Job Purpose
The Senior Admin and Operations Officer plays a critical role in enabling the effective, safe and compliant delivery of International Alert’s Nigeria Country Programme. The position provides strategic and operational leadership for administrative, logistics and operational functions, ensuring that programme teams are supported by efficient systems, well-managed resources and a safe working environment.
The role is responsible for strengthening and maintaining operational systems that support staff, partners and programme implementation in complex and conflict-affected contexts. This includes ensuring compliance with International Alert policies, donor requirements and national regulations, while promoting value for money, accountability and continuous improvement.
Key Responsibilities:
Administration and Office Management
- Oversee the effective running of the Country Office and field offices, including facilities, utilities, and office services.
- Ensure office policies, procedures and administrative systems are implemented and regularly updated.
- Manage service contracts (cleaning, security, internet, utilities, equipment maintenance).
- Supervise administrative support staff and drivers.
Logistics and Procurement Support
- Coordinate procurement processes in line with International Alert procurement policies and donor requirements.
- Ensure transparent, timely and cost-effective procurement of goods and services.
- Maintain procurement documentation, supplier databases and contract files.
- Support logistics planning for programme activities, travel, workshops and events.
Asset and Inventory Management
- Maintain accurate asset registers for all offices and projects.
- Ensure proper tagging, tracking, maintenance and disposal of assets in line with policy.
- Conduct regular physical asset verification and reconcile records.
Human Resources and Staff Support
- Support HR processes including recruitment logistics, onboarding, contracts, leave management and staff records.
- Ensure staff are briefed on administrative, security and operational procedures.
- Support staff welfare and well-being initiatives.
Security, Safety and Risk Management
- Support implementation of International Alert’s security management framework.
- Monitor security conditions and support dissemination of safety advisories.
- Maintain incident reporting systems and support response in line with procedures.
- Support compliance with safeguarding, PSEA and duty of care obligations.
Compliance and Systems Strengthening
- Ensure administrative and operational compliance with organisational and donor policies.
- Support internal and external audits by providing required documentation.
- Identify operational risks and recommend mitigation measures.
- Support continuous improvement of administrative systems and processes.
Coordination and Reporting
- Coordinate closely with Finance, Programme and MEAL teams to ensure integrated operations support.
- Prepare periodic administrative and operations reports for management.
- Support budget monitoring related to administrative and operational costs.
Any other reasonable activities as determined by the line manager
Qualifications and Experience
- Bachelor’s degree in business administration, Public Administration, Management, Logistics, Supply Chain Management or a related field.
- Minimum of 4 years’ progressive experience in administration, operations or logistics roles.
- Demonstrated experience managing office operations, logistics, procurement and asset management systems in complex and fragile contexts.
- Proven experience supporting multi-project or multi-office operations, including field-based programmes.
- Strong understanding of donor compliance requirements, internal controls and audit processes, with experience supporting internal and external audits.
- Experience managing service contracts, vendors and suppliers, ensuring value for money and timely delivery.
- Experience supervising and mentoring administrative staff, drivers and support teams.
- Practical experience supporting human resources processes, including recruitment logistics, onboarding, staff records and leave management.
- Familiarity with safeguarding, Prevention of Sexual Exploitation and Abuse (PSEA) and ethical compliance requirements.
- Experience working collaboratively with programme, finance, MEAL and senior management teams.
- Strong documentation and reporting skills, with the ability to maintain accurate records and produce clear administrative reports.
- Proficiency in Microsoft Office applications and experience using administrative, procurement or ERP systems.
- Knowledge of Nigerian labour laws, procurement regulations and operational contexts is a strong advantage.
- Excellent organisational, time management and problem-solving skills, with the ability to prioritise competing demands under pressure.

The position holder will be expected to occasionally travel to field offices
