    Strategic Information (SI) Officer

    Job Overview

    • The SI Officer will support the implementation of the ACE 4 Activity Monitoring Evaluation and Learning (AMEL)activities at assigned health facilities.
    • S/he will ensure the use of project-specific and national data collection tools to monitor activities, outputs, and progress towards anticipated results on a regular basis, in addition to adaptation, training, implementation, and monitoring of quality improvement initiatives utilizing QI methodologies to address gaps while ensuringactive, intentional, and adoptive learning within and across interventions and assist the Specialist Monitoring & Evaluation in preparing Quarterly/Annual reports on project progress.

    Work Interactions and conditions :

    • The SI Officer will work closely with Sn. SI officer/assistants and project staff in the supported health facilities.
    • Regular visits to supported health facilities are required to provide technical support, mentoring and supervision. But must be able to work with very SHORT timelines that may require unplanned travels and long work hours.

    Responsibilities

    • State Government support and engagement: 
      • Participate in all joint activities with the state 
    • Ensure each site maintains a functional and clean M&E/Record System:
      • Infrastructure is well maintained 
      • Ensure the availability of up to date tools, SOPs and job aids for M&E
      • Patient folders are properly arranged and filed on well labelled shelves 
      • Rooms are properly secured 
    • Ensure that project activities are properly documented by HCWs and Data clerks through the established data collection methods, in accordance with the project’s M&E through routine triangulation, and validation of real-time program monitoring data in charts/registers/LAMIS:
      • Ensure >95% completed data capture in LAMIS 
      • Ensure that 100% of sites have the required tools for services provided and have >90% utilization score 
      • Ensure that >90% of sites are passing onsite report validation.
      • Ensure that >95% of sites are reporting daily monthly according to standards
    • Conduct data quality assessments to assure internal consistency, validity and completeness of program data from health facilities with strategic action plans to address assessment findings exercises across all supported sites ensuring all reported data meets the minimum data quality standard: 
      • Ensure >90% DQA score quarterly in sites where this is not the case a significant improvement should be noted.
      • Participate in external DQAs and ensure corrective actions are in place
    • Ensure activities to support indicator and data use are completed at the state and the sites: 
      • Provide guidance to cluster and facility Staff on indicators, reporting and data quality issues.
      • Support the routine use of data for decision making at supported states and facilities through data/QI review meetings, gap analysis, development of action plans to address gaps and data monitoring using tools such as run charts.
      • Generate regular gap analysis to show facilities’ progress towards achieving set targets.
      • Put in place a proper feedback mechanism for data quality of indicator reports.
    • Ensure implementation of Quality improvement activities at assigned sites: 
      • Ensure 100% of sites have development of Quality Management plans 
      • Conduct assessment to determine quality of the standard of care provided at the facilities and subsequently support the development of QI projects to close gaps
      • Ensure data/QI review committees, teams, focal points are identified and functional across all assigned facilities
      • Ensure completeness and utilization of patient and healthcare worker satisfaction survey 
      • Ensure site readiness and follow-up to resolution for SIMS
    • Ensure collaborative and adaptive learning is done at the cluster and site level across all thematic areas:
      • Support the development and routine update of a learning agenda 
      • Plan and participate in training programs to improve the M&E and QI knowledge and skills of staff in facilities.
      • Ensure supported sites are conducting monthly focus group discussions or patient satisfaction survey towards instituting the beneficiary feedback mechanism
      • Support the annual pause and reflect workshops and monthly rapid cycle reviews aimed at ensuring active intentional and adaptive learning within and across all project interventions
    • Participate in the implementation of project evaluation activities at the state
    • Supervise M&E assistants and data entry clerks to ensure they are meeting the performance goals at their assigned sites/CMT
    • Generate all program reports required for clusters 
    • Participate in health system strengthening activities.
    • Perform other duties as assigned.
