activities.
    • Follow up with the project partners, keep track of project documents and maintain a reporting shared calendar.
    • Review and update reporting, filing, communications, and contract documents of engaged consultants.
    • Provide administrative and logistical support for the project.

    Reporting and Record Retention:

    • Work with the COP to develop systems to ensure timely submission of all Project deliverables.
    • Ensure all project electronic and hard copy folders meet PM@MC standards and are populated accordingly.
    • Support the coordination of kick-off and close-out meetings.

    Communications:

    • Prepare communications documents, including, but not limited to, fact sheets, situational reports, operational updates, and human interest/success stories for sharing within internal Mercy Corps’ channels and for external stakeholders, including for donor engagement.
    • Collect and analyze information on project achievements in the form of photos and short videos, and draw upon that information to draft, edit, format, and disseminate a wide range of internal and external information products.
    • Produce other communication documents on an a- hoc basis as necessary and requested by the supervisor.
    • Consolidate and draft information for internal reports, such as the 3Is (impact, influence, innovation)
    • Design and implement different information systems, including the production and dissemination of newsletters, infographics and application tools.
