    Senior Operations Officer

    Description:

    Pact West Africa seeks a highly experienced and qualified candidate to fill the below position.

    Senior Operations Officer 

    Job Summary: The role of the Senior Operations Officer is to provide support to the field office and the Country Office in the following areas: General administration, procurements, logistics/fleet management and office management.

    Duration: 9 months with possibility of extension .

    Specific Responsibilities:

    Procurement – 50%

    • Ensure that proper administration and logistics systems and procedures are followed in the procurement of goods and services across all Pact offices.
    • Evaluate and negotiate with external vendors to achieve cost-effective deals, maintain trust relationships and secure advantageous terms.
    • Provide timely and quality procurement services, maintenance and security of all Pacts’ assets, equipment, materials and supplies.
    • Regularly review the procurement policies of the organization, ensure staff are made aware of procurement policies and are compliant. .
    • Coordinate and manage a sound system for procurement, storage, inventory, asset control and maintenance, distribution and receipt of all materials/goods – in accordance with Pact’s guidelines.
    • Contract management and negotiation for Pact .
    • Undertake regular review of all country procurement contracts and ensure it meets all its obligations as stipulated in the agreement.
    • Track and report all purchases to reduce expenses and improve effectiveness.

    Logistics/Fleet Management – 25%

    • Provide overall management and co-ordination of the work of the logistics teams in the Country office and all project offices.
    • Optimizing operations through innovation and process development.
    • Maintain appropriate and accurate record keeping of all vehicle movement.
    • Ensure that the vehicles are insured and duly maintained at all times .
    • Manage vehicle related policies and ensure compliance by all drivers.
    • Overseeing vehicle servicing efficiently and accurately to ensure all vehicles are safe for use.

    Administration- 25%

    • Ensuring the efficient day to day running of the office.
    • Keep all project offices informed of new developments in administration and logistics related issues such as compliance to new or revised policies or procedures from the global office and its adaptation to local admin and logistics procedures.
    • Constant Review of admin processes, make recommendations and implement approved improvements.

    Minimum Requirements

    • BSc Degree in Supply and Purchasing Management or related field such as (logistics or administration), from recognized institution.
    • A minimum of 5 years’ experience providing a whole range of administration and logistics services in an organization, ideally with an International NGO.
    • Excellent and demonstrable experience in procurement and logistics management.
    • Demonstrable experience in office management and staff coordination.
    • Demonstrated ability to communicate clearly and concisely in written and spoken English
    • Competence in Microsoft Office applications particularly MS Word and MS Excel strongly required.
    • Analytical skills and ability to undertake complex analysis and price comparisons of multiple vendor quotes/bids required; Competency and experience with spreadsheets required.
    • Knowledge and understanding of Nigeria’s policy environment;
    • Familiarity with donor-funded procurement rules and regulations
