    Associate Programme Officer

    Responsibilities

    Within assigned authority, the Associate Programme Officer will contribute to the implementation, monitoring and evaluation as well as the overall project management of the GMCP Atlantic Ocean project portfolio. The incumbent will be responsible for the following specific duties:

    • Support GMCP CONIG in the development, implementation and evaluation of assigned projects; assist in monitoring project implementation; identify problems and propose corrective actions; liaise with relevant parties; identify and track follow-up actions in consultation with the GMCP CONIG management.
    • Contribute to conducting assessments and reviews of the existing national legislation related to maritime crime with particular emphasis on national implementation of the United Nations Convention on the Law of the Sea (UNCLOS) and the United Nations Convention against Transnational Organized Crime (UNTOC) in legislation and regulations, identification of current limitations and recommendations for improvements.
    • Engage with and build networks of national experts, advisers, processes, and mechanisms which are concerned with maritime crime in the Gulf of Guinea.
    • Organize, coordinate and attend workshops including legal reform and capacity building in the areas of anti-piracy and other maritime crime, as well as international judicial cooperation.
    • Support the Associate Programme Officer and other project staff in following-up on communication with beneficiary institutions, including drafting of official letters and the process of identifying participants and national experts, including trainers, for activities under the project.
    • Assist in providing substantive expertise on maritime criminal justice issues.
    • Support field missions including provision of guidance to external consultants, government officials and other parties and draft mission reports, and ensure follow-up action.
    • Research, analyze and present information gathered from diverse sources, relevant for project implementation related to the fight against maritime crime, including the preparation of written output.
    • Prepare and draft a variety of written outputs on piracy and other maritime offences, such as concept notes, background/working papers, action plans, mission reports, briefings/presentations, policy proposals and documents, summary reports etc.
    • Provide substantive and technical support to consultative and other meetings, training, conferences, and workshops related to maritime crime, including proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
    • Contribute to guiding the Associate Programme Officer of national considerations and realities in Nigeria for proper and effective project implementation, as well as on ways to strengthen partnerships with beneficiary institutions.
    • Prepare various written outputs, e.g. briefing notes for senior management, sections of UN/UNODC reports such as UNODC Annual Report, ensure quality inputs to publications, websites and other reports. Prepare and submit for approval substantive and financial reports, semi-annual and annual project progress reports, inputs to Quarterly Field Reports (QFRs), annual reports to donors.
    • Prepare and disseminate costed workplans, terms of reference and other related project documentation, as and when required, in consultation with GMCP Atlantic Ocean management as well as CONIG management.
    • Maintain close working relationships with relevant administrative and project counterparts in order to facilitate meeting of work plan, travel plan and procurement plan deadlines for delivery.
    • Assist in policy development, including the review and analysis of issues and trends, preparation of evaluations.
    • Contribute to the collection and analysis of data and identification of trends or patterns and provide draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting.
    • Document requirements and background information used for data analysis.
    • Perform other work-related duties, as required

    Education

    • An advanced university degree (Master’s degree or equivalent) in law, criminology, conflict resolution, international relations, public or business administration, project management, political science or other relevant social or political area, is required. A first-level university degree in similar fields in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience

    • Minimum of two years of progressively responsible professional experience in project/programme management or administration within the area of rule of law and criminal justice in the maritime security areas at national and regional level is required.
    • Work experience in maritime crime and transnational organized crime is desirable.
    • Work experience with national and international laws related to maritime crime is desirable.
    • Work experience in substantive liaison and coordination at national government level is desirable.
    • Working experience within the United Nations system or similar international organization is desirable.
    • Experience in data analytics or related area is desirable.
