Section B: Background 

Nkafamiya Rescue Mission (NRM) is an independent child rights organization committed to supporting vulnerable and marginalized children and their communities to be free from poverty.By actively connecting committed people with powerful ideas, we work together to make positive,deep-rooted and lasting changes in children and young people’s lives.
NRM was registered with Corporate Affairs Commission (CAC) on July 23rd, 2021 with registration number CAC/IT/162160. Over the years our approach to humanitarian assistance has evolved from conflict relief activities, to post-conflict support, to long-term community development and emergency assistance that helps children, their families and their communities in northeast Nigeria

Section C: Eligibility Criteria:

Technical:

The Tenderer must provide all the documents provided by NRM in the tender package with other documents as requested by NRM in compliance with the requirements set out. The proposal shall include, as a minimum:

NRM Supplier registration form” and Code of conduct duly completed. These NRM forms should be completed with all required information and the below to be provided accordingly.
Interested firms are expected to provide verifiable copies of the following:  

• Company Profile
• Copies of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC).
• Valid Tax Identification Number (TIN)
• Tax clerance certificate
• Documentary evidence showing experience in the execution of a similar project in the past.
• Quotation or detailed Price offer.
• SCUML certificate or proof of request from EFCC.
• Prices offered must be in Nigerian Naira currency.
• Only Unit price with WHT included will be accepted.
• Quotation must have a date and validity.
• NRM Code of Conduct filled and signed by the duly authorized person.

Financial:

• Quoted Price (2% Withholding tax is applicable to all prices. 
• Payment terms
• Reference letter from a reputable commercial bank in Nigeria showing evidence of financial capability 
• Evidence of Tax Clearance for the last Two years

Section D: OPENING, EVALUATION OF TENDERS AND SELECTION CRITERIA

The opening and examination of tenders is for the purpose of checking whether the tenders are complete and whether the tenders are generally in order.

Tender Process;

The following processes will be applied to this Tender:

• Tender Period

• Technical Evaluation
• Financial Evaluation
• Contract Award
• Notification of Contract Award

The subsequent evaluation of the tenders shall be carried out in NRM Office by an Evaluation Committee.

Tenders will be evaluated on the criteria listed below:

• Compliance with NRM Procurement terms and conditions.
• Prices based on best value for money of items requested.
• Adherence with technical specifications requested.
• Quality of the product.
• Delivery Lead-time.
• Similar past experiences with NGO/UN agencies.
• Availability of physical presence (Operational Office/shop).
• Adherence with NRM Payment Terms and Conditions.
• Validity of the offer.

In the interests of transparency and equal treatment and without being able to modify their tenders, bidders may be required, at the sole written request of the evaluation committee, to provide clarifications within forty-eight (48) hours. Any such request for clarification must not seek the correction of formal errors or of major restrictions affecting performance of the contract or distorting competition.
Any attempt by a bidder to influence the evaluation committee in the process of examination, clarification, evaluation and comparison of tenders, to obtain information on how the procedure is progressing or to influence NRM in its decision concerning the award of the contract will result in the immediate rejection of the tender. No liability can be accepted for late delivery of tenders. Late tenders will be rejected and will not be considered.

The following table outlines the key dates and timelines associated with this tender process. Nkafamiya Rescue Mission reserves the right to change these at any time as the tender progresses. To maintain transparency, fairness, and adequate time to prepare your offers, Nkafamiya Rescue Mission will inform all interested Parties of any changes to these key dates and timelines simultaneously and in a timely fashion.

• Deadline for submission of offers  17/03/2026
• Supplier Presentation of samples to NRM 18/03/2026
• Supplier short-list notification 20/03/2026
• Contract Award and signing  23/03/2026

Items to be deliver on or before 26/03/2026 

Section F: Other Conditions:

• Bids must be in English Language and signed by an official authorized by the bidder;
• Bids submitted after the deadline for submission would be rejected un-opened;
• All attendant costs will be borne by the bidders;
• Only pre-qualified bidders at technical evaluation will be contacted at a later date for negotiations & inspections.
