    Request for Proposal: Baseline Survey on Water, Sanitation and Hygiene in Damboa LGA, Borno State

    1.0 Background and Rationale:

    While FREE’s goal is universal access to accelerated assistance to people affected by calamity, its work in WASH is prioritised from the locations of the excluded and most marginalized communities. FREE works on thematic areas such as drinking water security, sanitation, WASH in health and nutrition, WASH in schools and Menstrual Hygiene Management, in rural areas and in urban locations including in remote, small and medium towns.  FREE’s country office is located in Maiduguri.

    2.0 Baseline on Water, Sanitation and Hygiene:

    FREE has identified Damboa, Borno State as strategic location for WASH programme intervention. FREE has identified communities in Damboa where it can make a significant impact. The programme design is focused on finding solutions to issues of water scarcity and poor water quality, sanitation and hygiene impacting host communities and returnees in these identified locations. This includes through working with communities in intervened areas to promote KIP measures, water systems, and Operations and Maintenance (O&M) processes.

    In order to better understand the current state of landscape in context of WASH (Water, Sanitation and hygiene) in these communities of Damboa, Borno State, FREE intends to undertake a baseline on WASH.

    FREE therefore invites proposals to conduct baseline survey in the host community of Damboa, Borno State.

    Objective and Purpose:

    Establish baseline for intervention in the Damboa host community on the key indicators of a donor-funded project which will include the following:

    • Household water access in terms of , toilets, usage of handwashing facilities
    • Communal drinking water sources, technologies, location, functionality and water quality
    • Sanitation and hygiene in general in terms of knowledge, attitudes, and practices (KIP).

    3.0 Methodology:

    The expert/agency shall develop a questionnaire covering each aspect of the proposed exercise based on our experience and expectations. Once the research expert/agency prepares a draft, these tools can jointly reviewed and refined based on field testing and Sector feedback. The research expert/agency is expected to use these tools in collecting data.

    It is very important that the data collected is reliable so that robust analysis can be done later. Contextual specificities and feasibility within the time and resources available is to be ensured for expected quality deliverables. The methodology of baseline setting must include visit to each community and starting the survey with key informant interviews in the selected villages, followed by water point mapping, infrastructure and KAP assessment in all household survey

    The Knowledge Management team from Foundation for Refugee Economic Empowerment will lead the overall supervision and coordination. Whereas at field level, the LGA team members will provide required support.

    FREE staff will participate in orientation of the survey expert’s/agency’s team and their enumerators and training on data collection to ensure quality assurance. The field team will be available for required support.

    4.0 Scope of assignment

    The professional/agency is expected to undertake the following activities:

    • Two KII at the community level
    • Household survey of sample 200 HH in the identified villages
    • Water point mapping in all the identified communities
    • Water quality of drinking water sources
    • Communal/household sanitation infrastructure assessment
    • KAP in hygiene in two communities
    • Translation of all tools in regional language (Borno State) where needed with review by FREE teams.
    • Draft/finalize a narrative report.

    5.0 Data Collection and Analysis

    Questionnaires have to be developed and pilot tested:

    • The research expert/agency has to translate tools if review by regional team indicates need.
    • Train enumerators on all questionnaires,
    • Set up deployment and approval chain,
    • Collect the data from the field,
    • Clean the data where required for relevance and consistency
    • Ensure internal quality checks built into the process
    • Submit analysis and report in presentation and descriptive narrative to FREE.

    6.0     Gender Integration

    The agency needs to ensure that the enumerators deployed for data collection are experienced, well trained and includes both male and female.

    7.0 Expected Deliverables

    • Agency/expert to develop tool
    • Final tool testing will be done before training the enumerators
    • Movement plan for data collection will be shared with FREE on timely basis.
    • Agency will be responsible for all data quality checks and completeness of data tables. They will analyse the data in statistical tools.
    • Submit draft report for review, and final report in descriptive narrative with tables and charts.

    7.0 Timeline

    The duration of assignment will be maximum of two weeks. A detailed timeline for the assignment as well as a schedule for regular progress updates will be required and should be included in the proposal.

    The agency shall submit its best price offer/ proposal in accordance with the RFP and shall contain the following:

    1. Proposal Cover Letter/Letter of Motivation
    2. Technical Approach/Proposal for completing the deliverables
    3. Profile of the agency/CV of the expert
    4. Implementation plan
    5. Sample of previous work or link to one
    6. Financial proposal – Explain the rationale behind the numbers and give breakup for each exercise (tool wise) e.g. Household survey, water point mapping, facilities baseline, logistics, training, etc.

We may enter into additional negotiations with one or more of the participants in the call.  Applications not bearing the requirements highlighted in this advert will not be considered.

    Data protection

    By responding to this call for proposals and submitting an application, you provide consent to FREE to keep your application materials for up to five years. Afterwards, we will delete your application.

    All respective proposals received in response to this RFP will be evaluated and scored on Technical and Cost factors. The contract shall be awarded to the firm which has the highest total proposal evaluation score based on the Evaluation Criteria outlined below.
