    ICRC Delegate for Sub-Saharan Africa Region

    ROLES DESCRIPTION & MAIN RESPONSIBILITIES

    Are you the next ICRC delegate who can support ICRC operations on the ground?

    Based in one of our duty stations in the Sub-Saharan Africa region, your responsibilities vary in accordance with the operational needs and may evolve rapidly.

    Main duties:

    • Supporting the analysis of the general situation (including security) and the humanitarian needs of the affected population according to the Delegation’s strategy and objectives.

    • Expanding or consolidating a network within their area of responsibility (e.g. affected communities, local authorities, arms carriers, non-governmental organizations, National Red Cross/Red Crescent societies, community/tribal leaders, etc.).

    • Carrying out field trips in order to monitor the situation and assess the beneficiaries’ needs.

    • Implementing protection activities, such as visiting detainees, searching for family members separated by the armed conflict/other situations of violence or international migration, and documenting violations of IHL/human rights law.

    • Collaborating with ICRC departments and the Red Cross/Red Crescent movement, contributing to the implementation of their activities to provide assistance.

    • Planning and carrying out dissemination sessions on ICRC’s activities and mandate for target audiences.

    • Maintaining and developing a dialogue/relationship with actors relevant for ICRC’s security, such as security forces, arms carriers, to obtain the necessary security guarantees. Following up on the evolution of the security situation; proactively/regularly sharing the information to the relevant managers, including written reports on security incidents.

    • Writing timely internal and external reports ensuring respect for confidentiality and the appropriate follow-up.

    • May be called upon to lead a team (on an ad hoc basis or permanently).

    REQUIRED SKILLS AND EXPERIENCES

    • Bachelor's degree or equivalent.

    • At least two years of relevant working experience including at least six months of international experience.

    • Language requirements: o Fluency in French and English (minimum B2 level). o Good command of one of the following languages is a strong asset: Peul, Hausa, Lingala, Arabic.

    DESIRED PROFILE

    • Excellent writing skills and ability to build clear and concise reports.

    • Strong emotional intelligence with ability and experience to communicate with the civilian population, families of missing, detainees, etc.

    • Experience in the area of education, sexual violence, accountability to affected populations or other protection topics (e.g. detention, judicial guarantees, missing persons and their families, protection of civilians, internal displacement, migration, community-based protection, child protection, urban violence, data analysis, opportunities and challenges related to digital technology).

    • Cross-cultural awareness gained through previous humanitarian or other voluntary experience, ideally with international exposure.

    • Confirmed interpersonal skills and a strong commitment to a collaborative approach in a multi-cultural and multi-disciplinary team.

    • Flexible and able to adapt to changing situations and react appropriately.

    • Capacity to work autonomously and proactively.

    • Good planning and organizational skills with a priority mentality.

    • Preparedness to function in an insecure and stressful environment with few social outlets.

    • Understanding of security risks and capacity to follow security rules and procedures.

    • Proven ability to work in proximity to affected communities.

    • Humanitarian work motivation and commitment to the ICRC’s mandate and principles.

    • Familiarity with the Red Cross/Red Crescent movement is an asset.

    • Experience in leading teams and programs is a strength.

    OPERATIONAL AND FIELD CONSTRAINTS

    • Aligned with the principle of neutrality, the ICRC does not assign personnel to a country of which they are nationals.

    • Applicants who have more than one nationality are encouraged to indicate this information as it is relevant for deployment reasons.

    • Candidates must possess a driving license for manual transmission vehicles.

    • Applicants must be prepared to accept unaccompanied postings (i.e. no spouse, partner, children, or dependents) for a minimum of two years and to go to any location proposed.

    • Candidates selected need to be in good health and will have to do a medical check-up prior to departure in the field.
