    Finance and Admin Manager

    About the position

    In this position, you will work closely with the leadership team and advisors. You will oversee the finance and administrative functions of the organization as well as coordinate and carry out specialized grants management functions. This position, reporting to the Executive Director, is accountable for the HLA’s financial and accounting policies, systems and processes, tax and regulatory requirements, payroll systems and processes and controls, ongoing financial modeling and annual business plan.

    This position requires a self-starter and a problem solver, a resourceful person with a can-do attitude who works with humility and is ready and willing to collaborate.     A detailed description of what this position entails is listed below.

    Essential Duties and Responsibilities

    The following will be the core components of your role:

    • A.Accounting, Financial Systems and Financial Controls
    • Provide financial accounting and management support, which includes preparation of monthly office expense reports in accordance with HLA formats and timetable;
    • Support the implementation of internal controls that safeguard HLA assets;
    • Work with the Programme Managers in preparation of the annual programme budgets;
    • Assist Programme Managers to monitor programme budgets through the regular provision of analyzed financial information at stipulated intervals;
    • Coordinate external audits in accordance FIRS, LIRS, General Accepted Accounting Principles (GAAP), donor regulations and HLA’s accounting policies;
    • Review and provide guidance in the preparation of sub-agreement budgets and contracts, ensuring that they adhere to project rules and regulations;
    • Ensure cost effective and efficient procurement of goods and services in accordance with donor and HLA’s procurement procedures;
    • Ensure effective grant management through strict compliance with the provisions of the grants, including developing and monitoring evaluation procedures to ensure compliance of sub-recipients/contractors/vendors with donor specific requirements;
    • Work with field staff to build capacity in financial oversight and compliance management, especially where it relates to donor funded projects;
    • Assists in the development and implementation of goals, policies, priorities, and procedures relating to financial management, budget, accounting, and/or payroll;
    • Supervises and participates in the preparation of various financial statements and reports, and reviews financial statements with management personnel;
    • Prepares statements and reports of estimated future costs and revenues,
    • Directs the installation and maintenance of accounting records to show receipts and expenditures;
    • Directs the maintenance of general and subsidiary ledgers, accounts receivable, revenue distribution, depreciation, cost, property, and operating expenses, and insurance records;
    • Directs and participates in cost analyses;
    • Establishes system controls for new financial systems and develops procedures to improve existing systems;
    • Coordinates preparation of external audit materials, management reporting, statutory reporting, and external financial reporting;
    • Directs the installation (where necessary) and maintenance of new accounting, timekeeping, payroll, inventory, property, and other related procedures and controls;
    • Ensure compliance with relevant regulations and statutory provisions including; PAYE, VAT, Withholding Tax, Pension, and NHF.

    A.Administration

    Set up systems, procedures and processes for the administrative functions of the organization;
    Providing necessary administrative support to programme staff, operations/logistics staff when required.

    B. Other functions

    • May be required to co-facilitate training sessions in financial management, accounting and/or tax/statutory issues for workshops/seminars and/or modules of flagship programmes;
    • Perform other functions as may be assigned by the Executive Director.

    Qualifications

    Educational/Professional Qualifications

    • Minimum requirement of a postgraduate degree in finance, accounting, business administration or related field.
    • Must be a chartered accountant with at least 8 years’ work experience.
    • CFA certification would be an added advantage.

    Desirable Qualifications/Experience

    • Proven experience in financial and management reporting
    • Excellent budgeting skills and analytical skills
    • Proven experience in grant/fund accounting
    • Excellent negotiation skills especially with consultants, vendors and other third parties
    • Experience in contract documentation would be an advantage
    • In-depth understanding of tax and statutory returns in the healthcare sector preferred
    • Background in advisory and assurance services would be an advantage
    • Non-profit sector experience would be an added advantage
