    Procurement Manager (Oil & Gas)

    Job Summary

    • We are seeking an experienced Procurement Manager to lead strategic sourcing and supply chain operations for our AGO supply contract. 
    • This role requires a Nigerian Content compliance expert who can balance cost efficiency with stringent quality standards while meeting NMDPRA/NUPRC and NCDMB regulations.

    Core Responsibilities
    Strategic Sourcing & Vendor Management:

    • DevelopNCDMB-compliant vendor prequalification system
    • Maintain70% Nigerian supplier base by value (per NOGICD Act)
    • Negotiate$15M+ annual procurement contracts with:
      • Petroleum product traders
      • Marine logistics providers
      • Safety equipment suppliers

    Regulatory Compliance:

    • Ensure100% NCDF (Nigerian Content Development Fund) compliance:
      • 1% NCDF deduction on subcontracts
      • Quarterly NCDMB reporting
    • ManageNUPRC-approved vendor registry

    Cost Optimization:

    • Achieve 12% annual procurement savings through:
      • Bulk purchasing agreements
      • Local content incentive utilization
      • Spot market hedging strategies

    Risk Management:

    • Maintain 90-day strategic fuel reserves.
    • Implement supplier risk scoring system.
    • Developforce majeure contingency plans.

    Digital Transformation:

    • Deploy SAP Ariba/S4HANA procurement systems.
    • Automate Nigerian Content tracking.
    • Implement blockchain-based document verification.

    Qualifications & Competencies
    Mandatory Requirements:

    • Education: Bachelor's in Supply Chain Management or Engineering

    Certifications:

    • CIPS Level 5(or equivalent)
    • NCDMB Nigerian Content Certification

    Experience:

    • 8+ years in oil/gas procurement
    • 3+ years managing marine fuel contracts.
