    Request for Proposals for Provision of Research Services on Access to Information in Bauchi State

    Proposals by a Consultant or Consultancy Team should include:

    • Proposed workplan and budget
    • Proposed methodology ideally utilizing participatory data collection methods with women and youth clients and radio stations
    • Writing sample (1-2 pages) of a similar project or activity undertaken by the Consultant or Consultancy Team
    • CV of Consultant/Lead Consultants with demonstrated experience.

    Deliverables:

    • Meetings with WAY team as required
    • Presentation of draft methodology with feedback from team
    • Finalized methodology
    • Check-in calls throughout assignment with the key MEDA baseline resource people
    • Validation Workshop with presentation of initial findings to team with feedback requested
    • Presentation of final report including recommended ICT strategy (report should be a maximum of 15 pages)
    • Copies of raw data (summaries, audio recordings and analysis of focus group discussions and KIIs)

    Reporting:
    The consultant will report to the WAY MIM Manager and the Field Project Manager on a weekly basis, at a minimum, to update on the progress of the baseline, identify potential issues, and flag anomalies. Other calls can be arranged as needed. The consultant may not authorize project expenditures without first getting the approval of the Field Project Manager. The project shall start in June and include an estimated LOE of 26 days.

    There will be two trips to Bauchi State: a) Initial meeting and presentation of draft methodology followed by data collection and b) Validation Workshop followed by presentation of final report.

    Experience:

    • Master’s level degree required, in social sciences, such as statistics, public policy, economics or a related field, and/or specialized training/certification in monitoring and evaluation
    • Alternatively, a Bachelor’s level degree with five years of relevant work experience beyond the degree.
    • Expertise in gender analysis and data collection with marginalized populations such as women and youth
    • Familiarity with ICT programming and promoting social dialogue through radio or other media
    • Leading quantitative and qualitative data collection and analysis with experience in participatory M&E approaches.
    • Strong writing and analysis capabilities with experience developing strategies with practical recommendations
    • Experience with agrobusiness and/or value chain analyses an asset
    • Expertise in statistical analysis skills, especially in MS Excel
    • Prior work experience in Northeastern Nigeria is desirable, and fluency in local languages will be considered an asset.
