A closer look at the marine logistic sector of the industry showed a few indigenous players with very old vessels (average age above 20 years) and a life-style oriented corporate mentality; thus creating companies with limited capacity and little or no organizational structure. This scenario provided a fertile ground for continued foreign dominance as lack of indigenous capacity hampered the effective implementation of the Cabotage Act.
