    MEAL Officer – Roving

    Reports to: MEAL Manager 
    Supervises: Field Enumerators, Community Data Volunteers

    Position Summary

    The MEAL Officer – Roving is responsible for providing monitoring, evaluation, accountability, and learning support across GAEFI project locations. The role involves frequent field travel to ensure quality data collection, verification, program monitoring, and documentation of results and lessons learned. The officer will strengthen accountability mechanisms and ensure program decisions are guided by evidence and community feedback.

    This role is ideal for individuals who enjoy fieldwork, data collection, program monitoring, and community engagement.

    Key Responsibilities

    Monitoring & Field Assessments

    • Conduct routine field monitoring visits across various project sites.
    • Use approved tools (Kobo, ODK, CommCare, SurveyCTO) to collect quality data.
    • Support baseline, midline, endline, market assessments, and post-distribution monitoring.
    • Verify beneficiary lists, activity outputs, and service delivery quality.
    • Identify gaps, risks, and implementation challenges and report them promptly.

    Data Management & Quality Assurance

    • Ensure timely entry, cleaning, and validation of data.
    • Maintain updated beneficiary databases and dashboards.
    • Conduct data quality assessments (DQAs) and provide feedback to program teams.
    • Support analysis and visualization of data for reporting and decision-making.

    Accountability (CFM)

    • Strengthen community feedback and response mechanisms (CFM) across project locations.
    • Manage feedback channels (hotlines, help desks, boxes, community meetings).
    • Ensure proper documentation, classification, referral, and closure of complaints.
    • Raise sensitive feedback (safeguarding, GBV, protection) to relevant focal points.

    Learning, Reporting & Documentation

    • Document lessons learned, success stories, case studies, and significant changes.
    • Support monthly, quarterly, and donor reporting with accurate data and analysis.
    • Facilitate learning sessions, reflection meetings, and program reviews with teams.
    • Capture and share best practices to improve program quality.

    Capacity Building

    • Train staff, volunteers, and field enumerators on MEAL tools, methodologies, and standards.
    • Build capacity on data collection, quality assurance, and accountability mechanisms.
    • Support program teams to integrate MEAL principles throughout the project cycle.

    Compliance & Safeguarding

    • Ensure MEAL activities align with donor requirements and GAEFI guidelines.
    • Promote safe programming, protection mainstreaming, and safeguarding.
    • Ensure data confidentiality and ethical standards in MEAL processes.

    Qualifications & Experience

    Required

    • Bachelor’s degree in Monitoring & Evaluation, Statistics, Social Sciences, Development Studies, or related field.
    • Minimum 2–4 years of experience working in MEAL roles within NGOs.
    • Strong skills in digital data collection tools (Kobo, ODK, CommCare).
    • Knowledge of MEAL standards, logical frameworks, indicators, and reporting.
    • Experience conducting field assessments, FGDs, KIIs, and household surveys.

    Added Advantage

    • Experience working on multi-sector humanitarian projects.
    • Data analysis skills using Excel, Power BI, SPSS, or similar.
    • Experience building and managing accountability systems (CFM).
